Chief Minister Sri Revanth Reddy ordered the district Collectors to act in a humane manner in the land acquisition that is being used to construct the national highways. The officials have been asked to pay compensation to the farmers, whose lands were acquired, for national highways as per the rules.
The Chief Minister held a review on the problems being faced by the NHAI ( National Highways Authority of India ( NHAI) for the construction of roads in the Telangana state today ( Wednesday). The CM questioned the officials for the delay in the land acquisition despite the government extending all cooperation. The Collectors informed the CM that farmers are not willing to give their lands in view of variation in the prices of lands as the market value of the lands are high whereas the registration prices are low. The Chief Minister said the farmers are not ready to lose their lands since they owned it for generations. The collectors are advised to hold a meeting with farmers and convince them of land acquisition.
The Chief Minister also brought to the attention of the officials Union Minister for Road Transport and National Highways Nitin Gadkari agreed in principle to consider the southern part of the Regional Ring Road (RRR) and the northern part as one and assign a single number to both of the parts. The officials have been asked to take necessary steps towards entering a tripartite agreement between the state government, Union government and NHAI and complete it immediately. CM Revanth Reddy inquired about the obstacles in land acquisition in the northern part of RRR. Yadadri Bhuvanagiri Collector Hanmanth K. Zendage said that some farmers approached the court due to a mistake in the alignment issue and the High Court granted a stay. The Chief Minister ordered the Collector to file a counter to vacate the stay by Friday. The Chief Minister inquired about the status of land acquisition on the Nagpur-Vijayawada corridor in Khammam district. State Agriculture Minister Tummala Nageswara Rao, who participated in the video conference from Khammam, said that the proposed road passes through the costly lands near Khammam and the farmers will be convinced about the compensation. The minister also said that the NHAI proposal to convert the national highway from Khammam to Ashwaraopet into a state highway should not be accepted as the work on Tallada-Devarapalli green field road is already in progress.
Deputy Chief Minister Mallu Bhatti Vikramarka appealed to the NHAI officials to construct service roads at the big villages and also underpasses at necessary places so that the farmers will go to their fields on the road which is being constructed as part of the Nagpur-Vijayawada corridor. In response, NHAI project member Anil Chaudhary said the highway authority will look into the issue raised by Deputy CM. The meeting also discussed the proposal to build gravel roads along the national highways for the use of agricultural vehicles and farmers. The NHAI project member said that this matter will be taken into consideration. The CM opined that the construction of gravel roads will be useful for farmers and there will be no problems in road expansion in the future.
Asks officials to coordinate with each other
The issue of the transfer of forest lands to develop Armoor-Jagityal-Mancherial and Vijayawada-Nagpur corridor roads came for discussion in the CM review. The chief minister asked the Collectors of Nizamabad, Manchiryala and Mahabubabad districts to allocate government lands as compensation to the forest lands. State Revenue and Forest Departments are advised to coordinate with each other in the transfer of lands. The Chief Minister suggested that the forest department should take the government lands in lieu of the lands acquired for the construction of roads.
The Chief Minister suggested that the payments related to the removal of utilities under the purview of various departments should be expedited. If there are any problems, the officials of the concerned departments should coordinate with the NHAI and move forward.

State Roads and Buildings Minister Komatireddy Venkat Reddy asked NHAI project member Anil Chaudhary to start the works immediately as the land acquisition for the expansion of six lanes of Hyderabad-Vijayawada National Highway has already been completed. The NHAI officials said that the works will be started in two months.
Chief Secretary Santhi Kumari, Chief Minister Principal Secretary to CM Seshadri, CM Secretaries Manik Raj, Chandrasekhar Reddy, Shanawaz Qasim, Infrastructure Advisor Srinivasa Raju, NHAI Regional Officer Razak, PCCF Dobriyal, R&B Special Secretary Dasari Harichandana, Joint Secretary Harish, Medak, Yadadri Bhuvanagiri, Sangareddy, Manchiryala, Peddapalli, Jayashankar Bhupalapalli, Hanumakonda, Warangal, Mahabubabad, Khammam, Nizamabad Collectors and others participated.
In a review of road projects, the Chief Minister made several key decisions from farmers perspective:
• Collectors should think from a humanitarian perspective on land acquisition.
• Ensure fairness to farmers who have relied on the land for generations.
• Do not compromise on compensation.
• Collectors should talk directly with farmers.
