Chief Minister Sri A Revanth Reddy made it clear that his government’s first priority is to deliver welfare oriented transparent governance to the people in the state. The government is moving forward to achieve sustainable growth in the development and implementation of welfare schemes on a balanced note. The Chief Minister directed District Collectors to perform their duties by recognizing the people’s aspirations and the government’s priorities.
CM Revanth Reddy held Collectors conference at Secretariat on Tuesday. Deputy CM Bhatti Vikramarka, Ministers- N Uttam Kumar Reddy, Ponguleti Srinivasa Reddy, D Sridhar Babu, Damodara Rajanarsimha, Ponnam Prabhakar, Komati Reddy Venkat Reddy, Jupalli Krishna Rao, Tummala Nageswara Rao, Seethakka, Konda Surekha, Vice Chairman of State Planning Board G Chinna Reddy and Chief Minister’s Advisor Vem Narender Reddy participated.
Minister Ponguleti Srinivasa Reddy started the Collectors conference while Deputy CM Bhatti Vikramarka delivered his opening remarks. Government Chief Secretary Santhi Kumari along with secretaries of all departments and collectors of all districts participated in this meeting.
The Chief Minister said that “This is the second Collectors conference after his government assumed power. Collectors are the eyes and ears of the government. Collectors play the role of a bridge between the government and people at the district level. Government has recently transferred collectors and posted competent young officials in a transparent manner without any political pressure.”
It is a big opportunity for every IAS officer to work as district Collector. The collectors got an opportunity to develop direct contact with people in addition to performing their duties. Field level experience will be more useful to the Collectors to understand the issues properly and make a bright career in the future.
The Chief Minister reminded that the key responsibility of reaching the benefits of government programs and schemes to the needy lies with the collectors. The CM asserted that the collectors should work hard to make their own mark in the district administration and win the hearts of people. Students in some schools reacted with heavy heart and burst into tears over leaving their teachers from their schools in the recent transfers and promotions. Likewise, people should also come out and respond when the district collectors are transferred. Collectors should earn a lot of respect from people and they should stop the officers from leaving to other places on transfer.
The CM advised the Collectors, who hailed from different states, to not only learn the local language but also to be a part of Telangana culture to perform their duties efficiently. Collectors should consider Telangana as their own state, work with the people and take decisions from a humane perspective to benefit the people.
The Chief Minister emphasized that all the IAS officers should work hard and earn accolades like noted bureaucrats Sankaran and Sreedharan. Collectors should be aware of people’s perceptions and thinking at the ground level. The officers should not be confined to AC rooms and they should visit people to get work satisfaction. While taking up works, Collectors should create an impression among people that it is the functioning of the people’s government in the state.
The CM instructed all district Collectors to organize field visits regularly. As the government accorded top priority to serve the people by strengthening the schools, hostels and hospitals, collectors have been asked to take necessary measures to strengthen the education system and guide the future generations. Government has been spending Rs 85,000 on each poor student every month in the government schools. As part of rebuilding Telangana, the district officers are entrusted with the responsibility of monitoring government schools and hospitals regularly. Collectors are also advised to address the public grievances on the spot during their field visits and inspection.
CM Revanth Reddy pointed out that the ten district collectors in Telangana in the erstwhile united Andhra Pradesh excelled in their duties and drew good results in the administration. Why not 33 collectors in the place of 10 show their excellent performance with the same powers and responsibilities given to them? Every Collector should prove his talent through ideas and efficiency in discharging duties. The collectors are instructed to instill confidence among people by implementing the schemes and development programmes effectively.
Collectors have been asked to address people’s grievances reported in the weekly Prajavani programme instantly. The performance of the collectors will reflect only when the number of applications from people filed at Prajavani in Hyderabad is reduced. Collectors are also held responsible for the implementation of six guarantees in a transparent manner.
CM Revanth reiterated that his government is committed to extend the benefits of the Six guarantees to the deserved. An option for corrections of the Aadhaar card, ration card, gas connection and power bills details is already provided to avail the benefit of Griha Jyothi and Mahalakshmi gas cylinder schemes for those eligible who were denied the benefit.
The CM ordered the collectors to open Seva centres at the Collectorate on the day of Prajavani programme, if required, to address the grievances instantly and ensure the centers are functioning in all district mandal centers. The officials briefed the CM 5.89 lakh people have applied for Griha Jyoti and 3.32 lakh people for Rs 500 gas cylinder scheme benefit at the Seva Kendras.
The CM directed Collectors to resolve the pending Dharani applications expeditiously. The state government organized a special drive from March 1 to March 15 to solve land related issues. A special committee has already been formed to resolve the Dharani problems. Officials informed the Chief Minister that 1,61,760 applications are disposed of and another 1,15,308 new applications are with the government. The CM also asked the officials to mention the reasons to reject the Dharani applications and set August 15 as the deadline to resolve all the pending applications.
