Chief Minister Sri A. Revanth Reddy ordered the officials to achieve the annual target set by all Revenue generating departments in the state. The officials have been asked to take necessary measures to increase the revenue in the current financial year 2024-2025 compared to the last year. The Chief Minister warned that all departments should take strict measures to avoid tax evasion. Each department should draw out a monthly target plan in accordance with the annual target and evaluate the progress achieved in tax collection regularly. The CM also asked the officials to maintain transparency and integrity in the tax collection and more revenue generation. The revenue generating departments have also been given enough freedom to introduce reforms to generate more revenue and also reorganize the entire department, if necessary.
CM Revanth Reddy, Deputy Chief Minister Bhatti Vikramarka and Ministers- P Srinivasa Reddy and Jupalli Krishna Rao held a review meeting with top officials of the revenue generating state Excise, Commercial Taxes, Mining, Stamps Registrations and Transport Departments at the Secretariat on Thursday. Government Chief Secretary Santhi Kumari, Finance Special Chief Secretary Ramakrishna Rao along with the officials of the concerned departments participated in this meeting. The CM, Ministers and officials discussed various issues for more than four hours in the meeting.
The CM observed the revenue generation till June in this financial year is not satisfactory when compared to the annual revenue target. The CM instructed the officials to prepare monthly revenue targets and strive hard to achieve the annual revenue goals mentioned in the Vote on Account. CM Revanth Reddy said that henceforth he will conduct a review on the achievement of fixed monthly revenue targets in the first week of every month.
Apart from the monthly review, Finance Minister Bhatti Vikramarka will also hold a meeting every Friday and review the progress in the achievement of targets by the concerned departments.
CM Revanth Reddy emphasized the increase of the GST collection which is considered as one of the main revenue resources for the state immediately. State Commercial Taxes wing officials have been asked to conduct field visits for proper auditing to increase the GST revenue. The CM said that the officials should adopt transparency and maintain strict measures in the GST tax collections without leaving anyone. In view of the decrease in revenue from the VAT on the sale of Petrol and Diesel, the CM asked the officials to look into the possibility of revising the tax on Aviation fuel to compensate for the revenue loss.
The CM inquired about the reasons for not increasing revenues despite the huge sale of liquor during the elections. The CM asserted illicit liquor and non-duty paid liquor sales should be curbed to increase revenue from the liquor sales. The CM ordered the officials to keep a strict vigil on the diversion of liquor from the distilleries by using advanced technology.
The CM and the officials also discussed the construction of Regional Ring Road (RRR) , Metro Rail expansion, Musi Riverfront development project and other development programs initiated by the state government encouraged to grow the realty industry fast in the Hyderabad city. The CM opined that construction activity already increased and housing construction also picked up with the programs taken up by the state government in the last six months.
The Chief Minister suggested that measures should be taken to increase the revenue which is being generated through property registrations and stamp duty as the rates of land and immovable property have already increased in the state.
In order to increase the income from Sand and Mineral resources, the Chief Minister directed the concerned authorities to stop illegal transportation and leakages. The officials have been asked to conduct a study on whether collecting tax on electric vehicles after the limited period of the tax subsidy affected the sale of the vehicles.
రాష్టానికి ఆదాయం తెచ్చిపెట్టే విభాగాలన్నీ నిర్ణీత వార్షిక లక్ష్యాన్ని సాధించేందుకు ప్రయత్నించాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి అధికారులను ఆదేశించారు. గత ఆర్థిక సంవత్సరంతో పోలిస్తే ఆదాయం పెరిగేందుకు అవసరమైన చర్యలు చేపట్టాలని అధికారులను ఆదేశించారు. పన్నుల ఎగవేత లేకుండా అన్ని విభాగాలు కఠినంగా వ్యవహరించాలని హెచ్చరించారు. వార్షిక లక్ష్యానికి అనుగుణంగా ప్రతి విభాగం నెలవారీగా లక్ష్యాలను తయారు చేసుకోవాలని, ఎప్పటికప్పుడు సాధించిన పురోగతిని బేరీజు వేసుకోవాలని ముఖ్యమంత్రి సూచించారు. ఆదాయం తెచ్చి పెట్టే వనరులపై, పన్నుల వసూళ్లపైన అధికారులు నిక్కచ్చిగా ఉండాలని ఆదేశించారు. సంబంధిత విభాగాన్ని అవసరమైతే పునరవ్యవస్థీకరించుకోవాలని, ఆదాయం రాబట్టేందుకు వీలైనన్ని సంస్కరణలు చేసుకోవాలని దిశా నిర్దేశం చేశారు.
రాష్ట్రానికి ప్రధానంగా ఆదాయం తెచ్చిపెట్టే ఎక్సైజ్, వాణిజ్య పన్నులు, మైనింగ్, స్టాంపులు రిజిస్ట్రేషన్లు, రవాణా విభాగాల అధికారులతో ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి, ఉప ముఖ్యమంత్రి భట్టి విక్రమార్క, మంత్రులు పొంగులేటి శ్రీనివాసరెడ్డి, జూపల్లి కృష్ణారావు సచివాలయంలో సమీక్ష సమావేశం నిర్వహించారు. ప్రభుత్వ ప్రధాన కార్యదర్శి శాంతికుమారి, ఆర్థిక శాఖ ప్రత్యేక ప్రధాన కార్యదర్శి రామకృష్ణారావుతో పాటు సంబంధిత శాఖల అధికారులు ఈ సమావేశంలో పాల్గొన్నారు. సచివాలయంలో దాదాపు నాలుగు గంటల పాటు సుదీర్ఘంగా ఈ సమావేశంలో వివిధ అంశాలను చర్చించారు.
