- CM Revanth Reddy announces “HYDRA”
Chief Minister Sri A Revanth Reddy decided to entrust more important responsibilities to the Disaster Management department in the Greater Hyderabad limits. The officials have been asked to assign the responsibilities to the authorities accordingly along with the changing of the entire system in line with the decision taken by the government.
The Chief Minister held a review meeting with state Municipal Administration, HMDA and Musi Riverfront Development officials on Monday at the Secretariat.
In view of the expansion of the geographical area of Hyderabad, the CM ordered to increase the scope of the Disaster Management Department up to the Outer Ring Road (ORR). CM Revanth Reddy suggested making necessary changes to extend the services of the Disaster Management department to GHMC, 27 Municipalities, Corporations and 33 Gram Panchayats. Henceforth, it has been tentatively decided to name this department as Hyderabad Disaster Response and Assets Monitoring Protection (HYDRA). The CM said that a DIG level officer will be appointed as the Director of HYDRA and the SP level officers will be nominated as Additional Directors. The CM also suggested constituting Special teams from GHMC, HMDA, Water Board, City Traffic and various departments in the disaster department.
Apart from regular services during the floods and accidents, the chief minister directed the officials to restructure the entire disaster management wing to offer continuous services to the people of the city. The CM clarified that HYDRA should be active to deal with all problems being faced by the people in the city.
The CM decided the disaster management department will take up the key responsibilities of protecting the lakes and ponds within the GHMC area of about two thousand kilometers, nalas in the city and the government properties from the threat of encroachment. Apart from this, the disaster management wing will also provide services like the control of hoardings and flexies, drinking water pipelines, power supply lines, drainages, flood management and traffic control. CM Revanth Reddy directed Chief Secretary Santhi Kumari to prepare a draft on the reorganization, requirement of personnel, duties, allocation of funds and responsibilities of this department.
The Chief Minister ordered to speed up the work of Musi Riverfront Development Project and alerted the officials that this project should work in tune with the government’s goal to promote Hyderabad as the best international city.
The CM also asked the officials to take appropriate measures to restore the buildings of historical importance and dilapidated structures in Hyderabad city. GHMC officials gave a powerpoint presentation on various historical places like City Library, Ayurvedic Hospital near Charminar, Nizamia Observatory, Gudimalkapur lake etc. The Chief minister suggested exploring ways to develop them as tourist spots. Among these, the CM advised to identify those which can be linked with the Musi Riverfront Development project.
Chief Secretary Santhi Kumari, Municipal Administration and Urban Development Principal Secretary Dana Kishore, GHMC Commissioner Amrapali, GHMC Vigilance Disaster Management Commissioner AV Ranganath and Hyderabad Water Board MD Ashok Reddy participated in the meeting.
గ్రేటర్ హైదరాబాద్ పరిధిలో విపత్తుల నిర్వహణ విభాగానికి అత్యంత కీలక బాధ్యతలు అప్పగించాలని ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి నిర్ణయించారు. అందుకు అనుగుణంగా వ్యవస్థాగత మార్పులతో పాటు, బాధ్యతల పంపిణీ జరగాలని అధికారులకు సూచించారు. సచివాలయంలో సోమవారం సాయంత్రం మున్సిపల్ అడ్మినిస్ట్రేషన్, హెచ్ఎండీఏ, మూసీ డెవెలప్మెంట్ అధికారులతో ముఖ్యమంత్రి సమీక్ష సమావేశం నిర్వహించారు.
హైదరాబాద్ భౌగోళిక పరిధిని విస్తరించనున్న దృష్ట్యా విపత్తుల నిర్వహణ విభాగం పరిధిని కూడా అవుటర్ రింగ్ రోడ్డు వరకు విస్తరించాలని ఆదేశించారు. జీహెచ్ఎంసీ, దాని చుట్టూ ఉన్న 27 మున్సిపాలిటీలు, కార్పొరేషన్లు, 33 గ్రామ పంచాయతీల వరకు ఈ విభాగం సేవలు అందించేందుకు అవసరమైన మార్పులు చేయాలని సూచించారు. ఇకపై ఈ విభాగాన్ని హైదరాబాద్ డిజాస్టర్ రెస్పాన్స్ అండ్ అసెట్స్ మానిటరింగ్ ప్రొటెక్షన్ (హైడ్రా) అని పేరు పెట్టాలని ప్రాథమికంగా నిర్ణయం తీసుకున్నారు. డీఐజీ స్థాయి అధికారి ఈ విభాగానికి డైరెక్టర్గా, ఎస్పీ స్థాయి అధికారులు అడిషనల్ డైరైక్టర్లుగా ఉండేలా చూడాలని సీఎం చెప్పారు. జీహెచ్ఎంసీ, హెచ్ఎండీఏ, వాటర్ బోర్డు, సిటీ ట్రాఫిక్, వివిధ విభాగాల నుంచి ప్రత్యేక టీమ్లు ఈ విభాగంలో నియమించాలని సూచించారు.