Announcing that the government gives top priority to the development of women’s self-help groups and promoting them as entrepreneurs, the CM said that a special drive will be taken up to achieve one crore women as members in the SHGs. The target of providing Rs one lakh crore bank linkage loans for women groups in five years is discussed in the meeting. The collectors are advised to come out with innovative ideas to help the women’s associations to grow a strong business community. The issue of sanctioning rented buses for RTC to the women groups is under action consideration.
In the wake of increasing illegal occupation of government lands, the CM alerted the collectors to protect government properties, ponds and water bodies in all the districts. The CM suggested to the officials to adopt geo-tagging technology connected with the command control center to keep a vigil on the protection of government lands.
The Chief Minister decided to create a digital health profile for everyone in the state and ordered stop linking the Ration card and Arogyasri cards. The officials have been asked to take steps to provide Arogyasri cards to all in Telangana. The CM asked the officials to take a decision on the demand to give certificates to the RMP and PMPs by providing training and issuing orders. The proposal to offer special incentives to the doctors who are ready to work in the rural areas and allotment of serial numbers to every bed in the government hospitals and medical facilities in the tribal areas are considered in the meeting. Collectors are instructed to pay special focus on the management of hospitals in the districts by seeking help from local voluntary organizations, CSR funds and industries. The CM also asked the officials to relieve the experienced specialty doctors from the management responsibilities of the hospitals and use their services for medical treatment. Other doctors will be entrusted with the management responsibilities.

Chief Minister Sri A. Revanth Reddy has asked all the district Collectors to design and implement a unique flagship program based on the resources available in their respective districts and the regional conditions. The CM wanted the collectors to make their own indelible mark in the implementation of the schemes and programs in their own districts.
In the post lunch session, the Chief Minister gave certain directions to the collectors and SPs on the implementation of the Six Guarantees and accord priority to the welfare schemes. Since the delay in the land acquisition for national highways will increase the cost of the highway development projects, the CM asked the officials to focus equally on development and welfare. The ministers and in-charge ministers are advised to make required arrangements for every program.
CM Revanth Reddy emphasized that the plantation of fruit trees in the forest lands will help to increase the income of the tribals and also improve the green cover. Tribals mostly relied on podu cultivation for livelihoods due to lack of income. The CM said that to overcome the hurdles, the tribal community should be encouraged to plant fruit bearing trees like Mango, Guava and Custard apple in their own lands to earn regular income during every season. Hybrid plants will grow fast and yielding will come in four or five years only.
The officials have been asked to take up drone surveys to identify vacant lands in the forests and launch a plantation programm after the soil test. The plantation of fruit bearing trees will also address the growing monkey menace. The CM stressed the need to revive the plantation of medicinal trees in Vikarabad forests which was once famous for such valuable flora habitation.
Since a large number of tourists from Telangana visit Tadoba forest area in Maharashtra’s Tiger safari, the CM instructed the officials to develop forest tourism in Adilabad district which is the hub of thick forest by providing a Tiger habitation with water and other facilities. The plantation taken up under Vana Mahotsavam should bear fruits for at least 50 years, the Chief Minister said, ordering the Collectors to visit the forest areas once a month. Due to non-availability of government lands, the officials have been asked to take up plantation of Palm and Indian Palm date along the project embankments, canal embankments and roadside. Planting hybrid saplings will help to generate income for Toddy tappers in just three or four years.
As the government already announced the construction of Integrated Residential schools for SC, ST, BC and minority hostels at one place, the Chief Minister suggested that these schools will be set up in 20 to 25 acres in each constituency and places should be selected in the villages and towns with good road connectivity. Funds will be released immediately to those who select the places first. 65 ITIs in the state are already being upgraded as Advanced Technology Centers (ATC) and the collectors should visit ITIs in their jurisdiction and review the progress of works. As the ITIs are being converted into ATCs to provide advanced technical training, the officials are instructed to find alternative space, in case of space constraint, to develop the ATCs. The State Government has already given priority to develop the education sector and the infrastructure in schools will be developed with the help of ‘Amma Adarsh School Committees’. Collectors, DEOs and Deputy DEOs have been directed to inspect schools regularly and resolve the problems. The Chief Minister advised the officials of the Education Department to study the possibility of seeking the cooperation of organizations like the Hare Krishna Movement to provide better mid-day meals to the students.
The Chief Minister directed the police officers not to compromise in the maintenance of law and order in the state. The police officers should maintain friendly policing with the victims and not with criminals. The commissioners of Hyderabad, Cyberabad and Rachakonda have been asked to decide the closing time for pubs and ensure no restrictions to the street food venders in the nights in view of the night working culture of the IT sector in Hyderabad.
