While India attained Independence in August, farmers in the Telangana state also got freedom from the mounting debt burden in the same month and the farming community was relieved after the waiver of farm loans up to Rs 2 lakh, Chief Minister Sri A Revanth Reddy said on Tuesday. July and August are being remembered as the significant and remarkable months in the history of the country, the CM said.
The state government proved its commitment to the farmers welfare by waiving Rs 12,000 crore debts in just 12 days, the Chief Minister said challenging anyone can dare to question the government’s sincerity in the welfare of the farmers and the plans envisaged for the wellbeing of the farming community.
The Chief Minister said that the waiver of farm loans by allocating a whopping Rs 31,000 crore funds at one go created a new record in the history of the country. No state in the history of the country waived such a large amount of the farmers loans so far.
The CM maintained that political parties usually remember the farmers during the election period and lure them with promises. Today, there are no elections and no political interests in the waiver of farm loans except safeguarding the interests of distressed farmers.
While the assembly session is going on, CM Revanth Reddy launched the second phase farm loan waiver scheme up to Rs 1.50 lakh at the Assembly premises today ( Tuesday) afternoon. Deputy Chief Minister Bhatti Vikramarka, Assembly Speaker Gaddam Prasad, Council Chairman Gutta Sukhender Reddy, Agriculture Minister Tummala Nageswara Rao , state ministers and MLAs participated in the distribution of cheques to the farmers and the entire premises wore a festival atmosphere.
The Chief Minister announced that the loans of all farmers up to Rs 1.50 lakh will be waived by depositing Rs 6198 crore in 6.40 lakh farmers accounts directly. My life’s purpose is fulfilled by seeing the happiness in the farmers’ lives.
As part of the farmers’ loan waiver scheme, the government waived the loans amount of up to Rs 1 lakh in the first installment on July 18. A total of 11 lakh farmers got the farm loan waiver benefit of Rs .6098 crores. Another Rs.6198 crores has been released as the second installment within 12 days.
CPI and BJP MLAs along with ruling party MLAs participated in the program. The Chief Minister thanked all the leaders who took part in this program irrespective of party affiliation.
CM Revanth Reddy reminded Congress announced the Farmers Declaration on May 6, 2022 at Warangal and made the promise of promoting agriculture as a profitable profession. As promised by the congress, the government brought cheers in the lives of the farmers by waiving off the farm loans in just eight months after coming to power in the state.
The CM said that some corporate organizations in the country took loans from banks and cheated by declaring themselves as bankrupt. In the past ten years, the companies evaded the payment of Rs 14 lakh crore loans to the banks. Whereas, the farmers, who are feeding the entire country, have been facing difficulties due to lack of good yield, remunerative price and unable to pay the mounting debts. The Chief Minister expressed grief that some farmers committed suicide due to loss of self-respect. It is the reason the Congress made the promise of waiver of farm loans up to Rs 2 lakhs and fill happiness in the distressed farmers families.
The Chief Minister also reminded that the previous government failed to implement the farm loan waiver up to Rs one lakh. The last government in its first term waived farm loans in four installments and the farmers would have to face the trouble by paying more interest to their debts. In the second term, the BRS government made the same promise of waiver of farm loans up to Rs 1 lakh but released only Rs 12,000 crore as against the requirement of Rs 19,000 crore. The last government did not waive Rs 7,000 crore farm loans.
The Chief Minister said that some people ridiculed the government on the implementation of the farm loan waiver scheme amid the financial crisis and some forces cursed the government. My government mobilized required funds for the farm loan waiver scheme and fulfilled the promise as per the plan for the implementation of the farm loan waiver scheme by August.
The Chief Minister recollected that former Prime Ministers Jawahar Lal Nehru and Lal Bahadur Shastri brought Green Revolution in the country with the slogans of Jai Jawan and Jai Kisan. The Congress led union government accorded the highest priority to national security and food security. The CM reminded that the Bhakranangal to Nagarjunasagar projects were built to benefit the farmers, Indira Gandhi nationalized the banks to provide loans to poor farmers at low interest rates, the Manmohan Singh government led by Sonia Gandhi brought the Food Security Act, waived of loans of Rs.72,000 crores and supported the farmers. It was the only Congress government that provided seeds, fertilizers on subsidy, free electricity, crop insurance and minimum support prices. Congress proved as the farmers friendly party in the country.
