Hon’ble Chief Minister Sri A. Revanth Reddy ordered the officials to prepare a plan of action to address drinking water shortage in the ensuing summer in the state. The Chief Minister suggested to the officials to utilize water from the newly constructed reservoirs apart from the river Krishna and Godavari for drinking water needs and prepare the plans in this direction. The CM said that it would be easier to supply drinking water to the surrounding villages from the reservoirs at a low cost. The newly constructed Mallannasagar, Kondapochammasagar and Ranganayak Sagar reservoirs will be used for drinking water needs.
The chief minister asserted the Village Sarpanches should be entrusted with the responsibility of the management of drinking water supply in the villages and ensure every household gets drinking water regularly. The CM asked the officials to finalise the necessary procedures to give powers to the Sarpanches. The #MissionBhagiratha wing has been asked to take the responsibility of supplying safe drinking water to the villages. The CM said that the maintenance of drinking water supply, taps and pipelines in the villages should be entrusted separately to the Sarpanches. The Chief Minister said that no one is paying attention to the intra-village works and house-to-house tap water supply carried out under Mission Bhagiratha scheme. Officials informed the CM that the issue of drinking water management in the villages is not under anyone’s control. The CM cautioned the drinking water crisis will aggravate if there is no accountability.
The Chief Minister said that the previous government’s claim of the supply of safe drinking water to every household did not help the state practically. Due to this, the CM said that the state could not get the funds under the Jal Jeevan Mission from the union government. The CM warned the officials to stop projecting the state as rich by suppressing the facts. People are still facing drinking water problems in many parts of the state, Tandas, Gudems and Agency areas. The CM recalled that Khanapur village people have brought to his notice the drinking water shortage during the election time.
CM Sri Revanth ordered the officials to conduct a comprehensive survey and find the villages and habitations that have been facing drinking water crisis. As the tenure of the sarpanches will complete at the end of this month, the CM asked the authorities to take the responsibility of drinking water supply in the villages. The engineers concerned are advised to visit all the villages and prepare a list of habitations without a proper drinking water supply facility. The new proposals will be made and sent to the Centre to seek funds under the Jal Jeevan Mission.
The CM instructed the officials to take all measures to tide over the drinking water crisis in the summer. The CM directed to spend Rs. one crore, out of Rs. 10 crore Special Development Fund to each assembly segment, exclusively for drinking water needs. The CM made it clear that water available in all the projects and reservoirs in the state should be utilized for drinking water needs on a priority.
The Government will also pay special focus on strengthening the Self Help Groups by providing financial support. The CM suggested the women groups will be given the work of stitching the uniforms for the students of government schools, Gurukul, hostels and the police. The women groups will be provided required training, if necessary, and necessary arrangements will be made for that.
CM Sri Revanth Reddy directed to development of a road network in the villages and connected all the habitations. Officials informed the CM that 422 Gram panchayats and 3,177 habitations still do not have road connectivity. The CM ordered to laying of blacktop roads in the villages. The employment guarantee scheme funds will be linked, if necessary, for the road development works. The Chief Minister asked the officials to prepare proposals for the requirement of funds in the new budget outlay. State Panchayati Raj and Rural Development Minister Seethakka garu, Roads and Buildings Minister Sri Komati Reddy Venkata Reddy, Government Chief Secretary Smt. Santhi Kumari and other top officials participated in the review.