The CM asked the top police officers to conduct periodical crime reviews and carry out field inspections. The police officials briefed the CM that crime rate decreased compared to last year. The Chief Minister suggested that the details should be communicated to the media along with the statistics and ordered a crack whip against drugs and cyber crimes. Police, Excise and TGNAB officers should coordinate and work in tandem to curb the narcotic drug menace. The police wing should focus more on the suspected foreigners and find out why they are visiting and staying in the state in the wake of increasing arrests of foreign nationals in drug cases. The drug addicts will be admitted in the de-addiction center and Charlapalli open air jail will be used for the purpose.
State Agriculture Minister Tummala Nageswara Rao suggested that strict action should be taken against the suppliers of spurious seeds and adulterated pesticides and fertilizers. The Minister said that the required fertilizers and urea are ready for distribution and are taking measures to avoid problems in the supply. The minister cautioned the Collectors that some elements may create artificial scarcity to bring bad reputation to the state.

పారదర్శకంగా ప్రజాహిత పాలనను అందించటమే తమ ప్రభుత్వం ఎంచుకున్న మొదటి ప్రాధాన్యమని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి స్పష్టం చేశారు. తెలంగాణ ప్రజల సంక్షేమంతో పాటు అభివృద్ధిని సమతుల్యం చేసుకుంటూ ముందుకు సాగుతున్నామని చెప్పారు. ప్రభుత్వ ప్రాధాన్యతలతో పాటు ప్రజల ప్రయోజనాలను అర్థం చేసుకొని పని చేయాలని జిల్లా కలెక్టర్లకు సీఎం దిశా నిర్దేశం చేశారు.

అనంతరం ముఖ్యమంత్రి రేవంత్ రెడ్డి మాట్లాడుతూ… తమ ప్రభుత్వం అధికారం చేపట్టిన తర్వాత జిల్లా కలెక్టర్లతో ఇది రెండో సమావేశమని, ప్రభుత్వానికి కళ్లు, చెవులు మీరేనని సీఎం గుర్తు చేశారు. జిల్లా స్థాయిలో ప్రభుత్వానికి వారధులు.. సారధులు మీరేనని అన్నారు. ఇటీవలే రాష్ట్రంలోని అన్ని జిల్లాలకు సమర్థులైన యువ కలెక్టర్లను నియమించామని, రాజకీయ ఒత్తిళ్లు, ఎలాంటి రాగద్వేషాలు లేకుండా కలెక్టర్ల బదిలీలు చేపట్టామన్నారు.
ఐఏఎస్ అధికారుల కెరీర్లో జిల్లా కలెక్టర్లుగా పని చేయటమే అత్యంత కీలకమైన అవకాశమని సీఎం అన్నారు. ప్రజలతో ప్రత్యక్ష సంబంధాలుండే బాధ్యతలతో పాటు క్షేత్ర స్థాయిలో అన్ని అంశాలపై అవగాహన వస్తుందని, జిల్లాల్లో పని చేసిన అనుభవమే భవిష్యత్తులో ఉపయోగపడుతుందని అన్నారు.
ప్రభుత్వ కార్యక్రమాలు, ప్రభుత్వ పథకాలను చివరి లబ్ధిదారుల వరకు చేరవేసే కీలక బాధ్యత కలెక్టర్లదేనని ముఖ్యమంత్రి గుర్తు చేశారు. కలెక్టర్లు ఏ జిల్లాలో పని చేసినా.. అక్కడి జిల్లా ప్రజల మదిలో చెరగని ముద్ర వేయాలని, తాము పని చేసే ప్రాంత ప్రజలందరి అభిమానాన్ని అందుకునేలా పని చేయాలని సీఎం అన్నారు. ఇటీవల రాష్ట్రంలో ప్రభుత్వం టీచర్లకు ప్రమోషన్లతో పాటు బదిలీలు చేసిందని, కొన్నిచోట్ల టీచర్లు బదిలీపై వెళుతుంటే విద్యార్థులు సొంత కుటుంబసభ్యుడిలా స్పందించారు. వాళ్లకు అడ్డుపడి కన్నీళ్లు పెట్టుకున్న సంఘటనలు మీడియాలో చూసినట్లు సీఎం చెప్పారు. జిల్లాల్లో కలెక్టర్లు బదిలీ అయినా ప్రజల నుంచి అలాంటి స్పందన వచ్చేలా పనితీరు ఉండాలని అభిప్రాయపడ్డారు. అక్కడి ప్రజలు కలెక్టర్ ను బదిలీ చేయకుండా అడ్డుకునేంత అనుబంధాన్నిసంపాదించుకోవాలని ఉదాహరణగా చెప్పారు.
