- CM to hold another meeting on BC quota before the start of the budget session of the Assembly
Chief Minister Sri A Revanth Reddy ordered the officials to prepare an action plan to increase the BC (Backward Classes) quota in the upcoming Local Body Panchayat elections.
The Chief Minister held a review on the proposal to enhance the BC quota in the local body elections at the Secretariat on Monday. The CM asked the officials to furnish the details of the implementation of reservation in the Panchayat elections and also the proposal to increase the quota in the upcoming elections.
The officials explained to the Chief Minister the procedure followed in the last panchayat elections and the preparations being made for the upcoming panchayat elections. The CM inquired the officials about the requirement of time to complete the already approved Cast Census and the conduct of local body elections on the basis of the outcome of the caste census.
Officials told the CM that the caste census was already conducted in Karnataka in 2015 and in Bihar in 2023. The details of the caste census in Andhra Pradesh have not been released yet. Officials explained that the caste enumeration format adopted by the central government in 2011 has 53 columns and it will take at least five and half months to complete the caste census by adding three more columns.
The Chief Minister ordered the officials to prepare an action plan to increase the BC quota as well as to conduct the elections at the earliest to avoid delay in the release of central funds to the local bodies. The CM discussed the issue of increasing reservation elaborately in the meeting.
Deputy Chief Minister Mallu Bhatti Vikramarka, Health and Family Welfare Minister Damodara Rajanarasimha, BC Welfare Minister Ponnam Prabhakar, Rural Development Minister Sitakka, Finance Minister Konda Surekha, Chief Minister’s Advisor Vem Narender Reddy, MLC Thi Namar Mallanna, former state minister K Janareddy, BC Commission Chairman Vakulabharanam Krishnamohan also expressed their views on the feasibility of enhancement of reservations.
Former minister Jana Reddy explained the procedures adopted in the erstwhile united Andhra Pradesh and in the Telangana state in the conduct of the Panchayat elections, cases filed in the Supreme Court on BC reservations in the local body elections by various states, judgments and consequences.
In a response, CM Revanth Reddy said that a timeline should be prepared in the implementation of reservations in panchayat elections. The officials have been asked to consult the experts in the Panchayat Raj Act including Jana Reddy and retired department officials to clear the doubts arise and the Advocate General in the case of legal matters. The CM ordered a study on the implementation of reservations in the local body elections in other states. The Chief Minister said that he will call another meeting before the commencement of the budget session of the state assembly and take a final decision on increasing reservation based on the report prepared by the officials early

హైద‌రాబాద్‌: స్థానిక సంస్థ‌ల ఎన్నిక‌ల్లో బీసీ రిజర్వేషన్ల పెంపున‌కు సంబంధించి కార్యాచ‌ర‌ణ ప్ర‌ణాళిక రూపొందించాల‌ని ముఖ్య‌మంత్రి రేవంత్ రెడ్డి ఆదేశించారు. పంచాయ‌తీల ఎన్నికలకు సంబంధించి బీసీ రిజర్వేషన్ల పెంపుపై స‌చివాల‌యంలో ముఖ్య‌మంత్రి రేవంత్ రెడ్డి అధ్య‌క్ష‌త‌న సోమ‌వారం స‌మీక్ష నిర్వ‌హించారు. ఈ సంద‌ర్భంగా రాష్ట్రంలో పంచాయ‌తీ ఎన్నిక‌ల్లో రిజర్వేషన్ల అమ‌లు, రాబోయే ఎన్నిక‌ల్లో వాటి పెంపున‌కు సంబంధించిన అంశాల‌ను వెల్ల‌డించాల‌ని ముఖ్య‌మంత్రి రేవంత్ రెడ్డి అధికారుల‌కు సూచించారు.
గ‌త పంచాయ‌తీ ఎన్నిక‌ల అనుసరించిన విధానం, రానున్న పంచాయ‌తీ ఎన్నికలకు స‌న్న‌ద్ధ‌మ‌వుతున్న తీరును అధికారులు ముఖ్య‌మంత్రికి వివ‌రించారు. ఇప్ప‌టికే కుల గ‌ణ‌నకు ఆమోదం తెలిపినందున, దాని ఆధారంగా పంచాయ‌తీ ఎన్నికలకు వెళితే ఎలా ఉంటుంద‌ని, అందుకు ఎంత స‌మ‌యం తీసుకుంటార‌ని ముఖ్య‌మంత్రి అధికారుల‌ను ప్ర‌శ్నించారు.
