Chief Minister Sri A. Revanth Reddy ordered the officials to make arrangements on a war footing for the establishment of Skill University in the state. The Chief Minister asked the officials and industry bigwigs to come up with clear proposals for the establishment of the Skill University one or two days before the start of the budget session of the state Assembly by this month’s end. The government will take an appropriate decision within 24 hours after examining the proposals received.
The CM held a meeting with the representatives of the various industrial units on skill development at the Engineering Staff College, Gachibowli on Monday. Deputy CM Bhatti Vikramarka, IT and Industries Minister D Sridhar Babu and Advisor to the Chief Minister Vem Narender Reddy also participated in this meeting. The CM sought the views and opinions on the establishment of the skilled university from the officials and celebrities in the meeting.
The Chief Minister proposed the establishment of Skill University within the premises of the Engineering Staff College. Since the college is located close to IT companies and other industries, the CM ordered the officials to examine the setting up of skill universities on the college premises.
CM Sri Revanth Reddy and the officials discussed the constitution of a Board for Skill University on the lines of ISB (International School of Business) and decided to float a board temporarily. The Chief Minister suggested to the officials to come up with a blueprint in advance for the courses that are being offered in the university, course curriculum, industrial needs and employment opportunities to the youth.
Important Decisions in the meeting:
- The industry department in coordination with the Education department engages with Industry leaders and come up with a clear action plan for setting up Skill University
- Report to be submitted before assembly budget session (before 23 July)
- Skill University envisaged a PPP project in a hub and spoke model that is self-sustainable.
- Hub to be located in Hyderabad with spokes in every erstwhile district headquarters to cover all parliamentary constituencies eventually
- Industry plays a critical role in demand assessment, curriculum development, skill training as well as offering internships
- Govt. to facilitate by giving necessary regulatory approvals, providing land and buildings including existing facilities like ESCI and NAC
- A Corpus fund will be created with CSR donations from the industry
The Chief Minister emphasized the government’s main objective in setting up the skill university is to provide advanced knowledge and upgrade the skills of the youth. Deputy CM Vikramarka has been asked to look after the financial issues to set up the university and IT and Industry minister Sridhar Babu will oversee the preparation of curriculum and courses. The two ministers have been asked to formulate the proposals with a fixed deadline and meet every five days as the assembly session will commence in 15 days.
The CM also ordered the officials to examine whether the skill university should be established with private partnership between the government or will the government alone take the responsibility.
The officials have been asked to hire a reputed Consultancy to prepare all the necessary proposals and project reports for the establishment of the skill university. The Chief Minister also announced the department of Industries will be the nodal agency for the university.
Special Chief Secretary to IT and Industry Jayesh Ranjan, Principal Secretary to Education B Venkatesham, CM Special Secretary Ajith Reddy, Vishnuvardhan Reddy, Dr. Reddy’s Lab Chairman Satish Reddy, Hari Prasad from Bharat Biotech, CREDAI President Shekhar Reddy and Srini Raju (I Labs) are also present.
Before the meeting, CM Sri Revanth Reddy inspected the convention center which is under construction at the Engineering Staff College for over 20 minutes and inquired with the officials about the facilities which are being provided in the centre.
రాష్ట్రంలో స్కిల్ యూనివర్సిటీ ఏర్పాటుకు యుద్ధ ప్రాతిపదికన ఏర్పాట్లు జరగాలని ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి అధికారులను ఆదేశించారు. ఈ నెలాఖరున జరిగే అసెంబ్లీ సమావేశాలకు ముందే జులై 23 లోపు స్కిల్ యూనివర్సిటీ ఏర్పాటుకు అవసరమైన స్పష్టమైన ప్రతిపాదనలతో నివేదిక సమర్పించాలని పరిశ్రమల శాఖ, విద్యా శాఖ అధికారులతో పాటు పారిశ్రామిక రంగ ప్రముఖులకు సీఎం సూచించారు. వాటిని పరిశీలించి ఇరవై నాలుగు గంటల్లో ప్రభుత్వం తగిన నిర్ణయం తీసుకుంటుందని ప్రకటించారు.
వివిధ రంగాలకు చెందిన పారిశ్రామిక ప్రముఖులతో ముఖ్యమంత్రి సోమవారం మధ్యాహ్నం గచ్చిబౌలిలోని ఇంజనీరింగ్ స్టాఫ్ కాలేజీలో స్కిల్ డెవెలప్మెంట్ పై సమావేశమయ్యారు. డిప్యూటీ సీఎం భట్టి విక్రమార్క, ఐటీ పరిశ్రమల శాఖ మంత్రి శ్రీధర్ బాబు, ముఖ్యమంత్రి సలహాదారు వేం నరేందర్ రెడ్డి ఈ సమావేశంలో పాల్గొన్నారు. ఈ సందర్భంగా స్కిల్ యూనివర్సిటీ ఏర్పాటుపై అధికారులతో పాటు ప్రముఖుల అభిప్రాయాలను సీఎం అడిగి తెలుసుకున్నారు.