వివిధ రాష్ట్రాల నుంచి వివిధ సంస్కృతుల నుంచి వచ్చిన ఐఏఎస్ అధికారులు తెలంగాణలో పని చేస్తున్నారని, విధి నిర్వహణలో భాగంగా ఇక్కడి భాష నేర్చుకుంటే సరిపోదని, భాషతో పాటు తెలంగాణ సంస్కృతిలో భాగస్వామ్యం కావాలని సీఎం కలెక్టర్లకు సూచించారు. తెలంగాణను తమ సొంత రాష్ట్రంగా భావించి పని చేయాలని, ఇక్కడి ప్రజలతో మమేకం కావాలని, ప్రజలకు ప్రయోజనం చేకూరేలా మానవీయ కోణంలో నిర్ణయాలు తీసుకోవాలన్నారు.
ఒక శంకరన్, ఒక శ్రీధరన్ లా సామాన్య ప్రజలు ఎప్పుడూ గుర్తు పెట్టుకునేలా ఐఏఎస్లు పని చేయాలన్నారు. క్షేత్ర స్థాయిలో ప్రజల ఆలోచన ఏమిటో తెలుసుకోవాలని.. కేవలం ఏసీ గదులకే పరిమితమైతే ఎలాంటి సంతృప్తి ఉండదని అన్నారు. తాము చేపట్టే ప్రతి పని.. ఇది ప్రజా ప్రభుత్వమని ప్రజలకు తెలిసేలా ఉండాలన్నారు.
జిల్లా కలెక్టర్లు అందరూ క్షేత్రస్ధాయిలో పర్యటించాల్సిందేనని ముఖ్యమంత్రి ఆదేశించారు. పాఠశాలలు, హాస్టళ్లు, ఆసుపత్రుల ద్వారా ప్రజలకు సేవలందించేందుకు ప్రభుత్వం ప్రాధాన్యమిస్తోందని అన్నారు. ప్రభుత్వ పాఠశాలల్లో చదివే ప్రతి పేద విద్యార్థిపై ప్రభుత్వం ప్రతి నెలా రూ.85వేలు ఖర్చు పెడుతుందని అన్నారు. తెలంగాణ పునర్నిర్మాణంతో పాటు పిల్లల భవిష్యత్తును నిర్దేశించే విద్యా వ్యవస్థను సమర్థంగా తీర్చిదిద్దే చర్యలు చేపట్టాలని కలెక్టర్లకు సూచించారు. అందుకే ప్రభుత్వ స్కూళ్లు, ఆసుపత్రులను పర్యవేక్షించాల్సిన బాధ్యత కలెక్టర్లు తీసుకోవాలని ఆదేశించారు. తనిఖీలకు వెళ్లినప్పుడు ప్రజలతో మాట్లాడాలని, అక్కడికక్కడ పరిష్కారమయ్యే చిన్న చిన్న పనులను వెంటనే పరిష్కరించాలని సీఎం కలెక్టర్లకు సూచించారు.
’గతంలో పది పెద్ద జిల్లాలుండేవి. అప్పడు పది మంది కలెక్టర్లే ఈ రాష్ట్రాన్ని అద్భుతంగా నడిపించారు. అప్పటితే పోలిస్తే ఇప్పుడు జిల్లాల పరిధి, జనాభా తగ్గిపోయింది. అప్పటితో పోలిస్తే కలెక్టర్ల అధికారాలు, బాధ్యతల్లో తేడా ఏమీ లేదు. అప్పుడు పది మంది చేసిన పనిని ఇప్పుడు 33 మంది కలెక్టర్లు కలిసికట్టుగా ఎందుకు చేయలేరు..? ఎవరికివారుగా మీ ఆలోచనలు, మీ పనితీరును సమర్థతను చాటుకోవాలి. ఇది ప్రజా ప్రభుత్వం. ఇక్కడ అమలు చేస్తున్న పథకాలు, కార్యక్రమాలతో ప్రజలకు విశ్వాసం కల్పించే బాధ్యత మీదే…’ అని సీఎం కలెక్టర్లకు మార్గదర్శనం చేశారు.
కలెక్టరేట్లలో ప్రతి వారం నిర్వహించే ప్రజావాణి దరఖాస్తులను ఎప్పటికప్పుడు పరిష్కరించాలని సీఎం కలెక్టర్లను ఆదేశించారు. జిల్లా స్థాయిలో సమస్యలు పరిష్కారమైతే, హైదరాబాద్లో ప్రజాభవన్ కు వచ్చే అర్జీల సంఖ్య తగ్గిపోతుందని, అదే మీ పనితీరుకు అద్దం పడుతుందని సీఎం అన్నారు. ఆరు గ్యారంటీలను పారదర్శకంగా అమలు చేసే బాధ్యత కలెక్టర్లపైనే ఉందన్నారు.
