- “Job Calendar” will be released after discussion in budget session
- Examination dates of Group -2 and DSC will be reviewed
Chief Minister Sri A Revanth Reddy made it clear that the government is committed to filling all the vacancies in the government departments and ready to take decisions to address the issues raised by the job aspirants. The Chief Minister asked the unemployed not to fall prey to the conspiracies hatched by some political parties and vested interests. The CM assured that the government will take appropriate decisions ensuring no legal hurdles are faced again due to the sudden change of rules during the examination period. The CM cautioned the unemployed would be meted out injustice and the present job notifications will also be cancelled if the government made wrong decisions like in the previous government.
The government has already issued notifications to fill 28,942 posts as promised to the unemployed, CM Revanth Reddy said that his government cleared all legal hurdles pending for years to fill Group -1, Group 2 and Group -3 posts. The government is putting all efforts to fill the vacancies by conducting the exams as per the job calendar. The CM announced that the job calendar will be released after discussion in the upcoming budget session of the state legislative Assembly. The Chief Minister assured that the job calendar will be prepared in such a way that the job aspirants will not face any difficulties to appear for other job recruitment exams which are being conducted by the central government and other recruitment boards.
CM Revanth Reddy accused the political parties of playing with the lives of the unemployed for political gains when the government is striving hard to render justice to the job aspirants. The CM said that the unemployed youth will suffer more and the official process for recruitment will be stopped if the government takes decisions contrary to the provisions in the notifications under the pressure of political conspiracies.
CM Revanth Reddy held a meeting on job notifications today ( Friday). Bhongir MP Ch Kiran Reddy, MLC Balmuri Venkat, Youth Congress State President Shivsena Reddy, Sama Rammohan Reddy, Professor Riaz, Teachers JAC Harshvardhan Reddy, OU student leaders Changani Dayakar, Manavatarai, Bala Lakshmi, Charakonda Venkatesh, Kalva Sujatha and others participated in the meeting.
During the three hour long meeting, the CM inquired about the demands and concerns of the unemployed. Soon after the meeting, the chief minister called Chief Secretary Santhi Kumari and other top officials and discussed the demands raised by the unemployed and the ways to solve them. The meeting reviewed the demand for the selection of candidates at the rate of 1:100 in the place of 1: 50 in the Group One mains examination. The officials explained to the CM that the group 1 examination was postponed for two times due to paper leakage and wrong decisions taken by the previous government. The Congress government withdrew a petition from the Supreme Court and issued fresh notification for Group One by adding more posts.
Four lakh candidates appeared for the Group 1 prelims examination which was conducted after a gap of 12 years. The TGPSC ( Telangana Public Service Commission) conducted the preliminary examination in a strict manner recently. According to the notification, the selection for mains will be done on the basis of merit in the prelims at the rate of 50 candidates for each post.
Officials explained to the CM that the present rules permitted 50 candidates, based on merit in the prelims, for each post to appear for the mains exams. The threat of court intervention is not ruled out if the rules are amended to select 100 candidates for each post and the risk of cancellation of notification is also there again. The officials told the CM changing the provisions in the notification will also not be legally valid. The officials brought to the notice of the CM the comments made by the High Court when the Group 1 examination was cancelled for the second time. The officials said that the State High Court cancelled the examination for a single reason the biometric system was not followed as per the then notification issued. The officials also explained the judgment delivered by the Supreme Court in the case of UPSC v. Gaurav Dwivedi in 1999. The Supreme Court made it clear that giving opportunities to more people than mentioned in the notification, will do injustice to those who are already qualified.
The CM and officials also deliberated on the increase of Group 2 and Group 3 posts. The officials informed CM Revanth Reddy that increasing the posts while the examination process is on will be a violation of the notification and the chance of court intervention will be plenty. The government increased the number of group one posts because the Group 1 notification was issued afresh. There is no such flexibility to increase the posts in the Group 2 and Group 3 notifications.
The leaders of the student union brought to the attention of the CM that the candidates are losing out as the Group 2 and DSC examinations are being held back to back. They said that DSC exams are being held from July 17 to August 5 and the Group 2 exams will be on August 7 and August 8. As a result, the job aspirants are facing difficulty in preparation. The CM assured them that the government would discuss with the TGPSC and the Education Department about the exam dates and take a further decision.