ఇంజనీరింగ్ స్టాఫ్ కాలేజీ ప్రాంగణంలోనే స్కిల్ యూనివర్సిటీ ఏర్పాటు చేస్తే బాగుంటుందని ముఖ్యమంత్రి అభిప్రాయపడ్డారు. అటు ఐటీ కంపెనీలతో పాటు ఇటు పరిశ్రమలన్నింటీకీ అందుబాటులో ఉన్నందున ఈ సిటీ ప్రాంగణంలో వర్సిటీ ఏర్పాటుకు ఉన్న అవకాశాలు పరిశీలించాలని చెప్పారు.
స్కిల్ యూనివర్సిటీ ఏర్పాటుకు ఐఎస్ బీ తరహాలో ఒక బోర్డును ఏర్పాటు చేయాల్సి ఉంటుందని చర్చ జరిగింది. అప్పటివరకు ఈ సమావేశానికి హాజరైన ప్రతినిధులందరినీ తాత్కాలిక బోర్డుగా భావించాలని ముఖ్యమంత్రి నిర్ణయం తీసుకున్నారు.
స్కిల్ యూనివర్సిటీలో ఏమేం కోర్సులుండాలి, ఎలాంటి పాఠ్యాంశాలు ఉండాలి.. పరిశ్రమల అవసరాలు తెలుసుకొని, వాటికి అనుగుణంగా యువతకు ఉద్యోగ అవకాశాలు ఉండేందుకు ఏయే నైపుణ్యాలపై కోర్సులు నిర్వహించాలనేది ముందుగా అధ్యయనం చేయాలని సీఎం సూచించారు. అధునాతన పరిజ్ఞానం అందించేలా ఈ స్కిల్ యూనివర్సిటీ ఏర్పాటు చేయాలనేది తమ ప్రభుత్వ సంకల్పమని చెప్పారు. ఆర్థికపరమైన అంశాలను డిప్యూటీ సీఎం భట్టి విక్రమార్కతో, కరిక్యులమ్, కోర్సులకు సంబంధించి ఐటీ, పరిశ్రమల శాఖ మంత్రి శ్రీధర్ బాబుతో చర్చించాలని చెప్పారు.
నిర్ణీత గడువు పెట్టుకొని ప్రతిపాదనలు రూపొందించాలని, కేవలం 15 రోజుల వ్యవధి ఉన్నందున ప్రతీ అయిదు రోజులకోసారి సమావేశం కావాలని సీఎం వారికి దిశా నిర్దేశం చేశారు.
ప్రభుత్వ ప్రైవేటు భాగస్వామ్యంతో ఈ యూనివర్సిటీని ఏర్పాటు చేయాలా.. ప్రభుత్వమే ఈ బాధ్యతలను చేపట్టాలా… మరేదైనా విధానం అనుసరించాలా.. అనేది కూడా పరిశీలించాలని అధికారులను సీఎం ఆదేశించారు.
యూనివర్సిటీ ఏర్పాటుకు అవసరమైన ప్రతిపాదనలు, ప్రాజెక్టు రిపోర్టులన్నీ తయారు చేసేందుకు ఆ రంగంలో నిపుణులైన ఒక కన్సల్టెంట్ ను నియమించుకోవాలని సీఎం చెప్పారు. యూనివర్సిటీ వ్యవహారాలకు పరిశ్రమల శాఖ నోడల్ డిపార్టుమెంట్ గా వ్యవహరిస్తుందన్నారు.
ఐటీ స్పెషల్ చీఫ్ సెక్రెటరీ జయేష్ రంజన్, విద్యాశాఖ ముఖ్య కార్యదర్శి బుర్రా వెంకటేశం, సీఎం స్పెషల్ సెక్రెటరీ అజిత్ రెడ్డి, ఇన్వెస్ట్ మెంట్స్ ప్రమోషన్ స్పెషల్ సెక్రెటరీ విష్ణు వర్ధన్ రెడ్డి, డాక్టర్ రెడ్డిస్ ల్యాబ్ ఛైర్మన్ సతీష్ రెడ్డి, భారత్ బయోటెక్ హరి ప్రసాద్, క్రెడాయ్ ప్రెసిడెంట్ శేఖర్ రెడ్డి, ఐ ల్యాబ్స్ శ్రీనిరాజు ఈ సమావేశంలో పాల్గొన్నారు.
సమావేశానికి ముందు ఇంజనీరింగ్ స్టాఫ్ కాలేజీలో నిర్మిస్తున్న కన్వెన్షన్ సెంటర్ ను ముఖ్యమంత్రి పరిశీలించారు. దాదాపు ఇరవై నిమిషాల పాటు కలియ తిరిగి అందులో ఉండే సదుపాయాల గురించి అడిగి తెలుసుకున్నారు. అక్కడే కాలేజీ సిబ్బందితో కలిసి గ్రూప్ ఫొటో దిగారు.