ఇప్పటికే ప్రకటించిన ఆరు గ్యారంటీలను రాష్ట్రంలో అర్హులైన ప్రతి ఒక్కరికీ చేరవేయాలనేది ప్రభుత్వ ధ్యేయమని సీఎం పునరుద్ఘాటించారు. ప్రజాపాలనలో దరఖాస్తు చేసుకొని గృహ జ్యోతి, మహాలక్ష్మి గ్యాస్ సిలిండర్ పథకాలకు అర్హులెవరికైనా ఈ పథకం వర్తించకపోతే.. తమ ఆధార్, రేషన్ కార్డు, లేదా గ్యాస్ కనెక్షన్ నెంబర్, విద్యుత్తు సర్వీసు నెంబర్లు సరిచేసుకునేందుకు ప్రభుత్వం అవకాశం ఇచ్చిందని ముఖ్యమంత్రి గుర్తు చేశారు. అన్ని జిల్లా కేంద్రాలు, మండల కేంద్రాల్లో ప్రజా పాలన సేవా కేంద్రాలు పని చేసేలా చూడాలని, అవసరమైతే ప్రజావాణి జరిగే రోజున కలెక్టరేట్లలోనూ సేవాకేంద్రం ఏర్పాటు చేయాలని సీఎం ఆదేశించారు. ఇప్పటివరకు గృహజ్యోతికి 5.89 లక్షల మంది, అయిదు వందలకు గ్యాస్ సిలిండర్ పథకానికి 3.32 లక్షల మంది సేవా కేంద్రాల్లో దరఖాస్తు చేసుకున్నట్లు అధికారులు వివరించారు.
పెండింగ్ లో ఉన్న ధరణి సమస్యలను వీలైనంత తొందరగా పరిష్కరించాలని కలెక్టర్లను సీఎం ఆదేశించారు. ‘ధరణి సమస్యల పరిష్కారానికి మార్చి 1 నుంచి మార్చి 15 వరకు రాష్ట్ర ప్రభుత్వం స్పెషల్ డ్రైవ్ నిర్వహించింది. ఇప్పటికే ధరణి సమస్యల పరిష్కారానికి ప్రత్యేకంగా కమిటీని ఏర్పాటు చేసింది. అప్పటి నుంచి ఇప్పటివరకు 1,61,760 దరఖాస్తులను ప్రభుత్వం పరిష్కరించిందని, కొత్తగా 1,15,308 దరఖాస్తు చేసుకున్నారని అధికారులు వివరించారు. ధరణిలో దరఖాస్తులను తిరస్కరిస్తే అధికారులు తిరస్కరణకు కారణాన్నికూడా తప్పకుండా నమోదు చేసేలా చర్యలు చేపట్టాలని సీఎం ఆదేశించారు. ఆగస్టు 15లోగా పెండింగ్ లో ఉన్న ధరణి దరఖాస్తులను పరిష్కరించాలని గడువు నిర్ణయించారు.
మహిళా స్వయం సహాయక సంఘాలకు రాష్ట్ర ప్రభుత్వం అత్యంత ప్రాధాన్యమిస్తుందని సీఎం ప్రకటించారు. ప్రస్తుతం రాష్ట్రంలో 64 లక్షల మంది సభ్యులున్నారని, కోటి మందిని సభ్యులుగా చేరేలా స్పెషల్ డ్రైవ్ నిర్వహించాలన్నారు. మహిళలను పారిశ్రామికవేత్తలుగా తీరిదిద్దాలనేది ప్రభుత్వ సంకల్పమని సీఎం ప్రకటించారు. అయిదేండ్లలో రూ. లక్ష కోట్ల బ్యాంక్ లింకేజీ రుణాలు అందించే లక్ష్యంతో పని చేయాలన్నారు. మహిళా సంఘాల కార్యకలాపాలకు, చేపట్టే వ్యాపారాలకు తమ వినూత్న ఆలోచనలు కూడా జోడించాలని కలెక్టర్లకు సూచించారు. ఆర్టీసీలో కొత్తగా అవసరమయ్యే అద్దె బస్సులు కూడా మహిళా సంఘాలకు ఇచ్చే విషయాన్ని పరిశీలించాలని చెప్పారు.
రాష్ట్రంలోని అన్ని జిల్లాల్లోనూ ప్రభుత్వ భూములు, చెర్వులు, కుంటలు అన్యాక్రాంతం కాకుండా కాపాడాలని సీఎం కలెక్టర్లను అప్రమత్తం చేశారు. అవసరమైతే జియో ట్యాగింగ్ లాంటి సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించి కమాండ్ కంట్రోల్ సెంటర్తో అనుసంధానం చేసి.. ప్రభుత్వ భూములపై నిఘా ఉంచాలని సీఎం సూచించారు.
