Good Morning Friends…
Today is a delightful day for four crore people. It has been completed 10 years in the achievement of statehood for Telangana and self-respect. On this occasion, I pay tributes to the Telangana martyrs who sacrificed their lives to the cause of the separate state.
I am extending special gratitude to the then Prime Minister Sri Manmohan Singh and UPA Chairperson Smt Sonia Gandhi on behalf of the Telangana community for fulfilling the long-cherished dream of separate Telangana state after six decades. My heartfelt greetings to all Telangana people on Telangana Independence Day.
Freedom is very much part of the Telangana way of life. Telangana never tolerated bondage. Our philosophy is to spread love and question domination. We can endure hunger but we will not tolerate losing our freedom. As Dasarathi said” Telangana is a humble community, but also revolts if we mete out injustice. Telangana will not turn a blind eye if democracy is to be destroyed in the guise of welfare”.
Famous poet Kaloji says, ” We chase away the non locals if they betray us. If a local betrays us, we will bury them alive”.

My government accorded first priority to the restoration of freedom in the “ Praja palana” started on December 7, 2023. Barbed fences and iron grills have been removed. Demolished the high-rise walls between the rulers and the ruled. We brought a regime which is accessible to the people from the municipal councillor to the chief minister. We have proved that we are servants and not rulers. Pragati Bhavan has been renamed as Mahatma Jyoti Rao Phule Praja Bhavan and opened its doors to the public. We are conducting a Praja Vani program every Tuesday and Friday at Praja Bhavan. The government listens directly to people’s problems and addresses their grievances. Common man is also visiting the Secretariat. We lift the ban on holding dharnas at Dharna Chowk at Indira Park. We have given freedom to the media and respect the opposition. We provide an opportunity to review the deficiencies in our decisions and be ready to correct the mistakes. We are not working under the illusion that we are all powerful and intelligent. We are taking everyone’s advice and suggestions, discussing and moving forward. Our government’s top priority is to deliver freedom, social justice and equal opportunities to the people.
Geographically, the aspiration of the formation of Telangana was fulfilled on June 2, 2014. It does not mean we have reached the goal. The achievement of Telangana will only be significant when the goals of the movement and the aspirations of the martyrs are fulfilled. The decennial celebrations of the formation day are an occasion to review the fulfillment of the people’s aspirations and hopes. I will not go into political criticism, but we can lay the foundations for the future only when we review history. It is a wiser decision to identify the mistakes and correct them.

During the 10 years of rule, Telangana has suffered 100 years of destruction. It was not just physical destruction but also fundamental freedom has been assaulted. Social justice was denied. The wealth of the state, which should belong to all the people, has gone into the hands of a few. Telangana culture and traditions were destroyed. Economic destruction was visible. It was all past. Today, the Telangana government is elected by the people and for the people. This is the first formation day celebration in the people’s government. It is the reason today holds a special place in the history of Telangana.
We invited Smt Sonia Gandhi, who fulfilled the Telangana people’s aspirations, as a guest to the state formation day celebrations. Someone asked in what capacity Sonia Gandhi was invited. Does it require permission to invite the mother to the child’s home? We recognized Mahatma Gandhi as the father of the nation in what position? As long as the history of Telangana exists, Sonia Gandhi is being recognized and respected as the mother by Telangana society. A strong bond between mother and this land is above politics.
On the auspicious occasion of the decennial celebrations of the state formation day, the people’s government has taken some key decisions towards fulfilling the aspirations of the martyrs and the dreams of the people.
Cultural revival and Economic revival. These two are the key points to rebuild the destroyed Telangana state. Our government is taking steps in that direction.

