Hon’ble Chief Minister Sri A. Revanth Reddy instructed the officials to carry out a comprehensive probe into the transactions that took place in the Sheep and Fishlings distribution schemes in the previous BRS government. The CM said that the investigating agency will probe the selection of beneficiaries, purchase and distribution of sheep and other all aspects from the day the launch of the schemes. The CM asked the officials to hand over the details of the outcome of the probe by the Vigilance and Enforcement wing to the ACB immediately, if any corruption or irregularities are found in the preliminary report.
CM Sri Revanth Reddy held a review with officials of the Animal Husbandry Department, Dairy Development and Fisheries Department at the Secretariat today. The Chief Minister raised the issue of irregularities in the sheep distribution scheme and the CAG report which pointed out massive corruption in the implementation of the scheme. The CM mentioned the ACB’s investigation in the recent case where funds related to sheep distribution were diverted to their own accounts by some employees under benami names. The CM inquired whether the department had collected further details. The Chief Minister questioned the officials as to why the National Cooperative Development Corporation stopped giving loans in the second installments. The Corporation gave a loan of Rs. 3,955 crores in the first installment under Sheep distribution scheme. Officials informed the CM that the CAG had already raised various objections against the scheme, detected irregularities and NCDC had not given the loan due to various reasons.
The Chief Minister inquired the reasons behind not distributing the sheep to the beneficiaries who had already paid 25 percent of their share. In the second installment, 85,488 beneficiaries already paid 25 percent money. Rs. 430 crore were already deposited in the accounts of the district collectors. Another 2,20,792 beneficiaries have not yet paid the money. The Chief Minister said that serious doubts are raised in the implementation of the scheme. A large number of complaints were also received regarding fish farming. The CM instructed a thorough probe into the whole matter.
The officials also brought to the notice of the CM that the incentive of Rs.4 per liter which is being given to the dairy farmers has not been given for the last three years and the arrears of about Rs.203 crores have accumulated so far. CM Sri Revanth Reddy directed the officials to release the incentives regularly to the Dairy farmers from April and every month payments should also be made through green channel.
The Chief Minister suggested to the officials to establish a Veterinary hospital in every mandal and make necessary arrangements in all the 91 new mandals. Mobile veterinary clinic services will be continued and tenders will be called immediately. The CM asked the officials to utilize the funds coming from the Center under various schemes.
The Chief Minister advised the officials to consider the proposal to give weightage to those who have been working in this department for years in the recruitment of Veterinary Assistant Surgeon posts which are being filled by the TSPSC. The CM wanted the weightage system which has been implemented in the health department to be applied in the Veterinary department as well.

గొర్రెలు, చేపల పంపిణీ పథకాల్లో జరిగిన లావాదేవీలపై సమగ్రంగా విచారణ చేపట్టాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి అధికారులకు ఆదేశాలు జారీ చేశారు. ఈ పథకాలు ప్రారంభించినప్పటి నుంచీ ఇప్పటివరకు లబ్ధిదారుల ఎంపిక మొదలు గొర్రెల కొనుగోలు, పంపిణీ జరిగిన తీరుపై అన్ని కోణాల్లో దర్యాప్తు చేయాలని చెప్పారు. విజిలెన్స్ ఇచ్చే ప్రాథమిక నివేదికలో ఏమైనా అవినీతి, అవకతవకలను గుర్తిస్తే వెంటనే ఈ వివరాలను ఏసీబీకి అప్పగించాలని సీఎం అధికారులకు సూచించారు. ఈరోజు సచివాలయంలో పశు సంవర్ధక శాఖ, పాడి అభివృద్ధి, మత్స్య శాఖ అధికారులతో ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి సమీక్ష సమావేశం నిర్వహించారు.
