Chief Minister Sri A Revanth Reddy expressed concern that drug abuse has become a big social menace in villages and towns. Earlier, illicit liquor (Gudumba) was a big social problem in the state. No matter what level we reach and become rich, our children’s well being is important. What if children become addicted to drugs, the CM said pointing out that ganja is being smuggled into Telangana from Andhra-Odisha Border (AOB). The CM asked the police to remain vigilant at the state borders and prevent ganja smuggling into the state.
The Chief Minister spoke in the meeting at the Command Control Center (CCC) attended by Inspectors and the higher officers of the three commissioners in the limits of Greater Hyderabad. Departments like CBCID, ACB, Greyhounds and Octopus have been formed in the police department to deal with the emerging challenges. Now, the Cyber Security Bureau and Anti-Narcotics Bureau have been formed as cyber crimes and drugs are ruining society. The CM advised the police to equip them with the necessary capabilities to curb drug and cyber crimes. The Central Government brought new laws in place of IPC and CRPC and the police officials should be fully aware of them and also undergo necessary training. New challenges from society can be faced only after undergoing advanced training.
Union Home Department and other states are seeking Telangana’s help for additional information when terrorist activities, arrests, or bomb blasts occur anywhere in the country. Telangana police got nationwide recognition for their skills in identifying criminals and their moves and preparing plans to stop those crimes. The Chief Minister suggested that police should develop new skills to deal with the criminals coming abroad like our products exported and foreign products imported after liberalization, privatization, and globalization. The Chief Minister expressed concern that Telangana was formed through protracted struggles and did not get the expected results in ten years. People are becoming addicted to drugs like ganja.
The Chief Minister recounted his experiences. “When we went to interact with the family of one victim in Singareni Colony and the doctor victim in Outer Ring Road, they all said that they were addicted to ganja. Many parents are complaining that their children are going to corporate schools and are addicted to drugs. The Chief Minister said that the main reason for the situation is that the police system is focusing on political surveillance and neglected such crimes in society.
No need for excess surveillance
Chief Minister Revanth Reddy stressed the need to reduce surveillance on the political system and monitor crimes and arrest the criminals. The CM made it clear to the DGP that he did not need excessive security and that there was no need to give high priority to anyone, including himself, in providing security. Sometimes, Police show too much enthusiasm in providing security and other matters. The same enthusiasm and energy should be shown in controlling the crime. The Chief Minister observed that children of police families are not excelling and the main reason is the officials spend less time with their children due to being busy with their duties. The CM proposed to set up police schools for police children similar to the military schools. A police school will be set up in 50 acres of land belonging to Greyhounds. It will offer free education from 6th to PG. Children of Home Guard to DGP are allowed to pursue their studies in the special schools.
The CM said that police should request transfers only based on performance and their hard work. The Government will recognize those who are capable. Sandeep Sandilya is an example who only got extended his tenure even after retirement

CM Revanth Reddy said that the children of policemen find it difficult to disclose their family background. The reason is that society has a different opinion on the police system. The opinion should be changed and our behavior should be such that the children feel proud to say that their father and brothers are from the police department. His elder brother Bhupal Reddy worked as a constable in Wanaparthy and educated him. He reached the level of Chief Minister today only because of his elder brother’s upbringing. The problems being faced by police will not be solved lifetime if he does not solve them as CM in his present tenure. Police enjoyed great respect when he was a ZPTC member. Efforts should be made to restore the pride of the police. SHOs play a key role in crime control and the role of high authorities is only supervision. The officials should know this reality and bring a good reputation to the police.
Hyderabad is a Telangana brand
CM Revanth Reddy said that Hyderabad is the brand of Telangana and Hyderabad Police is the heart of Telangana. The CM warned the state will suffer a big loss if the crime is not controlled in the city. Police officials have been asked to remember their responsibility every day and protect the brand image of Hyderabad.