Specific directives included:
• Expedite land acquisition for the Vijayawada-Nagpur corridor.
• Commence work on the Hyderabad-Manneguda road soon.
• Begin the Hyderabad-Vijayawada six-lane road widening project within two months.

జాతీయ రహదారులకు భూ సేకరణ విషయంలో మానవీయ కోణంలో వ్యవహరించాలని ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి కలెక్టర్లకు సూచించారు. నిబంధనల ప్రకారం ఎంత ఎక్కువ పరిహారం వస్తుందో అంత రైతులకు దక్కేలా చూడాలన్నారు. తెలంగాణలో భారత జాతీయ రహదారుల ప్రాధికార సంస్థ (ఎన్ హెచ్ఏఐ) పరిధిలో రహదారుల నిర్మాణానికి ఎదురవుతున్న సమస్యలపై డాక్టర్ బి.ఆర్. అంబేద్కర్ రాష్ట్ర సచివాలయంలో ముఖ్యమంత్రి రేవంత్ రెడ్డి బుధవారం సమీక్ష నిర్వహించారు.
ప్రభుత్వం నుంచి సహకారం ఉన్నా భూ సేకరణ ఎందుకు ఆలస్యమవుతోందని ముఖ్యమంత్రి ప్రశ్నించారు. భూములకు ప్రభుత్వ రిజిస్ట్రేషన్ ధరలు తక్కువ ఉండడం, మార్కెట్ ధరలు ఎక్కువగా ఉండడంతో భూములు ఇచ్చేందుకు రైతులు ముందుకు రావడం లేదని కలెక్టర్లు తెలిపారు. స్పందించిన ముఖ్యమంత్రి తరతరాలుగా వస్తున్న భూములను రైతులు శాశ్వతంగా కోల్పోతున్నారనే విషయాన్ని గుర్తించాలన్నారు. కలెక్టర్లు రైతులతో పిలిచి మాట్లాడి వారిని ఒప్పించాలని సూచించారు. రీజినల్ రింగు రోడ్డు (ఆర్ఆర్ఆర్) దక్షిణ భాగం, ఉత్తర భాగం వేర్వురుగా చూడొద్దని, ఆ రెండింటికి కలిపి ఒకే నెంబర్ కేటాయించాలని జాతీయ రహదారుల శాఖ మంత్రి నితిన్ గడ్కరీని కోరగా, ఆయన సూత్రప్రాయంగా ఆమోదం తెలిపినట్లు ముఖ్యమంత్రి తెలిపారు. ఆ ప్రక్రియకు అవసరమైన చర్యలు తీసుకోవాలని అధికారులకు సూచించారు. ఈ విషయంలో రాష్ట్ర ప్రభుత్వం, కేంద్ర ప్రభుత్వం, ఎన్ హెచ్ఏఐ మధ్య త్రైపాక్షిక ఒప్పందం (ట్రైపార్టియేట్ అగ్రిమెంట్) కుదుర్చుకోవాల్సి ఉంటుందని అధికారులు చెప్పారు. వెంటనే దానిని పూర్తి చేయాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆదేశించారు. ఆర్ఆర్ఆర్ ఉత్తర భాగంలో భూ సేకరణలో ఉన్న ఆటంకాలపై ముఖ్యమంత్రి రేవంత్ రెడ్డి ప్రశ్నించారు. అలైన్ మెంట్ విషయంలో పొరపడి కొందరు రైతులు కోర్టును ఆశ్రయించారని, దాంతో హైకోర్టు స్టే ఇచ్చిందని యాదాద్రి భువనగిరి కలెక్టర్ హన్మంత్ కె.జెండగే తెలిపారు. స్టే తొలగింపునకు వచ్చే శుక్రవారం నాటికి కౌంటర్ దాఖలు చేయాలని కలెక్టర్ కు ముఖ్యమంత్రి సూచించారు.