Culture is the identity of any race or community. It is the responsibility of governments to protect that culture. Our culture and history is rich from Bonam to Bathukamma and from armed struggle to the statehood movement. From Sammakka Saralamma to Jogulamba, from Bhadradri lord Sitarama to Komuram Bheem, Telangana has a rich historical heritage with martyrs’ sacrifices and rights movements. This culture and history should be revived.
Even after ten years of Telangana, we still do not have a Telangana song. We strongly hoped that the song “Jaya Jayahe Telangana Janani Jayaketanam”, which ignited the spirit of the movement, would be the state song at the time of the formation of the Telangana state. We believed that this song written by famous poet Andesri will be the state song. As per the wishes of the people, we are proudly announcing the song “Jaya Jayahe Telangana…” as the official song of the Telangana state from today. This is the first step towards cultural renaissance.
Emblem reflect a nation’s history. The entire history of the nation is embedded in the emblem alone. Telangana means struggle during the statehood movement and it should be reflected in the official emblem of the state. The people’s government is working out on creating a new state emblem. We are working on creating a new emblem taking into consideration the suggestions and advice from various communities.
The People’s Government already decided to use TG in the official orders of the government, abbreviations of companies and vehicle registration as well as abbreviations representing the state. During the movement, people decided to use TG as the abbreviation of the state. The youth also tattooed the letters TG on their hearts. Respecting their aspirations and wishes, the People’s Government decided to restore TG in place of TS.
“Janani janmabhoomischa swargadapi gariyasi”… it means that the mother and the land which gives us birth are greater than heaven. Telangana Talli is the embodiment of aspirations of four crore people. If we see Telangana Talli, our mothers should come into our thoughts. An average Telangana rural woman will be the replica of Telangana Talli who is a hard worker and generous. Taking these lines into consideration, the design of Telangana Talli statue will be designed. Telangana Talli statue will be prepared to reflect the aspirations of the people. It is part of a cultural renaissance. These decisions are not against anyone and it reflects only the aspirations of the Telangana community.
Revival of State Economy
Revival of the state economy is the need of the hour to increase the state’s wealth and distribute the same to the poor. The state economy was completely ruined when my government came to power. The debt burden on the state was mounted to Rs 7 lakh crore. We presented a white paper in the Assembly and explained the facts to the people. Besides strengthening the economic condition, the government will also give priority to the welfare and development of the state. We are giving salaries to government employees and pensioners on the first day of every month.
Green Telangana 2050
My government is laying a strong foundation by conceiving long term plans for future generations. We are preparing the “Green Telangana – 2050 Master Plan” for the entire Telangana. We are dividing the state into three zones. The area within Hyderabad Outer Ring Road (ORR) is Urban Telangana and the area between Outer Ring Road and Regional Ring Road (RRR) will be Sub Urban Telangana. Rural Telangana is defined as the area from the Regional Ring Road to the borders of Telangana state. Under the mega plan, the government will clearly announce where the development should take place in the three zones and what kind of infrastructure should be built.
Musi Riverfront Development project
The government envisaged plans to transform the river Musi catchment area into an employment generation zone through the Musi riverfront development project. Rs 1000 crore have already been allocated for this. The new project will definitely enhance the brand image of Hyderabad and reach it to another level. There are three dimensions to this: tourism, economy and environment. Musi will also fetch irrigation needs of the erstwhile Rangareddy and Nalgonda districts. The government already announced the Metro Rail expansion plan to meet the growing transportation needs of the people. We will try to complete the Regional Ring Road at the earliest. We are giving first priority to irrigation projects to provide more water at lower cost. We will take certain decisions for the revival of the state economy.
Stringent measures against Drugs
State government resolved to free the Telangana state from drug abuse and the word ‘drug’ should be erased from the state. The government is acting tough against drugs and ganja. TSNAB has been given full powers to curb drug smuggling and also provided sufficient funds to root out drug menace. I have been persistent in eradicating drugs since it is very much related to the future of the youth. Drug free Telangana is not only the commitment of the government but personally I also give priority.
Praja Palana
Our idea is to bring governance at the people’s doorsteps. We have received applications for the implementation of Abhaya Hastam guarantees from 28 December 2023 to 6 January 2024 through Indiramma Gram Sabhas. 1. 28 crore people applied for Mahalakshmi, Indiramma houses, Griha Jyoti, Cheyuta and Rythu Bharosa schemes. One crore nine thousand applications are under scrutiny (excluding duplicate applications). The process of computerizing and resolving these applications is underway.
2 Guarantees implemented in 48 hours
Within 48 hours of coming to power, we started implementing two guarantees. Government provided free bus travel facilities for women, girls and Transgenders. This scheme provides an opportunity for women to travel anywhere in the state free of cost. The number of RTC buses also increased in view of growing demand for free bus travel.
Congress is holding the patent of Rajiv Aarogyasri scheme. It was the Congress government that made corporate medical care available to the poor for the first time through this scheme. This scheme saved lakhs of lives in the erstwhile united Andhra Pradesh. Government increased the scheme benefit to Rs 10 lakh from Rs 5 lakh from December 9, 2023. The government is committed to modernizing government hospitals.
Telangana Public Service Commission was revamped to conduct the competitive exams to provide jobs to the youth in a transparent manner. Within 70 days of coming to power, 30,000 youths have been given job recruitment documents at LB Stadium. Group-1 notification has been issued. The preliminary examination is being held on June 9th this year. We also issued a notification for Mega DSC to fill 11,062 posts. The age limit has been increased from 44 to 46 years. Vacancies will be filled in the government departments.
Indiramma houses…
Lakhs of people in the state are waiting for their own houses. Government launched the Indiramma housing scheme to fulfil the dreams of people in the presence of Lord Sitarama temple in Bhadrachalam. Rs 22,500 crore rupees will be spent to construct 4,50,000 houses for the poor in the current year. We are giving 3,500 houses to each constituency. Government will also provide financial assistance of Rs 5 lakh for those who do not have a housing plot and to those who already possessed a piece of land to construct their own house.
Reforms in education
The State Government is determined to promote Telangana as an education hub. It has been decided to set up model schools with international standards in each mandal headquarter. Steps are being taken to establish Skill University. A team of officials already visited and studied in Delhi, Odisha and Gujarat.
Government is strengthening infrastructure, construction of special toilets for girls, provision of safe drinking water and electricity in 26,825 schools under the Amma Adarsha Schools programme. We have allocated Rs 1135 crore for the purpose. Government entered into an agreement with the Tata Group to set up technical skill training centers in 50 ITIs in the state.
Government committed to make the farmer ‘king’
My government strongly believes that if the farmer is happy, the state will flourish. We have a history of providing free electricity and loan waiver to farmers in the past. The people’s government is continuing that track record. As part of the financial assistance scheme for farmers, we have deposited Rs 7,500 crore in the accounts of 69 lakh people. Recently, we have given compensation of 10,000 per acre in case of crop damage due to untimely rains. Government opened 7,245 centers for paddy procurement and also purchased damaged paddy without any conditions. Government initiated stern action to curb the sale of spurious seeds. We are providing 24 hours uninterrupted, quality power to agriculture and also solving the land ownership issues by launching a special drive on Dharani portal.
Record break in power supply
My government is supplying uninterrupted power for domestic and industrial needs. There is no need to express doubts about the power supply. State has set a new record of the supply of 298.19 million units of power on March 6 this year. It is unprecedented in the history of the state. We are giving free electricity up to 200 units to the poor households.
Global Investments
During the Davos visit, we signed agreements with global investors to invest Rs 40,000 crore in the state. This is a big record in the history of the state in attracting investments. Government began action to execute these agreements. Thus, this government is committed to the creation of employment for our youth.
Women empowerment
Our commitment is to promote one crore women as millionaires through Mahalakshmi scheme. We will provide a proper marketing facility for products made by the women groups. We handed over the order of sewing the students’ uniforms to women’s groups and launched the scheme of supplying cooking gas at Rs 500 per cylinder.