As promised, CM Revanth Reddy assured the farm loans up to Rs 2 lakh will be waived within a month by August this year.
The Chief Minister criticized the previous government for mortgaging the state by incurring insurmountable debts. The Congress government is making efforts to bail out the state from its debt burden. His government paid Rs 42,000 crore to pay the interest for Rs 7 lakh crore debts in just eight months.
The CM praised Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka and his team for mobilizing Rs 12,000 crore and depositing the same in the farmers accounts in 12 days.
The CM also listed out the schemes introduced by his government which included free travel for women in RTC buses, Aarogyasri, free power supply up to 200 units, gas cylinder at Rs.500 and showed the government’s sincerity in fulfilling the six guarantees announced by the Congress during the election.

ఆగస్ట్ నెలలోనే దేశానికి స్వాతంత్ర్యం వచ్చిందని.. ఈ ఏడాది ఆగస్టులోనే తెలంగాణలోని రైతులందరూ రుణ విముక్తులయ్యారని, రెండు లక్షల రుణ భారం తీరటంతో నిజమైన స్వేచ్ఛను పొందారని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి అన్నారు. ఈ జులై, ఆగస్ట్ నెలలు దేశ చరిత్రలోనే లిఖించదగ్గ నెలలని అభివర్ణించారు.
కేవలం 12 రోజుల్లోనే రూ.12 వేల కోట్ల రుణం మాఫీ చేసిన ఘనత తమ ప్రభుత్వం చిత్తశుద్ధికి అద్దం పట్టిందని అన్నారు. రైతుల సంక్షేమ విషయంలో కాంగ్రెస్ ప్రభుత్వ చిత్తశుద్ధిని ఎవరు శంకించలేరని, తమ ప్రభుత్వ ప్రణాళికలను ఎవరూ ప్రశ్నించలేరంటూ సవాలు విసిరారు.
ఏకకాలంలో రూ.31 వేల కోట్లు కేటాయించి తెలంగాణ ప్రభుత్వం చేపట్టిన రైతు రుణమాఫీ దేశ చరిత్రలోనే కొత్త రికార్డు సృష్టించిందని అన్నారు. స్వతంత్ర భారతంలో ఇప్పటి వరకు ఏ రాష్ట్రం కూడా ఇంత పెద్ద మొత్తంలో రైతు రుణమాఫీ చేయలేదని అన్నారు.
సాధారణంగా ఎన్నికలు వచ్చినప్పుడే కొన్ని పార్టీల నేతలకు రైతులు గుర్తుకు వస్తారని సీఎం అన్నారు. కానీ ఇప్పుడేం ఎన్నికల్లేవని, ఓట్లు లేవని.. రాజకీయ ప్రయోజనాలు కాదు.. తమకు రైతుల ప్రయోజనాలే ముఖ్యమని సీఎం స్పష్టం చేశారు.
అసెంబ్లీ సమావేశాలు జరుగుతుండగా.. మంగళవారం మధ్యాహ్నం అసెంబ్లీ ప్రాంగణం నుంచే రైతు రుణమాఫీ రెండవ విడుత నిధుల పంపిణీ కార్యక్రమం నిర్వహించారు. ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి, ఉప ముఖ్యమంత్రి భట్టి విక్రమార్క, అసెంబ్లీ స్పీకర్ గడ్డం ప్రసాద్, కౌన్సిల్ ఛైర్మన్ గుత్తా సుఖేందర్ రెడ్డి, వ్యవసాయ శాఖ మంత్రి తుమ్మల నాగేశ్వరరావు తో పాటు రాష్ట్ర మంత్రులు, ఎమ్మెల్యేలందరి సమక్షంలో పలువురు రైతులకు చెక్కులు పంపిణీ చేసి సంబురాలు నిర్వహించారు.