రాష్ట్రంలో వచ్చే వేసవిలో తాగునీటి ఎద్దడి తలెత్తకుండా ఇప్పటి నుంచే ప్రణాళికలు రూపొందించుకోవాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి ఆదేశించారు. కేవలం గోదావరి, కృష్ణా నదుల నుంచే రాష్ట్రమంతటికీ నీళ్లు ఇవ్వటం కాకుండా, కొత్తగా ఏర్పడ్డ రిజర్వాయర్లను తాగునీటి అవసరాలకు వినియోగించుకోవాలని ముఖ్యమంత్రి సూచించారు. అందుకు అనుగుణంగా కొత్త ప్రతిపాదనలు సిద్ధం చేయాలని ముఖ్యమంత్రి సూచించారు. దీంతో చుట్టుపక్కల ఉన్న గ్రామాలకు తాగు నీటిని సరఫరా చేయటం సులభమవుతుందని, తక్కువ ఖర్చుతో సాధ్యమవుతుందని అన్నారు. మల్లన్నసాగర్, కొండపోచమ్మసాగర్, రంగనాయక్ సాగర్ లాంటి కొత్తగా ఏర్పడ్డ రిజర్వాయర్లన్నింటినీ తాగునీటికి వాడుకోవాలని అన్నారు. ఈరోజు డా. బి.ఆర్. అంబేద్కర్ తెలంగాణ రాష్ట్ర సచివాలయంలో ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి పంచాయతీరాజ్, గ్రామీణాభివృద్ధి విభాగాలపై సమీక్ష నిర్వహించారు.
గ్రామాల్లో తాగునీటి నిర్వహణ విధులను సర్పంచులకు అప్పగించాలని ముఖ్యమంత్రి సూచించారు. ఇంటింటికీ నీళ్లను అందించే బాధ్యతను వాళ్లకే ఇవ్వాలని అన్నారు. అందుకు అవసరమైన విధి విధానాలు రూపొందించాలని సూచించారు. గ్రామాల వరకు రక్షిత మంచి నీటిని సరఫరా చేసే బాధ్యతను మిషన్ భగీరథ విభాగమే తీసుకోవాలని సూచించారు. గ్రామాల్లో తాగునీటి నిర్వహణ, నల్లాలు, పైపులైన్ల మెయింటెనెన్స్ మాత్రమే విడిగా సర్పంచులకే అప్పగించాలని చెప్పారు. ఇప్పటివరకు మిషన్ భగీరథలో చేపట్టిన ఇంట్రా విలేజ్ వర్క్స్, ఇంటింటికీ నల్లా నీటిని సరఫరా చేసే నిర్వహణ ఎవరూ పట్టించుకోవటం లేదని ముఖ్యమంత్రి అన్నారు. గ్రామాల్లో తాగునీటి నిర్వహణ అంశం ఎవరి పరిధిలో లేదని అధికారులు వివరణ ఇచ్చారు. జవాబుదారీతనం లేకపోతే గ్రామాల్లో తాగునీటి సమస్య పెరిగిపోతుందని సీఎం అన్నారు.
వందకు వంద శాతం తెలంగాణలో ఇంటింటికీ నల్లా నీళ్లు ఇచ్చినట్లు గత ప్రభుత్వం చెప్పుకోవటంతో నష్టమే తప్ప లాభం లేకుండా పోయిందని ముఖ్యమంత్రి అన్నారు. దీంతో కేంద్రం నుంచి తెచ్చుకునేందుకు వీలున్న జల జీవన్ మిషన్ నిధులు రాకుండా పోయాయని అన్నారు. అందుకే వాస్తవాలను దాచిపెట్టి గొప్పలకు పోవాల్సిన అవసరం లేదని అధికారులను అప్రమత్తం చేశారు. ఇప్పటికీ రాష్ట్రంలో చాలాచోట్ల తాగునీటికి ప్రజలు ఇబ్బంది పడుతున్నారని, తండాలు, గూడెలు, అటవీ గ్రామాలకు నీళ్లు అందటం లేదని అన్నారు. ఎన్నికలప్పుడు తాను ఖానాపూర్కు వెళితే తాగునీటికి ఇబ్బంది పడుతున్నట్లు చాలా గ్రామాల ప్రజలు తన దృష్టికి తెచ్చిన విషయం గుర్తు చేశారు.
