Hon’ble Chief Minister Sri A. Revanth Reddy ordered the officials to prepare a comprehensive plan to regulate the increasing traffic congestion in the Greater Hyderabad City limits. The Chief Minister asserted adequate measures should be taken to meet the future requirements for traffic maintenance in the fast-growing international city – Hyderabad.
The CM suggested to the police department to take up vehicular traffic control within Greater Hyderabad as a top priority and the plans should be made in coordination with GHMC and police departments.
The Chief Minister reviewed traffic management and control in Hyderabad on Wednesday at the Secretariat. The officials are instructed to prepare a comprehensive plan for traffic management in greater Hyderabad in accordance with future needs. The CM asked the officials to hire Expert consultancies to conduct a special study on traffic management in the city.
The officials informed the CM that adequate numbers of traffic personnel are not available to meet the increased number of vehicular traffic. In a quick response, the Chief Minister ordered the appointment of a sufficient number of Home Guards and the recruitment will be completed within three months. The new recruits will be given advanced training. In the meantime, the home guards working in different departments will be brought back to the traffic department and use their services immediately.
CM Revanth said that the services of Law and Order police should also be utilized for traffic control in the greater city during peak hours. The meeting decided to upgrade the traffic police stations under the jurisdiction of Hyderabad, Cyberabad and Rachakonda Commissionerates and the required staff will be appointed.
The Chief Minister instructed the top police officials to make arrangements for the deployment of traffic personnel at all major junctions and high-traffic zones in the city. The CM said the police should not rely only on the automatic signal system. The officials are suggested to send SIs and constables on two-wheeler traffic interceptors to regulate the traffic and avoid the traffic jams.
Further, the CM emphasized special focus should be given to the expansion of main roads and junctions to meet the fast-increasing vehicular traffic. The officials have been asked to conduct a feasibility study of constructing subways, underpasses and surface ways, on the lines of the LB Nagar Junction, in other busy places and junctions.
The CM asked the Police officers of Hyderabad, Cyberabad, Rachakonda Commissionerates and Municipal Zonal Commissioners to coordinate the traffic control. The officials should hold a review meeting on traffic issues every month and take appropriate measures.
The CM and the officials discussed whether the traffic problems would be eliminated if the parking problem is addressed. The CM decided to encourage the construction of multi-level car parking centers in many places. Private and government places will be identified and incentives will be extended to those who come forward to construct the parking centers. The CM ordered the officials to prepare a special parking policy with all modalities.
The CM ordered re-examining the criteria for allocating space for roads, parks and infrastructure while giving HMDA permissions to the new layouts. The CM suggested to the officials to visit other cities in India and also foreign countries to study the methods adopted to develop the wide roads.
The CM also instructed the officials to consider the traffic movement in the areas while giving permissions to build the multi-storied buildings in Hyderabad. గ్రేటర్ హైదరాబాద్ సిటీలో పెరుగుతున్న ట్రాఫిక్ రద్దీని నియంత్రించేందుకు సమగ్ర ప్రణాళిక తయారు చేయాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి ఆదేశించారు. అంతర్జాతీయ నగరంగా అభివృద్ధి చెందుతున్న హైదరాబాద్ లో భవిష్యత్తు అవసరాలకు అనుగుణంగా ముందు చూపుతో చర్యలు చేపట్టాలన్నారు. గ్రేటర్ హైదరాబాద్ పరిధిలో ట్రాఫిక్ నియంత్రణను పోలీస్ విభాగం అత్యంత ప్రాధాన్యంగా తీసుకోవాలని సూచించారు. జీహెచ్ఎంసీ, పోలీసు విభాగాలు సమన్వయంతో ప్రణాళికలు రూపొందించాలని అన్నారు. హైదరాబాద్ లో ట్రాఫిక్ నిర్వహణ, నియంత్రణపై ఈరోజు సచివాలయంలో ముఖ్యమంత్రి సమీక్ష జరిపారు.
హైదరాబాద్ అభివృద్ధిని దృష్టిలో పెట్టుకొని భవిష్యత్తు అవసరాలకు అనుగుణంగా గ్రేటర్ సిటీలో ట్రాఫిక్ నియంత్రణ, నిర్వహణపై సమగ్ర ప్రణాళికను రూపొందించాలని సీఎం సూచించారు. అందులో నిపుణులైన కన్సల్టెన్సీలకు బాధ్యతలు అప్పగించి ప్రత్యేకంగా అధ్యయనం చేయించాలన్నారు.