Telangana is facing many challenges. Water sharing for Telangana from river Krishna and Godavari needs to be resolved. The water sharing issue was pending even after 10 years. The people’s government’s idea is to mount pressure on the union government and get the state’s due share of water and prepare plans to develop irrigation facilities efficiently. From today onwards, the city of Hyderabad will no longer be the joint capital of the two states of AP and Telangana. We will resolve the issues related to division of assets between AP and Telangana at the earliest.

Telangana should be developed as a guiding force and a role model for the world. The Telangana flag should be flown proudly in the country and abroad. Once, we sang the song “Palle Kanneru Pedutundo…”. The rural areas of Telangana, which once sang with anguish, should now bloom with green pastures, dairy, crops and see the smiles on the farmers’ faces. Youth who migrated to towns from villages for livelihoods should become a force to display our competence to the world. Telangana should prove that it competes not only with other states but the world also. We have the power, stamina, intelligence, determination and the history of sacrifices. Telangana is nothing short of and Hyderabad is our brand. The city of Hyderabad should develop as the world’s number one brand. My strong desire is to make Telangana a destination for the world. It requires the blessings of four crore people and the cooperation of political, administrative, press, judicial and social systems. Everyone should think every moment in this direction and I wish you all extend full cooperation to the people’s government…

మిత్రులారా…
నాలుగు కోట్ల ప్రజల హృదయాలు ఆనందంతో ఉప్పొంగే పర్వదినం ఇది. తెలంగాణ అస్తిత్వానికి, ఆత్మగౌరవానికి పట్టాభిషేకం జరిగి దశాబ్ద కాలం పూర్తయింది. రాష్ట్ర సాధన కోసం ప్రాణాలు అర్పించిన అమరులకు ఈ సందర్భంగా నివాళి అర్పిస్తున్నాను.
ఆరు దశాబ్దాల మన కలను నిజం చేసిన నాటి ప్రధాన మంత్రి శ్రీ మన్మోహన్ సింగ్, నాటి యూపీఏ ఛైర్ పర్సన్ శ్రీమతి సోనియాగాంధీ లకు తెలంగాణ సమాజం తరపున ప్రత్యేక కృతజ్ఞతలు తెలుపుతూ… అందరికి తెలంగాణ ఆవిర్భావ దినోత్సవ శుభాకాంక్షలు.
స్వేచ్ఛ తెలంగాణ జీవన శైలిలో భాగం. బానిసత్వాన్ని తెలంగాణ భరించదు. ప్రేమను పంచడం, పెత్తనాన్ని ప్రశ్నించడం మన తత్వం. ఆకలినైనా భరిస్తాం కానీ, స్వేచ్ఛను హరిస్తే సహించం. దాశరథి చెప్పినట్టు తెలంగాణ అమాయకపు నెరజాణే కానీ… అన్యాయం జరిగితే తిరగబడే నైజం కూడా మనకు ఉంది. సంక్షేమం ముసుగులో ప్రజాస్వామ్యాన్ని చెరబట్టాలని చూస్తే తెలంగాణ భరించదు.
“ప్రాంతేతరుడు ద్రోహం చేస్తే పొలిమేరల వరకు తరిమికొడతాం… ప్రాంతం వాడే ద్రోహం చేస్తే ప్రాణాలతోనే పాతిపెడతాం” అన్న కవి కాళోజీ మాటలు అక్షర సత్యాలు.

డిసెంబర్ 7, 2023న ప్రారంభమైన ప్రజా పాలనలో స్వేచ్ఛ పునరుద్ధరణకు మొదటి ప్రాధాన్యత ఇచ్చాం. ముళ్ల కంచెలు, ఇనుప గోడలు తొలగించాం. పాలకులు, పాలితుల మధ్య గోడలు బద్దలు కొట్టాం. మున్సిపల్ కౌన్సిలర్ నుండి… ముఖ్యమంత్రి వరకు ప్రజలకు అందుబాటులో ఉండే పాలన తెచ్చాం. మేం సేవకులం తప్ప పాలకులం కాదన్న నిజాన్ని నిరూపించాం. ప్రగతి భవన్ ను మహాత్మ జ్యోతిరావు పూలే ప్రజా భవన్ గా పేరు మార్చి… ప్రజలకు అందుబాటులోకి తెచ్చాం. అక్కడ ప్రతి మంగళ, శుక్రవారాల్లో ప్రజావాణి కార్యక్రమాన్ని నిర్వహిస్తున్నాం. ప్రజల సమస్య నేరుగా విని, పరిష్కరిస్తున్నాం. సచివాలయంలోకి ఈ రోజు సామాన్యుడు కూడా రాగలిగే పరిస్థితి తెచ్చాం. ఇందిరాపార్కులో ధర్నాచౌక్ కు అనుమతి ఇచ్చాం. మీడియాకు స్వేచ్ఛను ఇచ్చాం. ప్రతిపక్షానికి గౌరవం ఇచ్చాం. మా నిర్ణయాల్లో లోటుపాట్ల సమీక్షకు అవకాశం ఇస్తున్నాం. తప్పులు జరిగితే సరిదిద్దుకోవడానికి సిద్ధంగా ఉన్నాం. మేమే సర్వ జ్ఞానులం అన్న భ్రమలు లేవు. అందరి సలహాలను, సూచనలను స్వీకరించి, చర్చించి ముందుకు వెళుతున్నాం. ప్రజలకు స్వేచ్ఛ, సామాజిక న్యాయం, సమాన అవకాశాలు ఇవ్వాలన్నది మా ప్రభుత్వ ప్రాధాన్యత.