రాష్ట్రంలో ఏయే ప్రాంతాలకు, ఎన్ని హాబిటేషన్లకు తాగునీరు అందటం లేదో సమగ్రంగా సర్వే చేయాలని సీఎం అధికారులను ఆదేశించారు. నెలాఖరుతో సర్పంచుల పదవీకాలం ముగిసిపోతుందని, అధికారులే తాగునీటి బాధ్యతలను సమర్థంగా నిర్వహించాలని చెప్పారు. సంబంధిత ఇంజనీర్లు అన్ని గ్రామాలకు వెళ్లి నిజ నిర్ధారణ బృందం చేసినట్లుగానే పక్కాగా తాగునీరు అందని హాబిటేషన్ల జాబితాను సిద్ధం చేయాలని సూచించారు. జలజీవన్ మిషన్ నిధులు రాబట్టుకునేలా కొత్త ప్రతిపాదనలు తయారు చేసి కేంద్రానికి పంపించాలని అన్నారు.
వేసవిలో నీటి ఎద్దడి తలెత్తకుండా ఇప్పటి నుంచే అన్ని చర్యలు చేపట్టాలని సూచించారు. ప్రతి అసెంబ్లీ నియోజకవర్గానికి స్పెషల్ డెవెలప్మెంట్ ఫండ్ కింద కేటాయించిన రూ.10 కోట్లలో ఒక కోటి రూపాయలను తాగునీటి అవసరాలకు ఖర్చు చేయాలని ఆదేశించారు. రాష్ట్రంలో ఉన్న అన్ని ప్రాజెక్టులు, రిజర్వాయర్లలో లభ్యమయ్యే నీటిని ప్రజల తాగునీటి అవసరాలకే మొదటి ప్రాధాన్యంగా అందించాలని స్పష్టం చేశారు.
రాష్ట్రంలో ఉన్న స్వయం సహాయక సంఘాలను బలోపేతం చేయాలని, వాళ్లకు ఆర్థికంగా చేయాతను అందించే కార్యక్రమాలపై దృష్టి పెట్టాలని ముఖ్యమంత్రి ఆదేశించారు. ప్రభుత్వ స్కూళ్లు, గురుకులాలు, హాస్టళ్ల విద్యార్థిని విద్యార్థులు, పోలీసులకు అందించే యూనిఫారాలు కుట్టించే పనిని ఈ సంఘాల మహిళలకు అప్పగించాలని సూచించారు. అవసరమైతే తగిన శిక్షణను ఇచ్చి వారిని ప్రోత్సహించాలని, అందుకు అవసరమైన ఏర్పాట్లు చేయాలని చెప్పారు.
రాష్ట్రంలో ఇప్పటికీ రోడ్డు కనెక్టివిటీ లేని గ్రామాలు, హాబిటేషన్లకు రోడ్లను నిర్మించాలని ముఖ్యమంత్రి ఆదేశించారు. 422 గ్రామ పంచాయతీలు, 3,177 ఆవాసాలకు ఇప్పటికీ రోడ్డు కనెక్టివిటీ లేదని అధికారులు సీఎం నివేదించారు. వీటన్నింటికీ తారు రోడ్లు వేయాలని సీఎం ఆదేశించారు. అవసరమైతే ఉపాధి హామీ నిధులను లింక్ చేసి వీటిని పూర్తి చేయాలని చెప్పారు. ఈ బడ్జెట్లోనే అందుకు అవసరమైన నిధులకు ప్రతిపాదనలు సిద్ధం చేయాలని సూచించారు. సీఎంతో పాటు ఈ సమావేశంలో పంచాయతీరాజ్ గ్రామీణాభివృద్ధి శాఖ మంత్రి సీతక్క గారు, రోడ్లు భవనాల శాఖ మంత్రి శ్రీ కోమటిరెడ్డి వెంకటరెడ్డి, ప్రభుత్వ ప్రధాన కార్యదర్శి శ్రీమతి శాంతి కుమారి, సంబంధిత విభాగాల అధికారులు పాల్గొన్నారు.
