My warm greetings to the Telangana people, Honourable Chief Minister Sri A. Revanth Reddy, Cabinet Ministers and State Administration on the occasion of the 75th Republic Day celebrations today.
The Indian Constitution attained significance for elevating the country as one nation by uniting multiple races, religions, and castes. It is a proud moment for Indian citizens that the country has been moving forward successfully under the guidance of the world’s largest Indian Constitution for the last 74 years. This credit goes to the architects of the Indian Constitution and the people of the country.
The Constitution gave people enough powers to remove the rulers who run governments against the spirit of the Constitution through struggles and verdicts in the elections. We achieved a separate Telangana state with the inspiration of the Constitution and the rights enshrined in it. The Constitution also provided the people with the opportunity to terminate the government’s ruling against the constitutional spirit. The Telangana society has put an end to the 10 year dictatorial government run against the constitutional spirit in the recently held elections. The people’s government has been formed in Telangana state. The people’s mandate declared that arrogance and autocracy have no place in Telangana state.
We are reconstructing the ruined constitutional bodies, systems, and values in the last ten years. I am delighted to say that the people’s government is reviving constitutional merits, systems and practices.
The fruits of democracy, welfare, and development will reach out to people only when the government runs the administration in tune with the spirit of the Constitution. Unilateral decisions and dictatorial approaches are against the principles of democracy. The newly elected people’s government started functioning with full consciousness. The government is striving with the objective of delivering equal opportunities, rendering social justice, and granting freedom to all sections of people.
The people’s government initiated an action plan to fulfill the assurances given to people from the first minute of assuming charge. Two of the six guarantees have already been implemented.
I am happy that more than 11 crore women have already utilized the free TSRTC bus transportation services under the Mahalaxmi Scheme, implemented as part of six guarantees. The government’s main objective is to implement four other guarantees in 100 days and see the smiles on the faces of people. My government is heading forward by introducing reforms and rectifying the derailed administrative systems. You are all also aware of the precarious financial condition of the state due to the mismanagement of the previous government. Chief Minister Sri Revanth Reddy’s government is moving fast with grit and determination to make Telangana state compete with the world and write a new chapter in the welfare and development sector.
The top priority of the people’s government is to realise the people’s aspirations and their welfare. The government’s responsibility is to deliver welfare benefits to every eligible beneficiary. The government already received applications from needy people from December 28th to January 6th. A total of 1,25, 84, 383 (one crore twenty five lakh) applications have been received. Of them, 1,05,91,636 ( one crore five lakh) have been received seeking the benefits of five guarantees. People submitted 19,92,747 (19 lakh 93 thousand) applications for other requisitions. The government is preparing an action plan to address the people’s grievances by compiling the department-wise data.
The previous government has completely neglected employment and livelihoods for youth for the last 10 years. The erstwhile state government was indifferent towards the youth, who played a key role during the Telangana movement. The people’s government, led by Chief Minister A. Revanth Reddy is paying special attention to providing jobs to the youth. The process of reforming the TSPSC (Telangana State Public Service Commission) is in progress. Job recruitment will be taken up by the government soon after the completion of the process. My appeal to the youth is not to raise doubts or suspicions about the government’s sincerity in providing jobs.
It is a testament to Telangana’s progress that the state succeeded in entering agreements for the highest ever Rs 40,232 crore investments with global and domestic companies during Chief Minister Revanth Reddy’s recent Davos visit. I am heartily congratulating the chief minister and team. I strongly believe that the government’s efforts will yield industrial growth as well as employment generation.
The state government is committed to the wellbeing of farmers. 24 hour quality free power is being supplied to the farmers along with the implementation of the Warangal Declaration. The government is already working to fulfil the promise of the Rythu Bharosa scheme. The Rythu Bharosa scheme benefit is already deposited in the bank accounts of small and medium farmers. The Government is also holding deliberations with banks to implement.
A Rs 2 lakh loan waiver scheme for farmers. The government is bound to complete the farmer loan waiver scheme in a planned manner. My government is reiterating that all the promises made to the farmers will be fulfilled.