పెరిగిన వాహనాల సంఖ్యకు అనుగుణంగా ట్రాఫిక్ సిబ్బంది అందుబాటులో లేరని సమావేశంలో చర్చకు వచ్చింది. స్పందించిన ముఖ్యమంత్రి వెంటనే తగినంత మంది హోంగార్డుల నియామకాలు చేపట్టాలని ఆదేశించారు. మూడు నెలల్లోగా ఈ నియామకాలు జరిగేలా ఏర్పాట్లు చేసుకోవాలని అన్నారు. కొత్తగా నియమించిన వారికి తగిన శిక్షణనివ్వాలని సూచించారు. ఈలోపు వివిధ విభాగాల్లో పని చేస్తున్న హోం గార్డులను ట్రాఫిక్ విభాగానికి తిరిగి రప్పించాలని. తక్షణమే వారి సేవలను వినియోగించుకోవాలని చెప్పారు.
ట్రాఫిక్ రద్దీ ఎక్కువగా ఉండే సమయాల్లో (పీక్ అవర్స్లో) లా అండ్ ఆర్డర్ పోలీసులను గ్రేటర్ సిటీ ట్రాఫిక్ కంట్రోల్ విధులకు వినియోగించుకోవాలని అన్నారు. హైదరాబాద్, సైబరాబాద్, రాచకొండ కమిషనరేట్ల పరిధిలో ఉన్న ట్రాఫిక్ పోలీస్ స్టేషన్ల స్థాయిని అప్ గ్రేడ్ చేయాలని నిర్ణయం తీసుకున్నారు. వాటికి సరిపడే సంఖ్యలో సిబ్బంది నియామకాలు చేపడుతామని సీఎం చెప్పారు.
సిటీలోని అన్ని ప్రధాన జంక్షన్లు, రద్దీ ఎక్కువగా ఉండే ప్రాంతాల్లో ట్రాఫిక్ సిబ్బంది తప్పకుండా అక్కడ ఉండేలా ఏర్పాట్లు చేయాలని చెప్పారు. కేవలం ఆటోమేటిక్ సిగ్నల్ వ్యవస్థ మీద ఆధారపడకూడదని అన్నారు. టూ వీలర్ ట్రాఫిక్ ఇంటర్సెప్టర్స్ పై (ద్విచక్ర వాహనాలపై) ఎస్ఐలు, కానిస్టేబుళ్లను పంపించి ట్రాఫిక్ జామ్ ఉండకుండా జాగ్రత్తలు తీసుకోవాలని సూచించారు.
పెరుగుతున్న వాహనాల రద్దీకి అనుగుణంగా ప్రధాన రహదారులు, జంక్షన్ల విస్తరణపై దృష్టి పెట్టాలని అన్నారు. ఎల్బీ నగర్ జంక్షన్ తరహాలో సబ్ వే, అండర్ పాస్, సర్ఫేస్ వే లను ఎక్కడెక్కడ నిర్మించాలి… అక్కడున్న సాధ్యాసాధ్యాలను గుర్తించాలని సీఎం అన్నారు.
హైదరాబాద్, సైబరాబాద్, రాచకొండ కమిషనరేట్ల పోలీస్ అధికారులు, మున్సిపల్ జోనల్ కమిషనర్లు సమన్వయంతో ట్రాఫిక్ నియంత్రణపై దృష్టి పెట్టాలని అన్నారు. ప్రతినెలా తప్పనిసరిగా సమావేశమై ట్రాఫిక్ ఇబ్బందులను సమీక్షించి, తగిన చర్యలు తీసుకోవాలని ఆదేశించారు.
పార్కింగ్ సమస్యను అధిగమిస్తే ట్రాఫిక్ ఇబ్బందులు తొలిగిపోతాయనే చర్చ జరిగింది. వీలైనన్ని చోట్ల మల్టీ లెవల్ కార్ పార్కింగ్ సెంటర్ల నిర్మాణాన్ని ప్రోత్సహించాలని నిర్ణయం తీసుకున్నారు. ప్రైవేటు, ప్రభుత్వ స్థలాలు గుర్తించాలని, పార్కింగ్ సెంటర్ల ఏర్పాటుకు ముందుకొచ్చే వారికి ప్రభుత్వ పరంగా రాయితీలు ఇవ్వాలని సీఎం అన్నారు. అన్ని విధివిధానాలతో ప్రత్యేక పార్కింగ్ పాలసీని రూపొందించాలని సీఎం ఆదేశించారు.
లే అవుట్లకు హెచ్ఎండిఏ అనుమతులు ఇచ్చేటప్పుడు అక్కడ రోడ్లు, పార్కులు, మౌలిక వసతులకు ఎంత స్థలం కేటాయించాలనే ప్రమాణాలు పున: పరిశీలించాలని సీఎం ఆదేశించారు. విశాలమైన రోడ్లు ఉండేలా దేశంలోని ఇతర నగరాలు, విదేశాల్లో ఎలాంటి పద్దతులను అనుసరిస్తున్నారో పరిశీలించాలని సీఎం సూచించారు.