ఇదే వేదిక నుంచి రెండో విడతగా రాష్ట్రంలో లక్షన్నర లోపు పంట రుణాలున్న రైతులందరి రుణాలను మాఫీ చేస్తున్నట్లు ముఖ్యమంత్రి ప్రకటించారు. మొత్తం 6.40 లక్షల మంది రైతుల రుణ ఖాతాల్లో రూ.6198 కోట్లు జమ చేస్తున్నామని చెప్పారు. రుణవిముక్తి పొందిన లక్షలాది రైతులు తమ ఇండ్లలో పండుగ చేసుకుంటుంటే తమ జన్మ ధన్యమైందని అన్నారు.
రైతు రుణమాఫీ పథకంలో భాగంగా జులై 18న తొలి విడతగా లక్ష రూపాయల లోపు రుణాలున్న రైతుల రుణాలను ప్రభుత్వం మాఫీ చేసింది. రాష్ట్రంలో మొత్తం 11 లక్షల మంది రైతులకు రూ.6098 కోట్లు మాఫీ చేసింది. పన్నెండు రోజుల వ్యవధిలోనే రెండో విడతగా మరో రూ.6198 కోట్లు విడుదల చేసింది.
అసెంబ్లీ ప్రాంగణంలో జరిగిన ఈ కార్యక్రమంలో అధికార పార్టీ ఎమ్మెల్యేలతో పాటు సీపీఐ, బీజేపీ ఎమ్మెల్యేలు పాల్గొన్నారు. పార్టీలకు అతీతంగా ఈ వేడుకలో పాలుపంచుకున్న నేతలందరికీ ముఖ్యమంత్రి అభినందనలు తెలిపారు.
వ్యవసాయం దండుగ కాదు.. పండుగ చేసి చూపిస్తామని 2022 మే 6వ తేదీన కాంగ్రెస్ పార్టీ వరంగల్ రైతు డిక్లరేషన్ చేసిందని సీఎం గుర్తు చేశారు. ఇచ్చిన మాట ప్రకారం రైతులు సంతోషంగా ఉండాలని అధికారంలో చేపట్టిన ఎనిమిది నెలల్లోనే రైతు రుణమాఫీ అమలు చేశామని చెప్పారు.
దేశంలో కొన్ని కార్పొరేట్ సంస్థలు బ్యాంకుల నుంచి అప్పులు తీసుకొని, దివాళా తీసినట్లు మోసం చేశాయని అన్నారు. గడిచిన పదేండ్లలో బ్యాంకులకు దాదాపు రూ. 14 లక్షల కోట్లు ఎగవేశాయని అన్నారు. పది మందికి అన్నం పెట్టే రైతులు మాత్రం పంట దిగుబడి రాక, గిట్టుబాటు ధర లేక అప్పులు చెల్లించలేక ఇబ్బంది పడుతున్నారని అన్నారు. ఆత్మ గౌరవం దెబ్బతిని కొందరు రైతులు ఆత్మహత్యలకు పాల్పడ్డ విషాద ఘటనలు చోటు చేసుకున్నాయని ఆవేదన వ్యక్తం చేశారు. అందుకే రైతుల కుటుంబాల్లో విషాదం ఉండకుండా ఆనందం నింపాలని రూ.రెండు లక్షల రైతు రుణమాఫీ చేస్తామని కాంగ్రెస్ హామీ ఇచ్చిందని గుర్తు చేశారు.
గత ప్రభుత్వం రూ.లక్ష రైతు రుణమాఫీ కూడా సరిగ్గా చేయలేక పోయిందని, మొదటి సారి అధికారంలో ఉన్నపుడు నాలుగు విడతల్లో మాఫీ చేస్తే.. రైతులు తమ అప్పుకు మించి మిత్తీలు కట్టాల్సిన పరిస్థితి వచ్చిందని గుర్తు చేశారు. రెండో సారి అదే హామీతో అధికారంలో వచ్చిన బీఆర్ఎస్ ప్రభుత్వం రూ.19 వేల కోట్లు ఇస్తామని చెప్పి, రూ.12 వేల కోట్లు విడుదల చేసిందని అన్నారు. దాదాపు రూ.7 వేల కోట్లు రైతులకు రుణ మాఫీ చేయకుండా ఎగవేసిందని అన్నారు.