I would like to make it clear to all Telangana people. The past government was not accessible to the common man. People were in chaos to submit their grievances. We all witnessed that there was no government mechanism that existed to wipe out poor
men’s tears. Today, a democratic government is ruling Telangana. State Cabinet ministers are available to hear public grievances at the Praja Vani programme every Tuesday and Friday at Mahatma Jyotiba Phule Praja Bhavan in Hyderabad. Freedom is given to the common man to submit their grievances before the Chief Minister and Ministers in the State Secretariat. The government is contemplating the launch of the Praja Vani programme at the gross root level
After the formation of Telangana State, the present government is performing in the true spirit of the Constitution for the first time. I am proudly saying that people’s freedom and their fundamental rights are highly regarded in the Telangana administration. With the inspiration of Dr BR Ambedkar, the people’s government is heading forward, aiming for the welfare of the poor, BC, SC, ST, and Minority communities. I am heartfully wishing again that the Telangana state will reach many heights in development and improve people’s living standards through welfare, with the same inspiration from Dr. BR Ambedkar.

రిపబ్లిక్ డే సందర్భంగా గౌరవ గవర్నర్ ప్రసంగం
75 వ గణతంత్ర దినోత్సవ సందర్భంగా తెలంగాణ ప్రజలకు, గౌరవ ముఖ్యమంత్రి శ్రీ ఎనుముల రేవంత్ రెడ్డి గారు, వారి మంత్రివర్గ సహచరులకు, ప్రభుత్వ యంత్రాంగానికి నా శుభాకాంక్షలు.
భిన్న జాతులు, మతాలు, కులాల సమాహారంగా ఉన్న దేశంలో అందరినీ ఐక్యం చేసి, భారతజాతిగా నిలబెట్టిన ఘనత మన రాజ్యాంగానికి దక్కుతుంది. అతిపెద్ద ప్రజాస్వామ్య దేశానికి ఒక లిఖిత రాజ్యాంగం రాసుకుని 74 ఏళ్లు దిగ్విజయంగా ఆ రాజ్యాంగ మార్గదర్శకత్వంలో దేశం ముందుకు సాగడం నిజంగా ప్రతి భారతీయుడు గర్వించదగ్గ విషయం. ఈ ఘనత రాజ్యాంగ నిర్మాతలకు, ఈ దేశ ప్రజలకు దక్కుతుంది.
రాజ్యాంగ స్ఫూర్తికి భిన్నంగా పాలకులు వ్యవహరించినప్పుడు ప్రజలే కార్యోన్ముకులై తమ పోరాటాలు, తీర్పుల ద్వారా అధికారాన్ని నియంత్రించే శక్తి రాజ్యాంగం ఇచ్చింది. ఆ రాజ్యాంగ స్ఫూర్తితోనే, రాజ్యాంగం ఇచ్చిన హక్కుల ద్వారానే మనం తెలంగాణ రాష్ట్రాన్ని సాధించుకున్నాం. తెలంగాణలో పాలన రాజ్యాంగ స్పూర్తికి విరుద్ధంగా సాగినప్పుడు, ఆ పాలనకు చరమగీతం పాడే అవకాశం కూడా రాజ్యాంగం ప్రజలకు ఇచ్చిన హక్కే. గడచిన 10 ఏళ్లలో పాలకులు రాజ్యాంగ స్ఫూర్తికి భిన్నంగా, నియంతృత్వ ధోరణితో వ్యవహరించడాన్ని సహించని తెలంగాణ సమాజం ఇటీవల జరిగిన ఎన్నికల్లో తమ తీర్పు ద్వారా ఆ ధోరణికి చరమగీతం పాడింది. ప్రజా ప్రభుత్వాన్ని ఏర్పాటు చేసుకుంది. అహంకారం, నియంతృత్వం చెల్లదని విస్పష్టమైన తీర్పుతో ప్రకటించింది.
పదేళ్ల పాలనలో విధ్వంసానికి గురైన రాజ్యాంగ విలువలు, రాజ్యాంగబద్ధ సంస్థలు, వ్యవస్థలు ఈ ప్రజా ప్రభుత్వంలో ఇప్పుడిప్పుడే మళ్లీ పునర్ నిర్మించుకుంటున్నాం. శాసన, కార్యనిర్వాహక వ్యవస్థల్లో రాజ్యాంగబద్ధమైన విలువలు, విధానాలు, పద్ధతులను పునరుద్ధరణ చేసుకుంటున్నామని చెప్పడానికి సంతోషిస్తున్నాను.