నాగ్ పూర్-విజయవాడ కారిడార్ లో ఖమ్మం జిల్లాలో భూ సేకరణ పరిస్థితి ఏమిటని ముఖ్యమంత్రి ప్రశ్నించారు. ఖమ్మం సమీపంలోని విలువైన భూముల గుండా రహదారి పోతుందని, పరిహారం విషయంలో రైతులను ఒప్పిస్తున్నామని ఖమ్మం నుంచి వీడియో కాన్ఫరెన్స్ ద్వారా పాల్గొన్న రాష్ట్ర వ్యవసాయ శాఖ మంత్రి తుమ్మల నాగేశ్వరరావు తెలిపారు. తల్లాడ-దేవరపల్లి గ్రీన్ ఫీల్డ్ రహదారి పనులు సాగుతున్నందున, ప్రస్తుతం ఖమ్మం నుంచి అశ్వారావుపేట వరకు ఉన్న జాతీయ రహదారిని రాష్ట్ర రహదారిగా మార్చుకోవాలని ఎన్ హెచ్ఏఐ అధికారులు సూచిస్తున్నారని, దానికి ఎట్టి పరిస్థితుల్లోనూ అంగీకరించవద్దని, జాతీయ రహదారిగానే దానిని కొనసాగించాలని మంత్రి తుమ్మల అభిప్రాయం వ్యక్తం చేశారు.
అనంతరం ఉప ముఖ్యమంత్రి మల్లు భట్టి విక్రమార్క వీడియో కాన్ఫరెన్స్ ద్వారా మాట్లాడుతూ నాగ్ పూర్-విజయవాడ కారిడార్ లో భాగంగా నిర్మిస్తున్న రహదారిలో పెద్ద గ్రామాలున్న చోట సర్వీసు రోడ్లు నిర్మించాలని, రైతులు పొలాలకు వెళ్లేందుకు వీలుగా అవసరమైన చోట్ల అండర్ పాస్ లు నిర్మించాలని ఎన్ హెచ్ఏఐ అధికారులను కోరారు. ఈ అంశాన్ని పరిశీలిస్తామని ఎన్ హెచ్ఏఐ ప్రాజెక్టు సభ్యడు అనిల్ చౌదరి బదులిచ్చారు. జాతీయ రహదారుల వెంట వ్యవసాయ వాహనాలు, రైతులు వినియోగించుకునేలా గ్రావెల్ రోడ్లు నిర్మించాలనే ప్రతిపాదన సమీక్షలో వచ్చింది. ఈ అంశాన్ని పరిగణనలోకి తీసుకుంటామని ఎన్ హెచ్ఏఐ ప్రాజెక్టు సభ్యుడు అనిల్ చౌదరి తెలిపారు. గ్రావెల్ రహదారి నిర్మించడం వలన రైతులకు ఉపయోగపడడంతో పాటు భవిష్యత్తులో రహదారి విస్తరణకు ఇబ్బందులు ఉండవని ముఖ్యమంత్రి రేవంత్ రెడ్డి అభిప్రాయపడ్డారు.
సమన్వయంతో ముందుకు సాగండి
ఆర్మూర్-జగిత్యాల-మంచిర్యాల, విజయవాడ-నాగ్ పూర్ కారిడార్ రహదారులకు సంబంధించి అటవీ శాఖ భూముల బదలాయింపు సమస్య సమీక్షలో ముఖ్యమంత్రి రేవంత్ రెడ్డి దృష్టికి వచ్చింది. స్పందించిన ముఖ్యమంత్రి అటవీ భూములకు ప్రత్యామ్నాయంగా ప్రభుత్వ భూములు కేటాయించాలని నిజామాబాద్, మంచిర్యాల, మహబూబాబాద్ జిల్లాల కలెక్టర్లకు సూచించారు. ఈ విషయంలో రెవెన్యూ, అటవీ శాఖ అధికారులు సమన్వయం చేసుకోవాలని సూచించారు. ప్రభుత్వ భూములను అటవీ శాఖకు బదలాయించి అటవీ శాఖ భూములను తీసుకొని రహదారుల నిర్మాణానికి ఉన్న ఆటంకాలను తొలగించాలని ముఖ్యమంత్రి సూచించారు. వివిధ శాఖల పరిధిలోని యుటిలిటీస్ తొలగింపునకు సంబంధించి చెల్లింపులు వేగవంతం చేయాలని, ఏవైనా సమస్యలుంటే ఎన్ హెచ్ఏఐతో సంబంధిత శాఖల అధికారులు సమన్వయం చేసుకొని ముందుకు సాగాలని ముఖ్యమంత్రి సూచించారు.
- హైదరాబాద్ -మన్నెగూడ రహదారి పనులు సాధ్యమైనంత త్వరగా ప్రారంభించాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి అధికారులకు సూచించారు. అందుకు ఎన్హెచ్ ఏఐ అధికారులు అంగీకరించారు.
- రెండు నెలల్లో హైదరాబాద్-విజయవాడ విస్తరణ పనులు