ప్రభుత్వ ఉద్యోగాల భర్తీ విషయంలో రాష్ట్ర ప్రభుత్వం కృత నిశ్చయంతో ఉందని, తప్పకుండా నిరుద్యోగులకు మేలు జరిగే నిర్ణయాలు తీసుకుంటుందని ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి స్పష్టం చేశారు. కొన్ని రాజకీయ పార్టీలు, స్వార్థపూరిత శక్తుల కుట్రలకు నిరుద్యోగులు బలి కావద్దని నిరుద్యోగులకు సూచించారు. పరీక్షలు జరుగుతున్న సమయంలో ఇష్టమొచ్చినట్లు నిబంధనలు మార్చితే తలెత్తే చట్ట పరమైన అంశాలను పరిగణనలోకి తీసుకొని ప్రభుత్వం తగు నిర్ణయం తీసుకుంటుందని హామీ ఇచ్చారు. గత ప్రభుత్వం చేసినట్లు తప్పుడు నిర్ణయాలు తీసుకుంటే నిరుద్యోగులకు న్యాయం జరగకపోగా.. ఇప్పుడున్న నోటిఫికేషన్లు కూడా రద్దయ్యే ప్రమాదముందని ఆందోళన వ్యక్తం చేశారు.
నిరుద్యోగులకు ఇచ్చిన హామీ ప్రకారం తమ ప్రభుత్వం ఇప్పటికే 28,942 ఉద్యోగ నియామకాలు చేపట్టిందని గుర్తు చేశారు. ఏళ్లకు ఏళ్లుగా పెండింగ్ లో ఉన్న గ్రూప్ 1, గ్రూప్ 2, గ్రూప్ 3 నియామకాలకు ఉన్న కోర్టు చిక్కులన్నింటిని అధిగమించిందని చెప్పారు. జాబ్ క్యాలెండర్ ప్రకారం పోటీ పరీక్షలు నిర్వహించి, ఉద్యోగాలు భర్తీ చేసేందుకు ప్రయత్నిస్తున్నామన్నారు. శాసనసభ బడ్జెట్ సమావేశాల్లోనే లో చర్చించి జాబ్ క్యాలెండర్ విడుదల చేస్తామని ముఖ్యమంత్రి చెప్పారు. కేంద్ర ప్రభుత్వ నియామక పరీక్షలు, వివిధ బోర్డులు నిర్వహించే పరీక్షలతో ఆటంకాలు ఏర్పడకుండా నిరుద్యోగులకు పూర్తి న్యాయం జరిగేలా క్యాలెండర్ రూపొందిస్తామన్నారు. ఇంత కీలకంగా తమ ప్రభుత్వం నిరుద్యోగుల విషయంలో కసరత్తు చేస్తుంటే కొందరు మాత్రం రాజకీయ ప్రయోజనాల కోసం నిరుద్యోగుల జీవితాలతో చెలగాటమాడుతున్నారని మండిపడ్డారు. కొందరు చేసే కుట్రలతో నోటిఫికేషన్లలోని నిబంధనలకు విరుద్ధంగా నిర్ణయాలు తీసుకుంటే ఉద్యోగాలు భర్తీ చేసే ప్రక్రియ నిలిచిపోయి, నిరుద్యోగులు మరింత నష్టపోతారని సీఎం స్పష్టం చేశారు.
నిరుద్యోగుల ఆందోళనల దృష్ట్యా శుక్రవారం సాయంత్రం ముఖ్యమంత్రి తన నివాసంలో సమావేశం ఏర్పాటు చేశారు. భువనగిరి ఎంపీ చామల కిరణ్ రెడ్డి, ఎమ్మెల్సీ బల్మూరి వెంకట్, యూత్ కాంగ్రెస్ రాష్ట్ర అధ్యక్షుడు శివసేనారెడ్డి, సామ రామ్మోహన్రెడ్డి, పవన్ మల్లాది, ప్రొఫెసర్ రియాజ్, టీచర్ల జేఏసీ హర్షవర్ధన్రెడ్డి, ఓయూ విద్యార్థి నాయకులు చనగాని దయాకర్, మానవతారాయ్, బాల లక్ష్మి, చారకొండ వెంకటేష్, కాల్వ సుజాత తదితరులు సమావేశంలో పాల్గొన్నారు. దాదాపు మూడు గంటల పాటు జరిగిన ఈ సమావేశంలో నిరుద్యోగులకు సంబంధించిన డిమాండ్లు, జరుగుతున్న ఆందోళనలను గురించి సీఎం అడిగి తెలుసుకున్నారు. వెంటనే ప్రభుత్వ ప్రధాన కార్యదర్శి శాంతికుమారితో పాటు సంబంధిత అధికారులను పిలిపించి మాట్లాడారు. నిరుద్యోగులు లేవనెత్తిన డిమాండ్లను పరిష్కరించేందుకు ఉన్న సాధ్యాసాధ్యాలపై చర్చించారు.