ఏ ప్రభుత్వమైనా రాజ్యాంగ స్ఫూర్తికి అనుగుణంగా పాలన సాగించినప్పుడే ప్రజాస్వామ్య, సంక్షేమ, అభివృద్ధి ఫలాలు ప్రతి పేదవాడికి అందుతాయి. ఏకపక్ష నిర్ణయాలు, నియంత పోకడలు ఎప్పుడూ ప్రజాస్వామ్యానికి శోభనివ్వవు. కొత్తగా ఏర్పడిన ప్రజా ప్రభుత్వం ఈ స్పృహతో పని మొదలు పెట్టింది. సమాజంలోని అన్నీ వర్గాలకు స్వేచ్ఛ, సామాజిక న్యాయం, సమాన అవకాశాలు దక్కాలన్న లక్ష్యంతో పని చేస్తోంది.
ప్రజా ప్రభుత్వం కొలువుదీరిన క్షణం నుండి ప్రజలకు ఇచ్చిన హామీలను నెరవేర్చే కార్యాచరణ మొదలైంది. ఆరు గ్యారెంటీలలో రెండు గ్యారెంటీలు ఇప్పటికే అమలులోకి వచ్చిన విషయం మీకు తెలుసు. దీనిలో భాగంగా ప్రవేశపెట్టిన మహాలక్ష్మి పధకంలో ఇప్పటి వరకు 11 కోట్ల పైబడి మహిళా సోదరీ మణులు ఉచిత బస్సు ప్రయాణ సౌకర్యాన్ని ఉపయోగించుకోవడం ఎంతో సంతోషకరం. మిగిలిన గ్యారెంటీలను వంద రోజుల్లో అమలు చేసి ప్రజల మొఖాలలో ఆనందం చూడాలన్నది ప్రభుత్వ లక్ష్యం. గత పాలకుల నిర్వాకంతో ఆర్థిక పరిస్థితి చిన్నాభిన్నంగా మారినా, వ్యవస్థలు గాడి తప్పినా అన్నింటినీ సంస్కరించకుంటూ, సరిదిద్దుకుంటూ ముందుకు వెళుతున్నాం. తెలంగాణ అభివృద్ధిలో ప్రపంచంతో పోటీ పడేలా, సంక్షేమంలో సరికొత్త అధ్యాయాన్ని లిఖించేలా రేవంత్ రెడ్డి గారి నాయకత్వంలోని ప్రజా ప్రభుత్వం పట్టుదలతో ముందుకు సాగుతోంది.
ప్రజా ప్రభుత్వ తొలి ప్రాధాన్యత ప్రజా సంక్షేమమే. ప్రజల ఉద్యమ ఆకాంక్షలే ఈ ప్రభుత్వ ప్రాధాన్యాలు. ప్రతి అర్హుడికి సంక్షేమ ఫలాలు అందించడం ప్రభుత్వ బాధ్యత. అందుకే డిసెంబర్ 28 నుండి జనవరి 6 వరకు ప్రజల నుండి పథకాల కోసం దరఖాస్తులు స్వీకరించాం.ఈ కార్యక్రమంలో 1,25,84,383 దరఖాస్తులు ప్రభుత్వానికి అందాయి. వీటిలో ఐదు గ్యారెంటీలకు సంబంధించి 1,05,91,636 దరఖాస్తులు కాగా, ఇతర అభ్యర్థనలకు సంబంధించి 19,92,747 దరఖాస్తులు అందాయి. ఈ దరఖాస్తులను ప్రస్తుతం శాఖల వారిగా క్రోడీకరించి, కంప్యూటరీకరించి వాటి పరిష్కారానికి కార్యచరణ ప్రణాళిక రూపొందుతోంది.
గడచిన పదేళ్ల పాలకుల వైఫల్య ఫలితం… యువతకు ఉపాధి, ఉద్యోగాల విషయంలో పూర్తి నిర్లక్ష్యం జరిగింది. తెలంగాణ ఉద్యమ సారథులైన యువత విషయంలో గత ప్రభుత్వం పూర్తి నిర్దయగా, నిర్లక్ష్యంగా వ్యవహరించింది. శ్రీ రేవంత్ రెడ్డి సారథ్యంలోని ప్రజా ప్రభుత్వం ఈ విషయంలో గట్టి దృష్టి పెట్టింది. టీఎస్పీఎస్సీ ప్రక్షాళన ప్రక్రియ ప్రస్తుతం జరుగుతోంది. ఆ ప్రక్రియ పూర్తి కాగానే ప్రభుత్వ ఉద్యోగ ఖాళీల భర్తీ ప్రక్రియ మొదలవుతుంది. ఈ విషయంలో యువత ఎలాంటి అనుమానాలు, అపోహలకు లోను కావాల్సిన అవసరం లేదు.