ఒకప్పుడు గుడుంబా పెద్ద సమస్యని, ఇప్పుడు అది లేదని, ప్రస్తుతం పల్లె, పట్టణం తేడా లేకుండా డ్రగ్స్ సమాజాన్ని పట్టి పీడిస్తున్నాయని ముఖ్యమంత్రి రేవంత్ రెడ్డి ఆవేదన వ్యక్తం చేశారు. మనం ఏ స్థాయిలో ఉన్నా, ఎంత సంపాదించినా మన పిల్లలు బాగుండాలని కోరుకుంటామని, ఆ పిల్లలే డ్రగ్స్ బారిన పడితే ఎలా ఉంటుందని ఆయన ప్రశ్నించారు. తెలంగాణకు ఆంధ్ర-ఒడిశా సరిహద్దు (ఏవోబీ) నుంచి గంజాయి వస్తోందనే సమాచారం ఉందని ముఖ్యమంత్రి తెలిపారు. చొరబాట్లు, ఇతర సమస్యలు రాకుండా దేశ సరిహద్దుల్లో సైన్యం ఎలా అప్రమత్తంగా ఉంటుందో, పహారా కాస్తుందో, అలాగే రాష్ట్ర సరిహద్దుల్లోనూ పోలీసులు అలా అప్రమత్తంగా ఉండి, పహారా కాసి తెలంగాణలోకి గంజాయి మొక్క, డ్రగ్స్ రాకుండా చూడాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి సూచించారు. హైదరాబాద్ నగరంలోని మూడు కమిషనరేట్ల పరిధిలోని ఇన్స్పెక్టర్లు, ఆపై స్థాయి అధికారులతో కమాండ్ కంట్రోల్ సెంటర్ (సీసీసీ)లో మంగళవారం ఏర్పాటు చేసిన సమావేశంలో ముఖ్యమంత్రి రేవంత్ రెడ్డి ప్రసంగించారు.
మారుతున్న కాలానికి అనుగుణంగా పోలీసు శాఖలో సీబీసీఐడీ, ఏసీబీ, గ్రేహౌండ్స్, అక్టోపస్ వంటి విభాగాలు ఏర్పాటు చేశారని, ప్రస్తుతం సైబర్ నేరాలు, డ్రగ్స్ సమాజాన్ని పట్టి పీడిస్తున్నందున సైబర్ సెక్యూరిటీ బ్యూరో, యాంటీ నార్కొటిక్స్ బ్యూరో ఏర్పాటయ్యాయన్నారు. డ్రగ్స్, సైబర్ నేరాలు పట్టిపీడిస్తున్నందున వాటిని అరికట్టేందుకు అవసరమైన సామర్థ్యాలను అందిపుచ్చుకోవాలని పోలీసులకు ముఖ్యమంత్రి సూచించారు. ఐపీసీ, సీఆర్పీసీల స్థానంలో కేంద్ర ప్రభుత్వం కొత్త చట్టాలు తెచ్చినందున వాటిపైనా పూర్తి అవగాహన తెచ్చుకోవాలని, అందుకు అవసరమైన శిక్షణ తీసుకోవాలని ముఖ్యమంత్రి సూచించారు. అలా శిక్షణ పొందినప్పుడే సమాజం నుంచి నూతనంగా ఏర్పాటయ్యే సవాళ్లను ఎదుర్కొవచ్చని ముఖ్యమంత్రి అభిప్రాయపడ్డారు.. దేశంలో ఎక్కడ తీవ్రవాద, ఉగ్రవాద కదలికలు, అరెస్టులు అయినా, బాంబు పేలుళ్లు జరిగినా అదనపు సమాచారం కోసం కేంద్ర హోం శాఖ నుంచి ఆయా రాష్ట్రాల పోలీసులు తెలంగాణ ఎస్ఐబీ సహకారం కోరతారని ముఖ్యమంత్రి గుర్తుచేశారు. మన రాష్ట్ర పోలీసు, హైదరాబాద్ పోలీసుపై అందరికీ నమ్మకం ఉందని, నేరగాళ్ల ఆలోచనను, వాళ్లు వేసే ఎత్తుగడలను ముందే గుర్తించి ఆ నేరాలను అరికట్టే ప్రణాళిక రచించి, అందుకు అవసరమయ్యే శిక్షణ పొందుతున్నందునే తెలంగాణ పోలీసుకు జాతీయ స్థాయి గుర్తింపు ఉందని ముఖ్యమంత్రి అన్నారు.