జూన్ 2, 2014 నాడు తెలంగాణ భౌగోళిక ఆకాంక్ష నెరవేరింది. అంతటితో మనం లక్ష్యాన్ని చేరినట్టు కాదు. ఉద్యమ లక్ష్యాలు, అమరుల ఆశయాలు సాధించిన నాడే తెలంగాణ సాధనకు సార్థకత వస్తుంది. దశాబ్ద కాలం అన్నది ఒక మైలురాయి. ప్రజల ఆశలు, ఆశయాలు నెరవేర్చడంలో మనం ఎక్కడ ఉన్నాం అన్నది సమీక్షించుకోవాల్సిన సందర్భం ఈ దశాబ్ది ఉత్సవం. నేను రాజకీయ విమర్శల జోలికి పోను కానీ, చరిత్రను సమీక్షించుకున్నప్పుడే భవిష్యత్ కు పునాదులు వేసుకోగలం. తప్పొప్పులను గుర్తించి, దిద్దుబాటు చేసుకోవడం విజ్ఞుల లక్షణం.

పదేండ్ల పాలనలో తెలంగాణ వందేళ్ల విధ్వంసానికి గురైంది. భౌతిక విధ్వసం మాత్రమే కాదు. తెలంగాణ మూల స్వభావమైన స్వేచ్ఛ పై దాడి జరిగింది. సామాజిక న్యాయం మేడిపండు చందంగా మారింది. ప్రజలందరికీ చెందాల్సినరాష్ట్ర సంపద గుప్పెడు మంది చేతుల్లోకి చేరింది. తెలంగాణ సంస్కృతి సాంప్రదాయాలు విధ్వంసానికి గురయ్యాయి. ఆర్థిక విధ్వంసం సంగతి చెప్పనక్కర్లేదు. ఇది గతం…
ప్రజలే, ప్రజల కోసం, ప్రజల చేత ఎన్నుకోబడిన ప్రభుత్వం ఇప్పుడు తెలంగాణలో ఉంది. ప్రజా ప్రభుత్వంలో జరుపుకుంటున్న మొదటి ఆవిర్భావ దినోత్సవం ఇది. అందుకే ఈ ఆవిర్భావ దినోత్సవానికి చరిత్రలో ప్రత్యేక స్థానం ఉంటుంది.

తెలంగాణ ప్రదాత, మనకు మాతృ సమానురాలైన శ్రీమతి సోనియాగాంధీ గారిని ఈ పండుగకు ప్రత్యేక అతిథిగా ఆహ్వానించాం. ఏ హెూదాలో సోనియాగాంధీ గారి ని ఆహ్వానించారని అడుగుతున్నారు. బిడ్డ ఇంట్లో శుభకార్యానికి తల్లికి హెూదా కావాలా?! తల్లిని ఆహ్వానించడానికి బిడ్డకు ఒకరి పర్మిషన్ అవసరమా?! ఏ హెదా ఉందని, ఏ పదవిలో ఉన్నారని మహాత్మా గాంధీని మనం జాతిపితగా గుర్తించుకున్నాం?! తెలంగాణ చరిత్ర ఉన్నంత వరకు శ్రీమతి సోనియాగాంధీని ఈ సమాజం తల్లిగా గుర్తించి, గౌరవిస్తుంది. ఈ గడ్డతో ఆ తల్లి బంధం రాజకీయాలకు అతీతం.

ఈ రెండు ఇప్పుడు తెలంగాణ భవిష్యత్ నిర్మాణానికి కీలకాంశాలు. ఆ దిశగా మన ప్రభుత్వం అడుగులు వేస్తోంది.

ఏ జాతికైనా తన సంస్కృతే తన అస్తిత్వం. ఆ సంస్కృతిని కాపాడటం ప్రభుత్వాల బాధ్యత. బోనం నుండి బతుకమ్మ వరకు… సాయుధ పోరాటం నుండి స్వరాష్ట్ర ఉద్యమం వరకు మన సంస్కృతి, మన చరిత్ర గొప్పవి. సమ్మక్క సారలమ్మ నుండి జోగులాంబ వరకు… భద్రాద్రి రాముడు నుండి కొమురం భీం వరకు, అమరుల త్యాగాలు, హక్కుల ఉద్యమాల వంటి వాటితో తెలంగాణ గొప్ప చారిత్రక వారసత్వాన్ని కలిగి ఉంది. ఈ సంస్కృతికి, చరిత్రకు పునరుజ్జీవనం జరగాలి.

