Hon’ble Chief Minister Sri A. Revanth Reddy decided to bring in a new Sand policy for its sale in the state. The Chief Minister suggested to the officials the new policy should be formulated in accordance with the needs of the people along with generating revenue to the government. The officials have been asked to study the Sand policies adopted by Andhra Pradesh, Tamil Nadu, Karnataka and other states in the country.
CM Sri Revanth said that the present sand policy in the state has become a scourge of corruption. The CM alerted the officials that irregularities are happening at all levels in the sand sales.
The Chief Minister warned that the sand quarrying and illegal transportation of sand should be stopped immediately. The CM set a 48 hour deadline to all the officials to end illegal practices in sand mining and sales. The CM ordered to deploy Vigilance and ACB teams after two days and the inspections should be carried out immediately in all districts. No one responsible will go scot free and take strict action against those who are involved in illegal sand trade.
Based on the data recorded at the toll gates on all the routes, the officials will prepare a report on the illegal transportation of sand by lorries. The CM said that all the existing sand reaches and dumps should be checked. Apart from imposing fines, strict action will be initiated against the persons if any irregularities are found.
The CM expressed anger at the reply given by the officials that CCTV cameras are installed at all the Sand Reaches. The CM told the officials that he visited Tanugula Sand Quarry in Maneru river during his padayatra in Jammikunta Padayatra in Karimnagar in March last year and no CCTV was found there.
The Chief Minister said that surprise inspections were already conducted in Nizamabad and Warangal with the transport department on February 3. 83 sand lorries were checked. 22 lorries are found to be unauthorized. Four to five lorries are found transporting sand with the same permit and same number. The surprise inspection revealed 25 percent of the sand is being moved illegally, the CM said there is a need to stop irregularities taking place at the center of TSMDC and reform the entire Mines department.
CM Sri Revanth Reddy held a review with officials of the Department of Mines and Mineral Resources at the Secretariat on Thursday. Ministers Sri Ponnam Prabhakar, Sri Tummala Nageswara Rao, Government Chief Secretary Smt. Santhi Kumari, Mines and Principal Secretary Sri Mahesh Dutt Ekka, Mining Department Director Sri Sushil Kumar and other officials participated.
The CM ordered the seizure of the Stone Crushers operating without permission around Hyderabad. The CM asked the officials to take measures to create awareness among people on stopping laying gravel and building material on the roads while constructing huge complexes.
The Chief Minister directed the Mineral Resources Department to collect tax as per rules if excavations for cellars are carried out underground at a depth of more than six meters. An integrated online system will be developed to collect the details of such buildings and the Mines and Geology Department visit the places to issue permissions for construction.
The CM suggested using geo-tagging and GPRS to prevent illegal granite and mineral mining and smuggling. The Chief Minister instructed the officials to prepare a detailed report on the pending cases related to granite as well as other quarries and the status of the cases before the agencies.

రాష్ట్రంలో ఇసుక అమ్మకాలకు కొత్త పాలసీని తయారు చేయాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి నిర్ణయం తీసుకున్నారు. ప్రభుత్వానికి ఆదాయం సమకూర్చటంతో పాటు ప్రజల అవసరాలకు అనుగుణంగా ఉండే విధివిధానాలుండే కొత్త పాలసీ రూపొందించాలని అధికారులకు సూచించారు. ఏపీ, తమిళనాడు, కర్ణాటక తదితర రాష్ట్రాలు అనుసరిస్తున్న విధానాలను అధ్యయనం చేయాలని చెప్పారు.
ఇప్పుడు రాష్ట్రంలో అమల్లో ఉన్న ఇసుక పాలసీ అవినీతి దందాగా మారిందని ముఖ్యమంత్రి అన్నారు. అన్ని స్థాయిల్లో అక్రమాలు జరుగుతున్నాయని సీఎం అధికారులను అప్రమత్తం చేశారు.
నిబంధనలు ఉల్లంఘించి జరుగుతున్న ఇసుక క్వారీయింగ్, అక్రమ ఇసుక రవాణాను వెంటనే అరికట్టాలని ముఖ్యమంత్రి హెచ్చరించారు. 48 గంటల్లో అన్ని స్థాయిల్లో అధికారులు తమ పద్ధతి మార్చుకోవాలని డెడ్లైన్ విధించారు.
రెండు రోజుల తర్వాత విజిలెన్స్, ఏసీబీ విభాగాలను రంగంలోకి దింపాలని అధికారులను ఆదేశించారు. అన్ని జిల్లాల్లో వెంటనే తనిఖీలు చేపట్టాలని, బాధ్యులైన ఏ ఒక్కరినీ వదిలిపెట్టవద్దని సీఎం హెచ్చరించారు.