క‌ర్ణాట‌క‌లో 2015 లో, బిహార్‌లో 2023లో కుల గ‌ణ‌న చేశార‌ని, ఆంధ్ర‌ప్ర‌దేశ్‌లో కుల గ‌ణ‌న చేసిన వివ‌రాలు ఇంకా బ‌య‌ట‌పెట్ట‌లేద‌ని అధికారులు వివ‌రించారు. 2011లో కేంద్ర ప్ర‌భుత్వం అనుసరించిన కుల గ‌ణ‌న ఫార్మాట్ 53 కాల‌మ్స్‌తో ఉంద‌ని, దానికి మ‌రో మూడు కాల‌మ్స్ జోడించి కుల గ‌ణ‌న చేప‌డితే క‌నీసం అయిదున్న‌ర నెల‌ల స‌మ‌యం ప‌డుతుంద‌ని అధికారులు వివ‌రించారు.
బీసీ రిజర్వేషన్ల పెంపుతో పాటు స్థానిక సంస్థ‌ల‌కు కేంద్ర ప్ర‌భుత్వం నుంచి వ‌చ్చే నిధులు ఆగిపోకుండా త్వ‌ర‌గా ఎన్నిక‌లు నిర్వ‌హించేందుకు అవ‌స‌ర‌మైన ప్ర‌ణాళిక సిద్ధం చేయాలని ముఖ్య‌మంత్రి ఆదేశించారు. స‌మావేశంలో రిజర్వేషన్ల పెంపు అంశంపై సుదీర్ఘ చ‌ర్చ సాగింది.

ఉమ్మ‌డి రాష్ట్రం నుంచి తెలంగాణ‌లో జ‌రిగిన పంచాయ‌తీ ఎన్నిక‌ల వ‌ర‌కు అనుసరించిన విధానాలు, వివిధ రాష్ట్రాల స్థానిక సంస్థ‌ల ఎన్నిక‌ల్లో బీసీ రిజ‌ర్వేష‌న్ల‌పై సుప్రీంకోర్టులో దాఖ‌లైన కేసులు, వాటి తీర్పులు, ప‌ర్య‌వ‌సానాల‌ను మాజీ మంత్రి జానారెడ్డి వివ‌రించారు. అనంత‌రం ముఖ్య‌మంత్రి రేవంత్ రెడ్డి స్పందిస్తూ పంచాయ‌తీ ఎన్నిక‌ల్లో రిజర్వేషన్ల అమ‌లుకు ఇప్ప‌టి వ‌ర‌కు అనుసరించిన విధానాల‌పై కాల క్ర‌మ ప‌ట్టిక రూపొందించాల‌ని, ఏవైనా సందేహాలు వ‌స్తే మాజీ మంత్రి జానారెడ్డితో పాటు పంచాయ‌తీరాజ్ శాఖ నిపుణులు, మాజీ ఉన్న‌తాధికారుల స‌ల‌హాలు తీసుకోవాల‌ని, చ‌ట్ట‌ప‌ర‌మైన విష‌యాల్లో అడ్వ‌కేట్ జ‌న‌ర‌ల్ తో చ‌ర్చించాల‌ని సూచించారు. మిగ‌తా రాష్ట్రాలు రిజర్వేషన్ల విష‌యంలో అనుస‌రిస్తున్న విష‌యాల‌పై అధ్య‌య‌నం చేయాలని ఆదేశించారు. త్వ‌ర‌గా ఆయా అంశాల‌పై నివేదిక రూపొందిస్తే శాస‌న‌స‌భ స‌మావేశాల‌కు ముందే మారోసారి స‌మావేశ‌మై ఈ అంశంపై తుది నిర్ణ‌యం తీసుకుందామ‌ని ముఖ్య‌మంత్రి అన్నారు.