తెలంగాణ వచ్చి పదేండ్లైన ఇప్పటికీ మనకు రాష్ట్ర గీతం లేదు. ఉద్యమ కాలంలో ఉవ్వెత్తున స్ఫూర్తిని రగిలించిన… “జయ జయహే తెలంగాణ జననీ జయకేతనం…” గేయమే మన రాష్ట్ర అధికార గీతం కావాలని ఆ నాడు ఆశించాం. సహజ కవి అందెశ్రీ రచించిన ఈ గేయం మన రాష్ట్ర గేయంగా ఉంటుందని విశ్వసించాం. ప్రజల ఆకాంక్షల మేరకు ఈ పర్వదినాన “జయ జయహే తెలంగాణ…” గీతాన్ని రాష్ట్ర అధికారిక గీతంగా సగర్వంగా ప్రకటిస్తున్నాం. ఇది సాంస్కృతిక పునరుజ్జీవనానికి తొలి అడుగు.

చిహ్నం ఒక జాతి చరిత్రకు అద్దంపడుతుంది. జాతి చరిత్ర మొత్తం నిక్షిప్తమై ఉండేది చిహ్నంలో మాత్రమే. తెలంగాణ అంటే ధిక్కారం, పోరాటం. రాష్ట్ర అధికారిక చిహ్నంలో అది ప్రతిబింబించాలి. ఆ దిశగా ప్రజా ప్రభుత్వం నూతన చిహ్నాన్ని రూపొందించే పనిలో ఉంది. వివిధ వర్గాల నుండి వచ్చిన సూచనలు, సలహాలు పరిగణనలోకి తీసుకుని నూతన చిహ్నాన్ని రూపొందించే పనిలో ఉన్నాం. అదే విధంగా…
ప్రభుత్వ అధికారిక ఉత్తర్వులు, సంస్థల సంక్షిప్త పేర్లు, వాహన రిజిస్ట్రేషన్ లో రాష్ట్రాన్ని సూచించే సంక్షిప్త అక్షరాలుగా TG ఉండాలని ప్రజా ప్రభుత్వం నిర్ణయించింది. ఉద్యమ సమయంలో TG నే రాష్ట్ర సంక్షిప్త అక్షరాలుగా ప్రజలు నిర్ధారించుకున్నారు. యువత తమ గుండెలపై TG అక్షరాలను పచ్చబొట్లుగా పొడిపించుకున్నారు. వారి ఆకాంక్షల మేరకు TS స్థానంలో TG ని పునరుద్ధరిస్తు ప్రజా ప్రభుత్వం నిర్ణయం తీసుకుంది.
జననీ జన్మభూమిశ్చ స్వర్గాదపి గరీయసీ… అంటే, జన్మనిచ్చిన తల్లి, జన్మనిచ్చిన భూమి స్వర్గం కంటే గొప్పవి అని అర్థం. తెలంగాణ తల్లి నాలుగు కోట్ల ప్రజల ఆకాంక్షల ప్రతిరూపంగా ఉండాలి. ఆ తల్లిని చూస్తే… మన కన్నతల్లి యాదిలోకి రావాలి. సగటు తెలంగాణ గ్రామీణ మహిళ రూపమే… తెలంగాణ తల్లి ప్రతిరూపంగా ఉండాలి. తెలంగాణ తల్లి కష్టజీవి… కరుణామూర్తి. ఈ రూపురేఖలతో తెలంగాణ తల్లి రూపానికి పునరుజ్జీవనం జరగాలి. త్వరలో ప్రజల ఆకాంక్షలను ప్రతిబింబించేలా తెలంగాణ తల్లి రూపం సిద్ధం అవుతుంది. ఇది సాంస్కృతిక పునరుజ్జీవనంలో భాగం.
ఈ నిర్ణయాలు ఎవరికీ వ్యతిరేకం కాదు. ఒక జాతి ఆకాంక్షలకు ప్రతిరూపం మాత్రమే.
ఆర్థిక పునరుజ్జీవనం:

రాష్ట్ర సంపద పెంచి, పేదలకు పంచడానికి ఆర్థిక పునరుజ్జీవనం జరగాల్సిన అవసరం ఉంది. మేం అధికారం చేపట్టేనాటికి రాష్ట్ర ఆర్థిక వ్యవస్థ పూర్తిగా విధ్వంసమై ఉంది. 7 లక్షల కోట్ల రూపాయల అప్పుల ఊబిలో తెలంగాణ ఉంది. శాసనసభలో శ్వేత పత్రం పెట్టి వాస్తవాలు ప్రజల ముందు ఉంచాం. ఆర్థిక క్రమశిక్షణకు ప్రాధాన్యత ఇస్తూనే సంక్షేమం, అభివృద్ధిలో రాజీ పడటం లేదు. ప్రభుత్వ ఉద్యోగులు, పెన్షనర్లకు మొదటి తారీఖునే వేతనాలు ఇస్తున్నాం..
గ్రీన్ తెలంగాణ 2050
స్వల్పకాలిక ఆలోచనలు కాదు… దీర్ఘ కాలిక ప్రణాళికలతో భవిష్యత్ కు పునాదులు వేస్తున్నాం. మొత్తం తెలంగాణకు “గ్రీన్ తెలంగాణ 2050 మాస్టర్ ప్లాన్” తయారు చేస్తున్నాం. రాష్ట్రాన్ని మూడు జోన్లుగా విభజిస్తున్నాం. హైదరాబాద్ ఔటర్ రింగ్ రోడ్డు పరిధిలో ఉన్న ప్రాంతం అర్బన్ తెలంగాణ, ఔటర్ రింగ్ రోడ్డు నుండి రీజినల్ రింగ్ రోడ్డు మధ్య ప్రాంతం సబ్ అర్బన్ తెలంగాణ, రీజినల్ రింగ్ రోడ్డు నుండి తెలంగాణ రాష్ట్ర సరిహద్దుల వరకు ఉన్నది గ్రామీణ తెలంగాణగా నిర్ధారించాం. మూడు జోన్లలో ఎక్కడ ఎలాంటి అభివృద్ధి జరగాలి… ఎక్కడ ఏ రకమైన మౌలిక సదుపాయాల కల్పన జరగాలన్నది ఈ మెగా ప్రణాళికలో విస్పష్టంగా ప్రకటిస్తాం.
మూసీ సుందరీకరణ…