రాష్ట్రంలో ప్రతీ ఒక్కరికీ డిజిటల్ హెల్త్ ప్రొఫైల్ రూపొందించాలని ముఖ్యమంత్రి నిర్ణయం తీసుకున్నారు. రేషన్ కార్డుకు, ఆరోగ్యశ్రీ కార్డుకు లింకు పెట్టొద్దని ఆదేశించారు. తెలంగాణలో అందరికీ ఆరోగ్యశ్రీ కార్డులను అందించేలా చర్యలు తీసుకోవాలన్నారు. గ్రామాల్లో వైద్య సేవలందించే ఆర్ఎంపీ, పీఎంపీలకు ట్రైనింగ్ ఇచ్చి సర్టిఫికెట్ ఇవ్వాలన్న డిమాండ్ ఉందని, అధ్యయనం చేసి అందుకు సంబంధించిన ఉత్తర్వులు ఇచ్చే అంశాన్ని పరిశీలించాలని సీఎం అధికారులకు సూచించారు. రూరల్ ఏరియాలో పనిచేసే డాక్టర్లకు పారితోషికం అందించి ప్రోత్సహించాలని సూచించారు. ప్రభుత్వ ఆసుపత్రులలో ప్రతీ బెడ్ కు ఒక సీరియల్ నెంబర్ ఉండాలని, గిరిజన ప్రాంతాల్లో సరైన వైద్య సదుపాయం అందేలా కలెక్టర్లు చర్యలు తీసుకోవాలని ఆదేశించారు. ఆసుపత్రుల నిర్వహణపై కలెక్టర్లు ప్రత్యేక దృష్టి సారించాలని సీఎం చెప్పారు. స్థానికంగా స్వచ్ఛంద సంస్థల సహకారం, పరిశ్రమల నుంచి సీఎస్ఆర్ నిధులు తీసుకోవాలని, వ్యాపార వాణిజ్యవేత్తల భాగస్వామ్యం తీసుకొని వాటి నిర్వహణ మెరుగుపరిచే విధానాన్ని అవలంబించాలని సూచించారు. అనుభవజ్ఞులైన స్పెషాలిటీ డాక్టర్లను ఆసుపత్రుల నిర్వహణ బాధ్యతల నుంచి తప్పించి వైద్య సేవలకు వినియోగించుకోవాలని, మిగతా డాక్టర్లకు నిర్వహణ బాధ్యతలు అప్పగించాలని సీఎం సూచించారు.
ఆయా జిల్లాలో ఉన్న వనరులు, ప్రాంత పరిస్థితుల ఆధారంగా ప్రతి కలెక్టర్ ఒక్కో ఫ్లాగ్షిప్ కార్యక్రమానికి రూపకల్పన చేసి అమలు చేయాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి సూచించారు. ఆయా కార్యక్రమాలపై కలెక్టర్ల ముద్ర స్పష్టంగా ఉండాలన్నారు. కలెక్టర్లు, ఎస్పీలతో జరిగిన సదస్సులో భోజనవిరామం అనంతరం పలు అంశాలపై ముఖ్యమంత్రి రేవంత్ రెడ్డి వారికి మార్గనిర్దేశనం చేశారు. ఆరు గ్యారెంటీల అమలును కలెక్టర్లు సీరియస్ గా తీసుకోవాలని, సంక్షేమ కార్యక్రమాలకు ప్రాధాన్యం ఇవ్వాలని ముఖ్యమంత్రి పేర్కొన్నారు. జాతీయ రహదారులకు భూ సేకరణలో జాప్యం జరుగుతుండడంతో వ్యయం పెరుగుతోందని, సంక్షేమంతో పాటు అభివృద్ధి పైనా దృష్టి సారించాలన్నారు. జిల్లా మంత్రులు, ఇన్ ఛార్జి మంత్రుల కార్యక్రమాలకు సరైన ఏర్పాట్లు చేయాలని సూచించారు.