గొర్రెల పంపిణీ పథకంలో జరిగిన అవకతవకలు, ఇటీవల ఈ పథకంలో జరిగిన భారీ అవినీతిని కాగ్ తమ నివేదికలో వేలెత్తి చూపిన విషయాన్ని ఈ సమావేశంలో ముఖ్యమంత్రి ప్రస్తావించారు. ఇటీవల గొర్రెల పంపిణీకి సంబంధించిన నిధులను బినామీ పేర్లతో కొందరు ఉద్యోగులు సొంత ఖాతాలకు మళ్లించుకున్న కేసులో ఏసీబీ దర్యాప్తు గుర్తు చేస్తూ.. అదులో శాఖాపరంగా వివరాలేమీ సేకరించలేదా.. అని ఆరా తీశారు. 2017లో ప్రారంభించిన గొర్రెల పంపిణీ పథకంలో మొదటి విడతకు రూ. 3955 కోట్ల రుణం ఇచ్చిన చేసిన నేషనల్ కో ఆపరేటివ్ డెవెలప్మెంట్ కార్పొరేషన్ రెండో విడతకు ఎందుకు రుణం ఇవ్వటం నిలిపి వేసిందని ముఖ్యమంత్రి అధికారులను ప్రశ్నించారు. అప్పటికే ఈ పథకంపై కాగ్ వివిధ అభ్యంతరాలు లేవనెత్తడం, అవకతవకలను గుర్తించిందని, తదితర కారణాలతో ఎన్సీడీసీ రుణం ఇవ్వలేదని అధికారులు సమాధానమిచ్చారు.
ఇప్పటికే తమ వాటా కింద 25 శాతం డీడీలు చెల్లించిన అందజేసిన లబ్ధిదారులకు ఎందుకు గొర్రెలను పంపిణీ చేయలేదని ముఖ్యమంత్రి ప్రశ్నించారు. రెండో విడతలో 85488 మంది ఇప్పటికే తమ వాటా కింద 25 శాతం డబ్బు చెల్లించారని, దాదాపు రూ. 430 కోట్లు జిల్లా కలెక్టర్ల ఖాతాల్లోనే ఉన్నాయని అధికారులు తెలిపారు. మరో 2,20,792 మంది లబ్ధిదారులు ఇంకా డబ్బులు కట్టలేదని చెప్పారు. ఈ పథకం అమలు జరిగిన తీరుపై రకరకాల అనుమానాలున్నాయని, దీంతో పాటు చేపల పెంపకానికి సంబంధించి ఎక్కువ సంఖ్యలో ఫిర్యాదులు వస్తున్నాయని ముఖ్యమంత్రి అన్నారు. ఈ వ్యవహారంపై సమగ్రంగా విచారణకు ఆదేశాలు జారీ చేశారు.
పాడి రైతులకు ప్రభుత్వం ఇచ్చే ఒక్కో లీటర్పై ఇచ్చే రూ.4 ప్రోత్సాహకం మూడేండ్లుగా ఇవ్వటం లేదని అధికారులు సీఎం దృష్టికి తీసుకు వచ్చారు. దాదాపు రూ.203 కోట్ల బకాయిలు పేరుకుపోయాయని చెప్పారు. స్పందించిన ముఖ్యమంత్రి ఏప్రిల్ నుంచి పాడి రైతులకు ఇవ్వాల్సిన ప్రోత్సాహాకాన్ని క్రమం తప్పకుండా విడుదల చేయాలని అధికారులను ఆదేశించారు. ప్రతి నెలా గ్రీన్ ఛానల్ ద్వారా చెల్లింపులు జరిగేలా చూడాలని చెప్పారు.
ప్రతి మండలంలో వెటర్నరీ హాస్పిటల్ తప్పకుండా ఉండాలని, 91 కొత్త మండలాల్లోనూ అవసరమైన ఏర్పాట్లు చేయాలని ముఖ్యమంత్రి సూచించారు. మొబైల్ వెటర్నరీ క్లినిక్ సేవలను కొనసాగించాలని, అందుకు అవసరమైన టెండర్లను వెంటనే పిలవాలని చెప్పారు. వివిధ పథకాల్లో కేంద్రం నుంచి వచ్చే నిధులను సద్వినియోగం చేసుకోవాలని అన్నారు.
టీఎస్పీఎస్సీ చేపట్టిన వెటర్నరీ అసిస్టెంట్ సర్జన్ పోస్టుల నియామకాల్లో ఈ విబాగంలో ఏళ్లకేళ్లుగా పని చేస్తున్న వారికి వెయిటేజీ ఇవ్వాలనే ప్రతిపాదనను పరిశీలించాలని, వైద్యారోగ్య శాఖలో అమలైన వెయిటేజీ విధానాన్ని ఈ విభాగంలోనూ వర్తించేలా చూడాలని ముఖ్యమంత్రి అధికారులకు సూచించారు.