మూసీ సుందరీకరణ పథకం ద్వారా పరివాహక ప్రాంతాన్ని ఉపాధి కల్పన జోన్గా తీర్చిదిద్దబోతున్నాం. దీని కోసం ఇప్పటికే వెయ్యి కోట్ల రూపాయలు కేటాయించాం. హైదరాబాద్ బ్రాండ్ ఇమేజ్ ను ఈ పథకం మరోస్థాయికి తీసుకువెళ్లుతుందనడంలో సందేహం లేదు. పర్యాటకం, ఆర్థికం, పర్యావరణం ఈ మూడు కోణాలు ఇందులో ఉన్నాయి. ఎగువన ఉన్న ఉమ్మడి రంగారెడ్డి, దిగువన ఉన్న ఉమ్మడి నల్గొండ జిల్లాలలో సాగునీటి వనరుగా కూడా మూసీ ఉపయోగపడుతుంది. ప్రజల అవసరాలకు తగ్గట్టు మెట్రో విస్తరణ ప్రణాళికను ప్రకటించాం. రీజినల్ రింగ్ రోడ్డు త్వరిత గతిన పూర్తికి ప్రయత్నిస్తాం. తక్కువ ఖర్చుతో, ఎక్కువ నీరు ఇవ్వగలిగే సాగునీటి ప్రాజెక్టులకు తొలి ప్రాధాన్యత ఇస్తున్నాం. రాష్ట్ర ఆర్థిక పునరుజ్జీవనానికి అవసరమైన అన్ని నిర్ణయాలు తీసుకుంటాం.
డ్రగ్స్ పై ఉక్కు పాదం…

తెలంగాణలో డ్రగ్స్ అన్న మాట వినిపించడానికి వీలు లేదని మేం సంకల్పం తీసుకున్నాం.
డ్రగ్స్, గంజాయి విషయంలో ప్రభుత్వం అత్యంత కఠినంగా వ్యవహరిస్తోంది. టీ న్యాబ్ కు పూర్తి సహకారం, స్వేచ్ఛ ఇస్తున్నాం. అవసరమైన నిధులు ఇస్తున్నాం. డ్రగ్స్ విషయంలో ఎంతటి వారు ఉన్నా వదిలే సమస్యే లేదు. ఈ విషయంలో వ్యక్తిగతంగా నేను చాలా పట్టుదలతో ఉన్నాను. ఇది మన యువత భవిష్యత్ కు సంబంధించిన అంశం. అందుకే ఉక్కుపాదంతో అణచివేయాలని సంకల్పించాం. డ్రగ్స్ ఫ్రీ తెలంగాణకు ప్రభుత్వ పరంగానే కాదు… వ్యక్తిగతంగా నేను ప్రాధాన్యత ఇస్తున్నాను.
ఇది ప్రజా పాలన…

పాలన ప్రజల వద్దకు చేర్చాలన్నది మా ఆలోచన. ఇందిరమ్మ గ్రామ సభల ద్వారా 2023 డిసెంబర్ 28 నుండి 2024 జనవరి 6 వరకు అభయ హస్తం గ్యారెంటీల అమలుకు దరఖాస్తులు స్వీకరించాం. మహాలక్ష్మీ, ఇందిరమ్మ ఇళ్లు, గృహజ్యోతి, చేయూత, రైతు భరోసా పథకాల కోసం ఒక కోటీ 28 లక్షల మంది ప్రజలు దరఖాస్తులు చేసుకున్నారు. డూప్లికేట్ దరఖాస్తులు మినహాయించగా కోటి తొమ్మది వేల దరఖాస్తులు మిగిలాయి. ఈ దరఖాస్తులు కంప్యూటరీకరించి, పరిష్కరించే ప్రక్రియ నడుస్తోంది.
48 గంటల్లో రెండు గ్యారెంటీలు…