అటవీ భూముల్లో పండ్ల మొక్కలు నాటడం వలన ఓ వైపు గిరిజనులకు ఆదాయం, మరో వైపు పచ్చదనం పెంపొందుతుందని ముఖ్యమంత్రి రేవంత్ రెడ్డి అభిప్రాయపడ్డారు. గిరిజనులకు ఆదాయం లేకనే పోడు వ్యవసాయంపై ఆధారపడుతున్నారని, వారికి పట్టాలు ఇచ్చిన భూముల్లో మామిడి, సీతాఫలం, జామ వంటి పండ్ల మొక్కలు నాటిస్తే సీజన్ల వారీగా పండ్ల ద్వారా ఆ కుటుంబాలకు ఆదాయం వస్తుందన్నారు. మూడు నుంచి నాలుగేళ్లలో పంట వచ్చే హైబ్రిడ్ మొక్కలకు ప్రాధాన్యం ఇవ్వాలని సీఎం సూచించారు. ఆదాయం ఉన్నప్పుడు ఆ చెట్లనే వారే రక్షిస్తారని, మరోవైపు పచ్చదనం ఉంటుందని ముఖ్యమంత్రి తెలిపారు. పలు అటవీ ప్రాంతాల్లో ఎకరాల కొద్ది ఖాళీ ఉందని, డ్రోన్ల ద్వారా ఏరియల్ సర్వే చేయించాలని ముఖ్యమంత్రి సూచించారు. అనంతరం అక్కడ భూసార పరీక్షలు చేయించి ఆ నేలల్లో పెరిగే పండ్ల మొక్కలు నాటించాలని ఆదేశించారు. తద్వారా కోతుల సమస్యకు కొంత పరిష్కారం లభిస్తుందని సీఎం అన్నారు. వికారాబాద్ హవా.. టీబీకా దవా అనే (వికారాబాద్ గాలి.. టీబీకి మందు) నానుడి ఉందని, కానీ ఇప్పుడు వికారాబాద్ అటవీ ప్రాంతం చాలా వరకు ఖాళీగా ఉందన్నారు. అక్కడ గతంలోలా ఔషధ మొక్కలు నాటించాలని ముఖ్యమంత్రి ఆదేశించారు. పులుల సఫారీకి తెలంగాణ నుంచి పెద్ద సంఖ్యలో పర్యాటకులు మహారాష్ట్రలోని తడోబా అటవీ ప్రాంతానికి వెళుతున్నారని, మన దగ్గర ఆదిలాబాద్ జిల్లాలోనూ అటవీ ప్రాంతం ఉన్నా పులులు సంచారం లేదని, వాటికి అవసరమైన ఆవాసం, నీటి సౌకర్యం కల్పిస్తే అటవీ పర్యాటకం పెంపొందించవచ్చని ముఖ్యమంత్రి రేవంత్ రెడ్డి అభిప్రాయపడ్డారు. వన మహోత్సంలో మనం నాటే మొక్కలు 50 ఏళ్ల పాటు ఫలసాయం అందించేలా ఉండాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి అన్నారు. కలెక్టర్లు నెలకోసారి అటవీ ప్రాంతాల్లో పర్యటించాలని ముఖ్యమంత్రి ఆదేశించారు. గతంలోలా ప్రభుత్వ భూమి లభ్యత లేనందున ప్రాజెక్టు కట్టలు, కాలువ కట్టలు, రహదారుల వెంట తాటి, ఈత చెట్లు నాటాలని, మూడునాలుగేళ్లలో గీత వృత్తిదారులకు ఆదాయం వచ్చేలా హైబ్రిడ్ మొక్కలు నాటాలని ఆదేశించారు.
ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ వసతిగృహాలు ఒకే చోట ఉండేందుకు వీలుగా ఇంటిగ్రేటెడ్ రెసిడెన్షియల్ స్కూల్స్ ను ఏర్పాటు చేస్తున్నామని ముఖ్యమంత్రి రేవంత్ రెడ్డి తెలిపారు. ప్రతి నియోజకవర్గంలో 20 నుంచి 25 ఎకరాల్లో ఈ స్కూల్స్ ఏర్పాటు చేస్తామని, నియోజకవర్గంలో రహదారులకు అనుసంధానంగా ఉండే గ్రామాలు, పట్టణాల్లో వాటికి స్థలాల ఎంపిక చేయాలని ముఖ్యమంత్రి సూచించారు. ఎవరు ముందుగా స్థలాలు ఎంపిక చేస్తే వారికి వెంటనే నిధులు విడుదల చేస్తామని హామీ ఇచ్చారు. రాష్ట్రంలోని 65 ఐటీఐలను అడ్వాన్సుడ్ టెక్నాలజీ సెంటర్లుగా (ఏటీసీ) అప్ గ్రేడ్ చేస్తున్నట్లు ముఖ్యమంత్రి రేవంత్ రెడ్డి తెలిపారు. కలెక్టర్లు తమ పరిధిలోని ఐటీఐలను సందర్శించి వాటిని ఏటీసీలుగా మార్చే ప్రక్రియ ఎలా సాగుతుందో పరిశీలించాలన్నారు. అధునాతన సాంకేతిక శిక్షణ ఇచ్చేందుకు వీలుగా ఐటీఐలను ఏటీసీలుగా మార్చుతున్నందున ప్రస్తుతం ఉన్న ఐటీఐల్లో స్థలం సరిపోక పోతే ప్రత్యామ్నాయ స్థలం ఎంపిక చేసుకోవాలని సూచించారు. విద్యారంగానికి తాము ప్రాధాన్యం ఇస్తున్నామని, ఇప్పటికే అమ్మ ఆదర్శ పాఠశాలల కమిటీలతో బడుల్లో మౌలిక వసతులు మెరుగుపర్చామని ముఖ్యమంత్రి గుర్తు చేశారు. కలెక్టర్లు పాఠశాలలను తనిఖీ చేయాలని, డీఈవోలు, డిప్యూటీ డీఈవోలు తరచూ పాఠశాలలను తనిఖీ చేసేలా చూడాలని ఆదేశించారు. కలెక్టర్లు పాఠశాలలు తనిఖీ చేసిన తర్వాత అక్కడ సమస్యలు పరిష్కారం కావాలని, లేకుంటే ఆ తనిఖీలకు ప్రాధాన్యం తగ్గిపోతుందన్నారు. మధ్యాహ్న భోజనం మరింత మెరుగ్గా అందించేందుకు హరేకృష్ణ మూవ్మెంట్ వంటి సంస్థల సహకారం తీసుకునే అంశంపై అధ్యయనం చేయాలని విద్యా శాఖ అధికారులకు ముఖ్యమంత్రి సూచించారు.