లిబరలైజేషన్, ప్రైవేటైజేషన్, గ్లోబలైజేషన్తో మన ఉత్పత్తులు విదేశాలకు, విదేశీ ఉత్పత్తులు మన దేశానికి వస్తున్నట్లే, నేరగాళ్లు సైతం విదేశాల నుంచే ఇక్కడ నేరాలకు పాల్పడుతున్నారని, వాటిని సమర్థంగా ఎదుర్కోవడానికి అవసరమైన నైపుణ్యాలు పెంపొందించుకోవాలని ముఖ్యమంత్రి సూచించారు. పోరాటాలతో ఏర్పడిన తెలంగాణలో పదేళ్లలో ఆశించిన ఫలితాలు రాకపోవడంతో గంజాయి వంటి మాదకద్రవ్యాలకు బానిసలుగా మారుతున్నారని ముఖ్యమంత్రి ఆవేదన వ్యక్తం చేశారు. ఈ సందర్భంగా ముఖ్యమంత్రి తన అనుభవాలను గుర్తు చేసుకున్నారు. సింగరేణి కాలనీలో ఒక బాధితుని కుటుంబాన్ని, ఔటర్ రింగు రోడ్డులో ఒక బాధితుడైన డాక్టర్ను పరామర్శించడానికి వెళితే వారంతా గంజాయికు అలవాటైన వారి వలనే తాము బాధితులుగా మరినట్లు తెలిపారన్నారు. తమ పిల్లలు కార్పొరేట్ స్కూళ్లకు వెళుతున్నారని, తాము రూ.వందల కోట్లు సంపాదించినా ఉపయోగం లేకుండాపోయిందని, తమ పిల్లలు డ్రగ్స్కు అలవాటు పడ్డారని పలువురు తల్లిదండ్రలు ఆవేదన వ్యక్తం చేస్తున్నారని తెలిపారు. ఇందుకు ప్రధాన కారణం పోలీసు వ్యవస్థ రాజకీయ నిఘాపై శ్రద్ధ పెట్టి నేరగాళ్లను వదిలివేయడమేనని ముఖ్యమంత్రి అన్నారు.
మితిమీరిన భద్రత వద్దు…
రాజకీయ వ్యవస్థపై నిఘా తగ్గించి నేరాలపై నిఘా పెట్టి నేరగాళ్లను పట్టుకోవాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి సూచించారు. సమాజంలో ఉన్న ప్రజలు ఎన్నుకుంటేనే తాము ప్రజా ప్రతినిధులుగా వచ్చామని, తమకు మితిమీరిన సెక్యూరిటీ అవసరం లేదని, ఎవరికి ఎంత అవసరమో అంతే సెక్యూరిటీ ఇవ్వాలని, భద్రత విషయంలో తనతో సహా ఎవరికీ అధిక ప్రాధాన్యం ఇవ్వాల్సిన అవసరం లేదని డీజీపికి ముఖ్యమంత్రి స్పష్టం చేశారు. భద్రత, ఇతర విషయాల్లో కొన్ని సార్లు పోలీసుల అతి ఉత్సాహం చూపుతారని, ఆ ఉత్సాహం, శక్తి నేరాల నియంత్రణపై చూపాలని ముఖ్యమంత్రి హితవు పలికారు. పోలీసు కుటుంబాల పిల్లలు రాణించలేరనే అపవాదు సమాజంలో ఉందని, ఇందుక ప్రధాన కారణం విధుల్లో పడి కుటుంబాలకు, పిల్లలకు సరైన సమయం కేటాయించకపోవడమే కారణమని ముఖ్యమంత్రి అన్నారు. అందుకే సైనిక స్కూళ్ల మాదిరే పోలీసు పిల్లల కోసం పోలీసు స్కూళ్లు ఏర్పాటు చేస్తామని