కేవలం వరదలు, ప్రమాదాలు సంభవించినప్పుడే కాకుండా ఇకపై విపత్తుల నిర్వహణ విభాగం సిటీ ప్రజలకు నిరంతరం సేవలు అందించేలా పునర్వవస్థీకరణ జరగాలని ముఖ్యమంత్రి ఆదేశించారు. నగరంలో ప్రజలు ఎదుర్కునే సమస్యలన్నింటిలో హైడ్రా క్రియాశీలంగా వ్యవహరించాలని స్పష్టం చేశారు.
దాదాపు రెండు వేల కిలోమీటర్ల జీహెచ్ఎంసీ పరిధిలో ఉన్న చెర్వులు, కుంటలను పరిరక్షించటం, సిటీలోని నాలాలు, ప్రభుత్వ ఆస్తులు ఆక్రమణలకు గురవకుండా కాపాడే కీలక బాధ్యతలను ఈ విభాగమే చేపట్టాలని నిర్ణయించారు. దీంతో పాటు హోర్డింగులు, ఫ్లెక్సీల నియంత్రణ, తాగు నీటి పైపులైన్లు, విద్యుత్తు సరఫరా లైన్లు, డ్రైనేజీలు, వరద నిర్వహణ, ట్రాఫిక్ నియంత్రణ వ్యవహారాలన్నింటిలోనూ ఈ విభాగం సేవలను అందిస్తుంది. అందుకు వీలుగా ఈ విభాగం పునర్వ్యవస్థీకరణ, సిబ్బంది, విధులు, నిధుల కేటాయింపు, బాధ్యతలపై ముసాయిదా సిద్ధం చేయాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి ప్రభుత్వ ప్రధాన కార్యదర్శి శాంతికుమారిని ఆదేశించారు.
మూసీ రివర్ డెవెలప్మెంట్ ప్రాజెక్టు పనులను వేగవంతం చేయాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆదేశించారు. ఈ ప్రాజెక్టు హైదరాబాద్ సిటీకి అంతర్జాతీయ ఖ్యాతి తెచ్చేలా తీర్చిదిద్దాలనే ప్రభుత్వ లక్ష్యానికి అనుగుణంగా పని చేయాలని అధికారులను సీఎం అప్రమత్తం చేశారు.
హైదరాబాద్ సిటీలోని చారిత్రక ప్రాధాన్యమున్న కట్టడాలు, శిథిలమైన నిర్మాణాలను పునరుద్ధరించేందుకు తగిన చర్యలు చేపట్టాలని సీఎం ఆదేశించారు. సిటీ లైబ్రరీ, చార్మినార్ సమీపంలోని ఆయుర్వేద హాస్పిటల్, నిజామిమా అబ్జర్వేరటరీ, గుడిమల్కాపూర్ కోనేరు లాంటి వివిధ చారిత్రక ప్రదేశాలపై జీహెచ్ఎంసీ పవర్ పాయింట్ ప్రజంటేషన్ను ప్రదర్శించింది. వాటిని పర్యాటకంగా అభివృద్ధి చేసేందుకు ఉన్న వివిధ మార్గాలను అన్వేషించాలని సీఎం సూచించారు. వీటిలో మూసీ రివర్ డెవెలప్మెంట్ ప్రాజెక్టులో అనుసంధానం చేసేందుకు వీలైన వాటిని గుర్తించి, అందులోనే జోడించాలని సీఎం సూచించారు. ప్రభుత్వ ప్రధాన కార్యదర్శి శాంతికుమారి, మున్సిపల్ అడ్మినిస్టేషన్ అండ్ అర్భన్ డెవలప్ మెంట్ ప్రిన్సిపల్ సెక్రటరీ దానకిషోర్, జీహెచ్ఎంసీ కమిషనర్ అమ్రాపాలి, జీహెచ్ఎంసీ విజిలెన్స్ విపత్తు నిర్వహణ కమిషనర్ ఏవీ రంగనాథ్, హైదరాబాద్ వాటర్ బోర్డు ఎండీ అశోక్ రెడ్డి ఈ సమావేశంలో పాల్గొన్నారు.