రాష్ట్రంలో శాంతిభద్రతల పరిరక్షణ విషయంలో రాజీపడొద్దని పోలీసు అధికారులను ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆదేశించారు. ఫ్రెండ్లీ పోలీసింగ్ బాధితులతోనే కానీ నేరస్థులతో కాదనే విషయం గుర్తుంచుకోవాలన్నారు. పబ్బులు విషయంలో టైమింగ్ పెట్టొచ్చని, ఆంక్షల పేరుతో రాత్రి వేళ్లల్లో స్ట్రీట్ ఫుడ్ పెట్టుకునే వారిని ఇబ్బంది పెట్టవద్దని హైదరాబాద్, సైబరాబాద్, రాచకొండ కమిషనర్ లకు ముఖ్యమంత్రి సూచించారు. ఐటీ రంగంలో వారు రాత్రి వేళల్లో పని చేయాల్సి ఉంటుందనే విషయం గుర్తుంచుకోవాలన్నారు. పోలీసులు రహదారులపై కనిపించాలని, పీరియాడికల్ క్రైమ్ రివ్యూ చేయాలని, కమిషనర్లు, ఎస్పీలు మొదలు ఎస్ హెచ్ వోల వరకు క్షేత్రస్థాయి తనిఖీలు చేపట్టాలని ఆదేశించారు. గతేడాది కన్నా నేరాలు తగ్గాయని పోలీసు అధికారులు వివరించారు. గణాంకాలతో ఆ వివరాలను మీడియాకు తెలియజేయాలని ముఖ్యమంత్రి సూచించారు. డ్రగ్స్, సైబర్ నేరాలపై ఉక్కుపాదం మోపాలని పోలీసులను ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆదేశించారు. డ్రగ్స్ విషయంలో పోలీసు, ఎక్సైజ్, టీజీ న్యాబ్ అధికారులు సమన్వయం చేసుకొని ముందుకు సాగాలని ముఖ్యమంత్రి అన్నారు. డ్రగ్స్ కేసుల్లో విదేశీయులు పట్టుపడుతున్నారని, వారు ఏ పని మీద రాష్ట్రానికి వస్తున్నారు.. ఏం చేస్తున్నారనే దానిపై దృష్టి సారించాలన్నారు. డ్రగ్స్తో పట్టుపడిన వారిని డీఅడిక్షన్ సెంటర్లో ఉంచాలని, ఇందుకోసం చర్లపల్లి ఓపెన్ ఎయిర్ జైలులో కొంత భాగాన్ని వినియోగించుకోవాలన్నారు.
కల్తీ పురుగు మందులు, ఎరువులు, విత్తనాల విషయంలో కఠినంగా వ్యవహరించాలని రాష్ట్ర వ్యవసాయ శాఖ మంత్రి తుమ్మల నాగేశ్వరరావు సూచించారు. రాష్ట్రానికి అవసరమైన ఎరువులు, యూరియా సిద్ధంగా ఉన్నాయని, సరఫరాలో సమస్యలు తలెత్తకుండా ముందుగానే కలెక్టర్లు జాగ్రత్త వహించాలని మంత్రి అన్నారు. కొన్ని సార్లు కృత్రిమ కొరత సృష్టించి ప్రభుత్వానికి చెడ్డ పేరు తెచ్చే ప్రయత్నం చేస్తారని, అటువంటివి జరగకుండా జాగ్రత్త పడాలని హెచ్చరించారు.