ముఖ్యమంత్రి రేవంత్ రెడ్డి వెల్లడించారు. గ్రేహౌండ్స్కు చెందిన 50 ఎకరాల స్థలంలో పోలీసు స్కూల్ ఏర్పాటు చేస్తామని, ఆరు నుంచి పీజీ వరకు ఉచిత విద్య అందులో ఉంటుందని, హోంగార్డు నుంచి డీజీపీ పిల్లల వరకు చదువుకోవచ్చని ముఖ్యమంత్రి తెలిపారు. సామర్థ్యం, పని తీరుతోనే బదిలీలు కోరుకోవాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి సూచించారు. సామర్థ్యం ఉన్నవారిని తమ ప్రభుత్వం గుర్తిస్తుందని, అందుకు సందీప్ శాండిల్య ఉదాహారణ, తన ప్రభుత్వంలో రిటైర్ అయిన వారిని పదవీ కాలం పొడిగించిందని ఒక్క సందీప్ శాండిల్యకేననే విషయం గుర్తుంచుకోవాలన్నారు.
నేను పోలీసు కుటుంబం నుంచే వచ్చా…
పోలీసుల పిల్లలు తాము పోలీసుల కుటుంబాల నుంచి వచ్చామని చెప్పుకునేందుకు ఇబ్బంది పడతారని, అందుకు కారణం పోలీసు శాఖపై సమాజంలో ఉన్న అభిప్రాయమేనని ముఖ్యమంత్రి అన్నారు. ఆ అభిప్రాయం మారాలని, తన తండ్రి, తన అన్న పోలీసు అని గర్వంగా చెప్పుకునేలా మన ప్రవర్తన ఉండాలని ఆయన సూచించారు. తన అన్న భూపాల్ రెడ్డి వనపర్తిలో కానిస్టేబుల్ గా పని చేసి తనను చదివించారని, తన అన్న పెంపకంతోనే తాను ఈ రోజు ముఖ్యమంత్రి స్థాయికి వచ్చానని ఆయన వెల్లడించారు. తాను ముఖ్యమంత్రిగా ఉన్నప్పుడే పోలీసు శాఖ సమస్యలు పరిష్కరించుకోకుంటే జీవితకాలంలో అవి పరిష్కారం కావన్నారు. తాను జడ్పీటీసీ సభ్యునిగా ఉన్నప్పుడు పోలీసు అధికారులంటే ఒక గౌరవం, భయం ఉండేదని, క్రమంగా అది పడిపోయిందని, దానిని పునరుద్ధరించేలా ప్రయత్నించాలని సూచించారు. నేరాల నియంత్రణలో ఎస్హెచ్వోలే కీలక పాత్ర అని, పైఅధికారుల పని పర్యవేక్షణ మాత్రమేనని, ఈ విషయం గుర్తించి పోలీసులకు వన్నెతెచ్చేలా పని చేయాలని ముఖ్యమంత్రి సూచించారు.
తెలంగాణ బ్రాండ్ హైదరాబాద్..
తెలంగాణ బ్రాండే హైదరాబాద్ అని, హైదరాబాద్ పోలీసు అంటే తెలంగాణకు గుండెకాయ అని ముఖ్యమంత్రి రేవంత్ రెడ్డి అన్నారు. నగరంలో నేరాలను నియంత్రించకపోతే, అరాచకాలను అరికట్టకపోతే రాష్ట్రానికి తీవ్రమైన నష్టం వాటిల్లుతుందని మఖ్యమంత్రి అన్నారు. పోలీసులు అంతా తమ బాధ్యతను ప్రతి రోజు గుర్తుపెట్టుకొని హైదరాబాద్ బ్రాండ్ ఇమేజిని కాపాడాలని ఆయన కోరారు.