అధికారంలోకి వచ్చిన 48 గంటల్లోనే రెండు గ్యారెంటీల అమలుకు శ్రీకారం చుట్టాం. ఆడబిడ్డలు, ట్రాన్స్ జెండర్లకు ఉచిత బస్సు ప్రయాణ సౌకర్యం కల్పించాం. పైసా ఖర్చు లేకుండా ఆడబిడ్డలు రాష్ట్రంలో ఎక్కడికైనా ఉచితంగా వెళ్లే అవకాశం ఈ పథకం కల్పిస్తోంది. రద్దీని దృష్టిలో పెట్టుకుని ఆర్టీసీ బస్సుల సంఖ్య పెంచాం.
రాజీవ్ ఆరోగ్య శ్రీ అన్నది కాంగ్రెస్ పేటెంట్. ఈ పథకం ద్వారా తొలి సారి పేదలకు కార్పొరేట్ వైద్యాన్ని అందుబాటులోకి తెచ్చింది కాంగ్రెస్ ప్రభుత్వమే. ఉమ్మడి రాష్ట్రంలోనే ఈ పథకం లక్షలాది మంది ప్రాణాలు కాపాడింది. ఈ పథకాన్ని మరింత సమర్థంగా అమలు చేయడానికి ఐదు లక్షలు ఉన్న పరిధిని డిసెంబర్ 9, 2023 నుండి పది లక్షల రూపాయలకు పెంచి అమలు చేస్తున్నాం. ప్రభుత్వ ఆసుపత్రుల ఆధునీకరణకు ప్రభుత్వం కట్టుబడి ఉంది.
యువత ఉద్యోగ నోటిఫికేషన్లు, పరీక్షల నిర్వహణ పారదర్శకంగా నిర్వహించడానికి తెలంగాణ పబ్లిక్ సర్వీస్ కమిషన్ ను ప్రక్షాళన చేశాం. 70 రోజుల్లోనే 30 వేల మంది యువతకు ఎల్బీ స్టేడియంలో ఉద్యోగ నియామక పత్రాలు అందించాం. గ్రూప్ 1 నోటిఫికేషన్ ఇచ్చాం. ఈ నెల తొమ్మిదిన ప్రాథమిక పరీక్ష జరగబోతోంది. 11,062 పోస్టులతో మెగా డీఎస్సీ నిర్వహణకు నోటిఫికేషన్ ఇచ్చాం. వయో పరిమితిని 44 నుంచి 46 ఏళ్లకు పెంచాం. ప్రభుత్వంలో ఖాళీలను భర్తీ చేస్తాం.
ఇందిరమ్మ ఇళ్లు…

రాష్ట్రంలో లక్షల మంది ప్రజలు సొంత ఇళ్ల కోసం ఎదురు చూస్తున్నారు. వారి కలలు నెరవేర్చేందుకు భద్రాద్రి రాముడి సాక్షిగా ఇందిరమ్మ ఇళ్ల పథకాన్ని ప్రారంభించాం. ఈ ఒక్క ఏడాడే 22,500 కోట్ల రూపాయలు వెచ్చింది… పేదల కోసం 4,50,000 ఇళ్లు నిర్మించబోతున్నాం. ప్రతి నియోజకవర్గానికి 3,500 ఇళ్ల చొప్పున ఇవ్వబోతున్నాం. ఇంటి స్థలం లేని వారికి స్థలం, స్థలం ఉన్న వారికి ఇంటి కోసం 5 లక్షల రూపాయల ఆర్థిక సాయం చేయబోతున్నాం.
విద్యారంగ ప్రక్షాళన
తెలంగాణను ఎడ్యూకేషన్ హబ్ గా తీర్చిదిద్దాలని సంకల్పించాం. ప్రతి మండల కేంద్రంలో అంతర్జాతీయ ప్రమాణాలతో మోడల్ స్కూళ్లను ఏర్పాటు చేయాలని నిర్ణయించాం. స్కిల్ యూనివర్సిటీ ఏర్పాటుకు చర్యలు తీసుకుంటున్నాం. అధికారుల బృందం ఇప్పటికే ఢిల్లీ, ఒడిస్సా, గుజరాత్ రాష్ట్రాల్లో పర్యటించి, అధ్యయనం చేసింది.
అమ్మ ఆదర్శ పాఠశాలల కింద 26,825 పాఠశాలల్లో మౌలిక సదుపాయాల కల్పన, బాలికల కోసం ప్రత్యేక టాయిలెట్లు నిర్మాణం, మంచినీరు, విద్యుత్ సదుపాయం కల్పిస్తున్నాం. దీని కోసం 1135 కోట్ల రూపాయలు కేటాయించాం. రాష్ట్రంలోని 50 ఐటీఐలలో సాంకేతిక నైపుణ్య శిక్షణా కేంద్రాల ఏర్పాటుకు టాటా గ్రూప్ తో ఒప్పందం చేసుకున్నాం.
రైతును రాజును చేయడం మా సంకల్పం

రైతు బాగుంటే రాష్ట్రం పచ్చగా ఉంటుందని విశ్వసించే ప్రభుత్వం ఇది. గతంలో రైతుకు ఉచిత విద్యుత్, రుణమాఫీ చేసిన చరిత్ర మాది. ఆ ట్రాక్ రికార్డును ప్రజా ప్రభుత్వం కొనసాగిస్తోంది. రైతుకు ఆర్థిక సాయం పథకంలో భాగంగా 69 లక్షల మందికి చెప్పిన మాట ప్రకారం 7,500 కోట్ల రూపాయలు వారి ఖాతాల్లో జమ చేశాం. ఇటీవల అకాల వర్షాలతో పంట నష్టం జరిగితే ఎకరాకు 10 వేల రూపాయలు పరిహారం ఇచ్చాం. ధాన్యం సేకరణ కోసం 7,245 కేంద్రాలు తెరిచాం. ఎలాంటి షరతులు లేకుండా తడిసిన ధాన్యం కొంటున్నాం. తరుగు విషయంలో రైతు నష్టపోకుండా చూస్తున్నాం. నకిలీ విత్తనాలపై ఉక్కుపాదం మోపాం. వ్యవసాయానికి 24 గంటల నిరంతరాయ, నాణ్యమైన విద్యుత్ ఇస్తున్నాం. ధరణి పోర్టల్ పై స్పెషల్ డ్రైవ్ పెట్టి సమస్యలు పరిష్కరిస్తున్నాం.
విద్యుత్ సరఫరాలో రికార్డు బ్రేక్