గ్రూప్ 1 పరీక్షకు ఒక్కో పోస్టుకు 1:50 నిష్పత్తి చొప్పున కాకుండా 1:100 చొప్పున మెయిన్స్కు ఎంపిక చేయాలనే డిమాండ్ పై ఈ సందర్భంగా సుదీర్ఘంగా చర్చ జరిగింది. గత ప్రభుత్వం 2022లో వేసిన గ్రూప్ 1 పరీక్ష పేపర్ల లీకేజీ, తప్పుడు నిర్ణయాల కారణంగా రెండు సార్లు వాయిదా పడిందని, కొత్త ప్రభుత్వం అధికారంలోకి రాగానే సుప్రీంకోర్టులో ఉన్న ఈ పిటిషన్ వెనక్కి తీసుకుందని అధికారులు సీఎంకు వివరించారు. పాత నోటిఫికేషన్ను రద్దు చేసి అదనంగా మరిన్ని పోస్టులతో కొత్త నోటిఫికేషన్ జారీ చేసిందని చెప్పారు. పన్నెండేండ్ల తర్వాత చేపట్టిన గ్రూప్ 1 పరీక్షకు నాలుగు లక్షల మంది అభ్యర్థులు పోటీ పడ్డారు.. ఇటీవలే ప్రిలిమినరీ పరీక్షను టీజీపీఎస్సీ పకడ్బందీగా నిర్వహించిందని చెప్పారు. నోటిఫికేషన్ ప్రకారం ప్రిలిమ్స్ లో మెరిట్ ఆధారంగా ఒక్కో పోస్టుకు 50 మంది చొప్పున మెయిన్స్ కు ఎంపిక జరుగుతుందని వివరించారు. ఇప్పుడు 100 మందిని ఎంపిక చేసేలా నిబంధనలను సవరిస్తే కోర్టులు జోక్యం చేసుకునే ప్రమాదముందని, అదే జరిగితే మొత్తం నోటిఫికేషన్ మళ్లీ నిలిచిపోతుందని అధికారులు వివరించారు. నోటిఫికేషన్లో ఉన్న నిబంధనలను మార్చితే న్యాయపరంగా చెల్లుబాటు కాదని సీఎంకు వివరించారు. గ్రూప్ 1 పరీక్ష రెండోసారి రద్దయినప్పుడు హైకోర్టు చేసిన వ్యాఖ్యలను సీఎం దృష్టికి తీసుకెళ్లారు. అప్పటి నోటిఫికేషన్లో ఉన్న బయో మెట్రిక్ పద్ధతిని ఎందుకు పాటించ లేదనే ఏకైక కారణంతో రాష్ట్ర హైకోర్టు పరీక్షను రద్దు చేసిందని గుర్తు చేశారు. 1999లో యూపీఎస్సీ వర్సెస్ గౌరవ్ ద్వివేది కేసులో సుప్రీంకోర్టు ఇచ్చిన తీర్పును ఉదాహరించారు. నోటిఫికేషన్లో పేర్కొన్న దానికంటే ఎక్కువ మందికి అవకాశమిస్తే.. ముందుగా ఉన్నవాళ్లకు అన్యాయం జరిగినట్లే అని సుప్రీంకోర్టు స్పష్టం చేసిందన్నారు.
గ్రూప్ 2, గ్రూప్ 3 పోస్టుల పెంపు మీద కూడా చర్చ జరిగింది. పరీక్షల ప్రక్రియ కొనసాగుతున్న సమయంలో పోస్టులు పెంచటం కూడా నోటిఫికేషన్ ను ఉల్లంఘించినట్లే అవుతుందని, అప్పుడు కూడా కోర్టులు జోక్యం చేసుకునే పరిస్థితి ఉంటుందని సీఎం దృష్టికి తీసుకెళ్లారు. గ్రూప్ 1 కు కొత్త నోటిఫికేషన్ ఇచ్చినందున పోస్టుల సంఖ్య పెంచటం సాధ్యమైందని, గ్రూప్ 2, గ్రూప్ 3 నోటిఫికేషన్లకు అలాంటి వెసులుబాటు లేదని చెప్పారు.
గ్రూప్ 2, డీఎస్సీ పరీక్షలు ఒకదాని వెంటే ఒకటి ఉండటంతో అభ్యర్థులు నష్టపోతున్నారని విద్యార్థి సంఘం నాయకులు సీఎం దృష్టికి తీసుకెళ్లారు. జులై 17నుంచి ఆగస్టు 5వ తేదీ వరకు డీఎస్సీ పరీక్షలు ఉన్నాయని, ఆ వెంటనే 7, 8 తేదీల్లో గ్రూప్ 2 ఉండటంతో ప్రిపరేషన్ను ఇబ్బంది పడుతున్నారని చెప్పారు. పరీక్షల తేదీల విషయంలో టీజీపీఎస్సీ, విద్యాశాఖతో చర్చించి తదుపరి నిర్ణయం తీసుకుంటామని సీఎం వారికి హామీ ఇచ్చారు.