అప్పుల్లో కూరుకుపోయిన తెలంగాణ ప్రభుత్వం ఎలా రుణమాఫీ చేస్తుందని కొందరు తమను అవహేళన చేశారని అన్నారు. శాపనార్ధాలు పెట్టారని గుర్తు చేశారు. కానీ తమ ప్రభుత్వం ఇచ్చిన మాట ప్రకారం ఆగస్ట్ నెలలోగా రుణమాఫీకి ప్రణాళిక ప్రకారం నిధులను సమీకరించిందని చెప్పారు. ఇది తమ ప్రభుత్వం చిత్తశుద్ధి, నిబద్ధతకు నిదర్శనమని అన్నారు.
జవహర్ లాల్ నెహ్రూ, లాల్ బహదూర్ శాస్త్రి దేశంలోనే హరిత విప్లవం తీసుకు వచ్చారని, జైజవాన్, జై కిసాన్ నినాదాలతో దేశ భద్రత, ఆహార భద్రతకు అనాడు కాంగ్రెస్ ప్రభుత్వం అత్యధిక ప్రాధాన్యమిచ్చిందని గుర్తు చేశారు. రైతులకు మేలు చేసేందుకే భాక్రానంగల్ నుంచి నాగార్జునసాగర్ ప్రాజెక్టులు నిర్మించిందని, పేద రైతులకు తక్కువ వడ్డీలకు రుణాలు ఇచ్చేందుకు ఇందిరమ్మ బ్యాంకుల జాతీయికరణ చేసిందని, , సోనియా గాంధీ నేతృత్వంలోని మన్ మోహన్ సింగ్ ప్రభుత్వం ఆహార భద్రత చట్టం తెచ్చిందని, రూ.72 వేల కోట్ల రుణాలు మాఫీ చేసి రైతులను ఆదుకుందని గుర్తు చేశారు. విత్తనాలు, ఎరువుల సబ్సిడీ, ఉచిత విద్యుత్తు, పంటల బీమా, మద్దతు ధరలను అందించింది కాంగ్రెస్ ప్రభుత్వమేనని అన్నారు. అప్పుడు .. ఇప్పుడు ఎప్పుడూ కాంగ్రెస్ రైతు పక్షపాతి అని గుర్తు చేశారు.
ఇచ్చిన మాట ప్రకారం నెల రోజుల్లోనే లక్షన్నర లోపు రైతు రుణాలను మాఫీ చేశామని, అగస్టులోగా రూ.2లక్షల రుణమాఫీ పూర్తి చేసి రైతులను రుణ విముక్తులను చేస్తామని భరోసా ఇచ్చారు.
గత ప్రభుత్వం అప్పుల పాల్జేసి తెలంగాణను తాకట్టు పెట్టిందని ముఖ్యమంత్రి అన్నారు. తాకట్టు నుంచి తెలంగాణను విడిపించి, రుణాల భారం తగ్గించేందుకు తమ ప్రభుత్వం ప్రయత్నిస్తోందని గుర్తు చేశారు. గత ప్రభుత్వం చేసిన రూ.7 లక్షల కోట్ల అప్పులకు తమ ప్రభుత్వం ఈ ఎనిమిది నెలల్లో రూ.43 వేల కోట్లు కిస్తీలు చెల్లించిందని చెప్పారు. కేవలం 12 రోజుల్లో రైతుల ఖాతాల్లో రూ.12 వేల కోట్లకుపైగా నిధులు జమ చేసిన ఆర్థిక శాఖ మంత్రి భట్టి విక్రమార్క, ఆర్థిక శాఖ అధికారుల బృందానికి ముఖ్యమంత్రి ప్రత్యేకంగా అభినందనలు తెలిపారు.
అటు రైతు రుణమాఫీతో పాటు ఆరు గ్యారంటీల్లో భాగంగా ఆర్టీసీ బస్సుల్లో మహిళలకు ఉచిత ప్రయాణం, ఆరోగ్య శ్రీ, 200 యూనిట్ల లోపు ఉచిత గృహ విద్యుత్తు, రూ.500కు గ్యాస్ సిలిండర్ పథకాలను అమలు చేసి చిత్తశుద్ధి చాటుకున్నామని అన్నారు.