రాష్ట్రంలో విద్యుత్ సరఫరా నిరంతరాయంగా కొనసాగుతోంది. ఈ విషయంలో ఎవరికీ సందేహాలు అవసరం లేదు. రాష్ట్ర చరిత్రలో ఎన్నడూ లేని విధంగా ఈ ఏడాది మార్చి 6 న అత్యధికంగా 298.19 మిలియన్ యూనిట్ల విద్యుత్ సరఫరా చేశాం. రికార్డు సృష్టించాం. పేదల గృహాలకు 200 యూనిట్ల వరకు ఉచితంగా విద్యుత్ ఇస్తున్నాం.

దావోస్ పర్యటనలో భాగంగా 40 వేల కోట్ల రూపాయల పెట్టుబడులకు సంబంధించి ఒప్పందాలు కుదుర్చుకున్నాం. ఇది పెట్టుబడుల ఆకర్షణలో ఒకరికార్డు. ఈ ఒప్పందాలు కార్యరూపం దాల్చడానికి అవసరమైన కార్యచరణ మొదలుపెట్టాం. తద్వారా మన యువత ఉపాధి, ఉద్యోగ కల్పనకు ఈ ప్రభుత్వం కంకణబద్ధమై ఉంది.
ఆడబిడ్డల ప్రభుత్వం ఇది…

మహాలక్ష్మీ పథకం ద్వారా కోటి మంది ఆడబిడ్డలను కోటీశ్వరులను చేయాలన్నది మా సంకల్పం. మహిళలు తయారు చేసే ఉత్పత్తులకు సరైన మార్కెటింగ్ సదుపాయం కల్పిస్తాం. విద్యార్థుల యూనిఫార్మ్స్ కుట్టే ఆర్డర్ మహిళా సంఘాలకే అప్పగించాం. గ్యాస్ బండ ను కేవలం 500 రూపాయలకే ఇచ్చే పథకాన్ని ప్రారంభించాం.

తెలంగాణ ముందు పలు సవాళ్లు కూడా ఉన్నాయి. కృష్ణా, గోదావరి జలాల్లో మన వాటా లెక్క తేల్చాల్సిన అవసరం ఉంది. పదేండ్లైనా నీటి పంపకాలు జరగలేదు. కేంద్రం పై ఒత్తిడి తెచ్చి త్వరగా నీటి వాటాలు సాధించుకుని, సాగునీటి ప్రణాళికలు సమర్ధవంతంగా అమలు చేసుకోవాలన్నది ప్రజా ప్రభుత్వ ఆలోచన. హైదరాబాద్ ఉమ్మడి రాజధానికి ఈ రోజుతో కాలం చెల్లింది. ఆంధ్రప్రదేశ్ తో ఆస్తుల విభజనకు సంబంధించి సమస్యలను సాధ్యమైనంత త్వరగా పరిష్కరించుకుంటాం.

తెలంగాణ ప్రపంచానికి ఒక దిక్సూచి కావాలి. తెలంగాణ విజయ పతాక దేశ విదేశాలలో సగర్వంగా ఎగరాలి. “పల్లె కన్నీరు పెడుతోందో…” అని ఒకనాడు ఆవేదనతో పాడిన తెలంగాణ పల్లెలు ఇకపై పచ్చని పైరులతో, పాడి పంటలతో, రైతుల మొఖాలలో చిరునవ్వులతో వెలగాలి. ఒకనాడు పొట్ట చేత పట్టి పట్నంకు వచ్చిన యువత… రేపటి నాడు ప్రపంచానికి మన సత్తా చాటే శక్తిగా మారాలి. తెలంగాణ ఇతర రాష్ట్రాలతో కాదు ప్రపంచంతో పోటీ పడుతుందని నిరూపించాలి. మనకు శక్తి ఉంది, సత్తువుంది… తెలివి ఉంది, తెగింపు ఉంది, త్యాగాల చరిత్ర ఉంది. ఏం తక్కువ తెలంగాణకు. హైదరాబాద్ మన బ్రాండ్. ప్రపంచ నెంబర్ వన్ బ్రాండ్ గా హైదరాబాద్ ఎదగాలి. తెలంగాణను ప్రపంచానికి డెస్టినేషన్ గా మార్చాలన్న తపన ఉంది. దీనికి నాలుగు కోట్ల ప్రజల ఆశీస్సులతో పాటు… రాజకీయ, పరిపాలన, పత్రికా, న్యాయ, సామాజిక వ్యవస్థల సహకరం కావాలి. ఆ దిశగా ప్రతి ఒక్కరు, ప్రతి క్షణం ఆలోచన చేయాలని… ప్రజా ప్రభుత్వానికి మీ సంపూర్ణ సహకారం అందించాలని కోరుకుంటూ…