అన్ని రూట్లలో ఉన్న టోల్ గేట్ల వద్ద నమోదైన డాటా ఆధారంగా ఇసుక లారీల అక్రమ రవాణా మొత్తం బయటకు తీయాలని అధికారులను ఆదేశించారు. ఇప్పుడున్న ఇసుక రీచ్లు, డంప్లన్నీ తనిఖీలు చేయాలని, తప్పులుంటే జరిమానాలు వేస్తే సరిపోదని, అంతకు మించి కఠిన చర్యలు తీసుకోవాలని అన్నారు.
ఇసుక రీచ్ లన్నింటా సీసీ కెమెరాలున్నాయని అధికారులు ఇచ్చిన సమాధానంపై సీఎం ఆగ్రహం వ్యక్తం చేశారు. గత ఏడాది మార్చి ఒకటిన కరీంనగర్ జిల్లా జమ్మికుంట పాదయాత్రకు వెళ్లినప్పుడు మానేరు వాగులో తనుగుల ఇసుక క్వారీకి వెళ్లిన సందర్భాన్ని గుర్తు చేసి.. అక్కడ సీసీ కెమెరాలు లేవని అన్నారు.
ఈనెల 3వ తేదీన రవాణా విభాగంతో నిజామాబాద్, వరంగల్ రూట్లలో ఆకస్మిక తనిఖీలు చేయించినట్లు ముఖ్యమంత్రి చెప్పారు. 83 ఇసుక లారీలను తనిఖీ చేస్తే.. 22 లారీలకు అనుమతి లేదని గుర్తించారు. ఒకే పర్మిట్, ఒకటే నెంబర్ తో నాలుగైదు లారీలు ఇసుక రవాణా చేస్తున్నట్లు బయటపడిందని అన్నారు. ఈ లెక్కన 25 శాతం అక్రమంగా ఇసుక తరలిపోతుందని సీఎం అంచనాగా చెప్పారు.
టీఎస్ఎండీసీ కేంద్రంగా జరుగుతున్న అక్రమాలను అరికట్టి, గనులు, భూగర్భ వనరుల విభాగాన్ని సమూలంగా ప్రక్షాళన చేయాల్సిన అవసరముందని సీఎం అన్నారు.
ఈరోజు సచివాలయంలో గనులు, భూగర్భ ఖనిజ వనరుల శాఖ అధికారులతో ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి సమీక్ష సమావేశం నిర్వహించారు. మంత్రులు శ్రీ పొన్నం ప్రభాకర్, శ్రీ తుమ్మల నాగేశ్వరరావు, ప్రభుత్వ ప్రధాన కార్యదర్శి శ్రీమతి శాంతి కుమారితో పాటు అధికారులు ఈ సమావేశంలో పాల్గొన్నారు.
హైదరాబాద్ చుట్టుపక్కల అనుమతి లేకుండా నిర్వహించే స్టోన్ క్రషర్స్ సీజ్ చేయాలని సీఎం ఆదేశించారు. భారీ కాంప్లెక్స్ లు నిర్మించేటప్పుడు రోడ్లపై కంకర, బిల్డింగ్ మెటీరియల్ వేయకుండా అవగాహన కల్పించాలని సూచించారు.
ఆరు మీటర్ల కంటే లోతుగా భూగర్భంలో సెల్లార్లకు తవ్వకాలు చేపడితే నిబంధనల ప్రకారం పన్ను వసూలు చేయాలని ఖనిజ వనరుల శాఖను సీఎం ఆదేశించారు. నిర్మాణాలకు అనుమతులు ఇచ్చేటప్పుడే, అటువంటి భవనాల వివరాలు మైన్స్ అండ్ జియాలజీ విభాగానికి చేరేలా ఇంటిగ్రేటేడ్ ఆన్ లైన్ విధానం అమలు చేయాలని సూచించారు.
గ్రానైట్, ఖనిజాల తవ్వకాలు, అక్రమ రవాణాను అరికట్టేందుకు జియో ట్యాగింగ్, జీపీఆర్ఎస్ ను వినియోగించాలని సీఎం సూచించారు.
గ్రానైట్ తో పాటు ఇతర క్వారీలకు సంబంధించిన కేసులు ఏమేం ఉన్నాయి.. ఏయే ఏజెన్సీల వద్ద ఉన్నాయి.. ఇప్పుడున్న పురోగతిపై నివేదికను అందించాలని సీఎం చెప్పారు.