ఎంచుకున్న వార్షిక లక్ష్యంతో పోలిస్తే ఈ ఆర్థిక సంవత్సరంలో జూన్ వరకు వచ్చిన ఆదాయం అంత ఆశాజనకంగా లేదని ముఖ్యమంత్రి అభిప్రాయపడ్డారు. ఓటాన్ అకౌంట్ బడ్జెట్లో పొందుపరిచిన వార్షిక లక్ష్యాన్ని చేరుకోవాలంటే ఏ నెలకా నెలా మంత్లీ టార్గెట్ ను నిర్దేశించుకొని రాబడి సాధించేందుకు కృషి చేయాలని అధికారులను ఆదేశించారు.
ఇకపై ప్రతి నెలా మొదటి వారంలో నిర్ణీత ఆదాయ లక్ష్యాలపై తాను సమీక్ష నిర్వహిస్తానని ముఖ్యమంత్రి అధికారులను అప్రమత్తం చేశారు. నెలవారీ సమీక్షతో పాటు ప్రతి శుక్రవారం ఆర్థిక శాఖ మంత్రి భట్టి విక్రమార్క సంబంధిత శాఖల లక్ష్య సాధన పురోగతిపై సమావేశమవుతారని చెప్పారు.
ప్రధానంగా రాష్ట్రానికి ఆదాయం తెచ్చిపెట్టే జీఎస్టీ ఆదాయం పెంచుకునే చర్యలు వెంటనే చేపట్టాలని సూచించారు. జీఎస్టీ రాబడి పెంచేందుకు వాణిజ్య పన్నుల శాఖల అధికారులు క్షేత్ర స్థాయిలో పర్యటించాలని, పక్కాగా ఆడిటింగ్ చేయాలని సీఎం ఆదేశించారు. జీఎస్టీ చెల్లింపుల విషయంలో ఎవరినీ ఉపేక్షించకుండా, నిక్కచ్చిగా పన్ను వసూలు చేయాలని ఆదేశించారు. పెట్రోలు, డీజిల్ పై వాట్ ద్వారా వచ్చే ఆదాయం తగ్గిందని, ప్రత్యామ్నాయంగా ఏవియేషన్ ఇంధనంపై ఉన్న పన్నును సవరించే అవకాశాలను పరిశీలించాలని అధికారులను సూచించారు.
ఎన్నికలప్పుడు మద్యం అమ్మకాలు, విక్రయాలు ఎక్కువగా జరిగినప్పటికీ అంతమేరకు ఆదాయం పెరగకపోవటానికి కారణాలను సీఎం ఆరా తీశారు. అక్రమ మద్యం రవాణాకు అడ్డుకట్ట వేయాలని, నాన్ డ్యూటీ పెయిడ్ లిక్కర్ ను అరికడితే ఆదాయం పెరిగే అవకాశముందని చర్చ జరిగింది. డిస్టిలరీస్ నుంచి మద్యం అడ్డదారి పట్టకుండా నిఘా పెట్టాలని, అందుకు అవసరమైన అధునిక సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించాలని సీఎం ఆదేశించారు.
రీజనల్ రింగ్ రోడ్డు, మెట్రో విస్తరణ, మూసీ రివర్ ఫ్రంట్ డెవెలప్మెంట్ ప్రాజెక్టులతో పాటు రాష్ట్ర ప్రభుత్వం తలపెట్టిన అభివృద్ది కార్యక్రమాలతో హైదరాబాద్లో రియల్ ఎస్టేట్ వ్యాపారానికి అనుకూలమైన వాతావరణం ఏర్పడిందని సమావేశంలో చర్చ జరిగింది. ఈ ఆరు నెలల్లో ప్రభుత్వం చేపట్టిన కార్యక్రమాలతో అటు కమర్షియల్ నిర్మాణాలు పెరిగాయని, గృహ నిర్మాణాలు కూడా అదే వరుసలో పుంజుకుంటాయని ముఖ్యమంత్రి అభిప్రాయపడ్డారు.
ఇప్పటికే రాష్ట్రంలో భూములు, స్థిరాస్తుల రేట్లు భారీగా పెరిగాయని, అదే స్థాయిలో రిజిస్ట్రేషన్లు, స్టాంపుల ద్వారా వచ్చే ఆదాయం పెరిగేందుకు చర్యలు చేపట్టాలని ముఖ్యమంత్రి సూచించారు.
ఇసుక, ఖనిజ వనరుల ద్వారా వచ్చే ఆదాయం పెరగాలంటే అక్రమ రవాణాను, లీకేజీలను అరికట్టాలని ముఖ్యమంత్రి సంబంధిత అధికారులను ఆదేశించారు.
రాష్ట్రంలో ఎలక్ట్రిక్ వాహనాలను ప్రోత్సహించేందుకు పరిమిత కాలం పన్ను సబ్సిడీ అమలైందని, తిరిగి పన్ను వసూలు చేయటం ద్వారా వాహనాల అమ్మకాలపై ఏమైనా ప్రభావం పడిందా.. అధ్యయనం చేయాలని ముఖ్యమంత్రి అధికారులకు సూచించారు.