రాష్ట్రానికి పెట్టుబడుల సాధన కోసం ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి గారి సారథ్యంలోని బృందం దావోస్ లో జరిగిన వరల్డ్ ఎకనామిక్ ఫోరం సదస్సుకు హాజరు కావడం, గతంలో ఎన్నడూ లేని విధంగా రూ.40,232 కోట్ల మేర పెట్టుబడులకు సంబంధించి ఒప్పందాలు కుదుర్చుకోవడం తెలంగాణ పురోగమనానికి సంకేతం. ఈ సందర్భంగా ముఖ్యమంత్రి గారిని, వారి బృందాన్ని అభినందిస్తున్నాను. ఈ ప్రయత్నం రాష్ట్రంలో పారిశ్రామిక వృద్ధికి… తద్వారా ఉపాధి అవకాశాల కల్పనకు ఉపకరిస్తుందని విశ్వసిస్తున్నాను.
రైతుల విషయంలో మా ప్రభుత్వం ఇచ్చిన మాటకు కట్టుబడి ఉంది. వరంగల్ డిక్లరేషన్ అమలుకు కార్యచరణతో పాటు, 24 గంటల నాణ్యమైన ఉచిత విద్యుత్ అందిస్తున్నాం. రైతు భరోసా పథకాన్ని సంపూర్ణంగా అమలు చేయడానికి కసరత్తు జరుగుతోంది. ఇప్పటికే చిన్న సన్నకారు రైతుల ఖాతాలలో రైతు భరోసా నిధులు జమ చేయడం జరిగింది. రూ.2 లక్షల రుణమాఫీకి సంబంధించి బ్యాంకులతో సంప్రదింపులు జరుగుతున్నాయి. ఒక పద్ధతి ప్రకారం ఆ ప్రక్రియ పూర్తి చేయడానికి ప్రభుత్వం కృతనిశ్చయంతో ఉంది. రైతులకు ఇచ్చిన మాట నూటికి నూరు శాతం నిలబెట్టుకుంటామని మరొక్కసారి హామీ ఇస్తున్నాం.
రాష్ట్ర ప్రజలకు ఒక విషయం స్పష్టంగా చెప్పదలచుకున్నాను. గత ప్రభుత్వం ఏనాడు సామాన్యులకు అందుబాటులో లేదు. కష్టమొస్తే ఎవరికి చెప్పుకోవాలో తెలియని పరిస్థితి. పేదల కన్నీళ్లు తుడిచే నాధుడు లేని పాలన గతంలో చూశాం. ఇప్పుడు తెలంగాణ ప్రజాస్వామ్య పాలనలో ఉంది. మహాత్మ జ్యోతి రావు పూలే ప్రజా భవన్ లో ప్రతి మంగళ, శుక్రవారాలు ప్రజావాణి పేరుతో ప్రజా సమస్యలు వినేందుకు మంత్రులు అందుబాటులో ఉంటున్నారు. సచివాలయంలో సామాన్యుడు సైతం వచ్చి ముఖ్యమంత్రిని, మంత్రులను కలిసి సమస్యలు చెప్పుకునే స్వేచ్ఛ వచ్చింది.ప్రజావాణి కార్యక్రమాన్ని కేవలం హైదరాబాదుకే పరిమితం చేయకుండా క్షేత్ర స్థాయిలో అమలు చేసేందుకు ప్రభుత్వం ఆలోచన చేస్తోంది.
తెలంగాణ ఆవిర్భావం తర్వాత తొలిసారి రాజ్యాంగ స్ఫూర్తికి అనుగుణమైన పాలన మొదలైంది. ప్రజల హక్కులను, స్వేచ్ఛను గౌరవించే పాలన తెలంగాణలో ఉంది అని చెప్పడానికి గర్విస్తున్నాను. డాక్టర్ బీఆర్ అంబేద్కర్ స్పూర్తితో పేద, బడుగు, బలహీన వర్గాలు, గిజనులు, మైనారిటీ వర్గాల అభ్యున్నతే లక్ష్యంగా ప్రజా పాలన అడుగులు వేస్తోంది. ఇదే స్పూర్తితో ఇక ముందు కూడా పాలన సాగాలని, అభివృద్ధిలో తెలంగాణ అత్యున్నత శిఖరాలకు చేరాలని… సంక్షేమంతో ప్రజల జీవన ప్రమాణాలు పెరగాలని మనసారా కోరుకుంటున్నాను.
