Hon’ble Chief Minister Sri A Revanth Reddy issued orders to the officials to make necessary preparations immediately for the implementation of the Gruha Jyothi and Cooking Gas cylinder at Rs 500 schemes. Tentatively, the Chief Minister decided to launch the two Guarantees on February 27th or 29th. The Chief Minister also issued clear instructions to the officials to ensure that all those who have applied during the Praja Palana programme avail the benefits of the two Guarantees.
Chief Minister Sri A. Revanth Reddy and Deputy Chief Minister Sri Bhatti Vikramarka held a review with the Cabinet Sub-Committee at the Secretariat on Thursday. Ministers Sri N Uttam Kumar Reddy, Sri D Sridhar Babu, Sri Ponguleti Srinivas Reddy and Chief Advisor to Chief Minister Sri Vem Narender Reddy participated in the meeting.
The state government already implemented two of the six Guarantees- the Mahalakshmi scheme, which provides free bus travel for women on TSRTC buses, and enhanced the Arogyasri scheme limit to Rs 10 lakh from Rs 5 lakh. Now, the CM decided to introduce two more guarantees – Gruha Jyothi and Rs 500 Gas cylinder schemes. The Cabinet Sub Committee discussed in detail the arrangements which are being made for the implementation of the two schemes and the procedures to be followed in the execution of the two guarantees.
The Chief Minister ordered the officials to extend the Rs 500 gas cylinder scheme benefit to all eligible applicants in the ‘Praja Palana’ program. The Chief Minister enquired the State Finance and Civil Supplies department officials about the challenges and hurdles to be faced and the possibilities of disbursing the gas subsidy benefit either directly into the accounts of the beneficiaries or to the gas agency. The Chief Minister emphasized a user-friendly mechanism should be adopted where the beneficiary should get the cylinder by paying Rs 500 only and asked the officials to hold talks with the gas distribution agencies. CM Revanth said that arrangements should be made to pay the subsidy amount immediately on behalf of the government to the agencies.
The Chief Minister directed the officials of the Energy Department to implement the Gruha Jyothi scheme in a transparent manner without a scope of doubts and misconceptions. The CM gave clear instructions to the authorities to extend the scheme to all those who possessed a White Ration card and consume below 200 units per month for domestic needs only. The Energy Department has been asked to issue ‘Zero’ electricity bills to all the eligible beneficiaries of the Gruha Jyothi scheme from the first week of March
CM Revanth Reddy suggested that the officials should give an opportunity to the applicants to rectify any errors like wrong card numbers and power connection numbers mentioned in the applications submitted during the Praja Palana. This will help the applicants, who got rejected, to avail the scheme. The electricity bill collection centers and service centers will undertake the correction of the wrong details in the applications. The CM asked the Energy officials to carry out a mass campaign through flexies so that all the people are aware of the scheme implementation in every village. The Gruha Jyothi scheme benefit will be provided to all the eligible people who have corrected the mistakes from next month.
The CM entrusted the officials with the responsibility of ensuring all the eligible people avail of the scheme benefits. The Chief Minister also instructed to open regular counters at MPDO and Tahsildar offices to receive applications continuously from those who did not apply for the Praja Palana programme.

గృహ జ్యోతి, రూ.500లకు గ్యాస్ సిలిండర్ పథకాల అమలుకు వెంటనే సన్నాహాలు చేయాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి అధికారులకు ఆదేశాలు జారీ చేశారు. ఈ నెల 27వ తేదీ లేదా 29వ తేదీన ఈ రెండు పథకాలను ప్రారంభించాలని సూచనప్రాయంగా నిర్ణయించారు. ప్రజాపాలనలో దరఖాస్తు చేసుకున్నవారిలో అర్హులందరికీ లబ్ధి జరిగేలా చూడాలని ముఖ్యమంత్రి స్పష్టమైన ఆదేశాలు జారీ చేశారు.
గురువారం సచివాలయంలో ముఖ్యమంత్రి ఏ.రేవంత్ రెడ్డి, ఉప ముఖ్యమంత్రి భట్టి విక్రమార్కతో కలిసి కేబినేట్ సబ్ కమిటీతో సమీక్ష నిర్వహించారు. మంత్రులు ఉత్తమ్ కుమార్ రెడ్డి, దుద్దిళ్ల శ్రీధర్ బాబు, పొంగులేటి శ్రీనివాస్ రెడ్డి, ముఖ్యమంత్రి సలహాదారుడు వేం నరేందర్ రెడ్డి ఈ సమావేశంలో పాల్గొన్నారు. రాష్ట్ర ప్రభుత్వం అత్యంత ప్రతిష్టాత్మకంగా ప్రకటించిన ఆరు గ్యారంటీల్లో మహిళలకు ఉచిత బస్సు ప్రయాణ సదుపాయం అందించే మహాలక్ష్మి, ఆరోగ్య శ్రీ పరిమితిని రూ.5 లక్షల నుంచి రూ.10 లక్షలకు పెంచే పథకాలు ఇప్పటికే అమల్లోకి వచ్చాయి. ఇప్పుడు మరో రెండు గ్యారంటీలుగా గృహజ్యోతి, గ్యాస్ సిలిండర్ పథకాలను అమలు చేయాలని సీఎం నిర్ణయించారు. ఈ రెండు పథకాల అమలుకు సంబంధించిన ఏర్పాట్లు, అనుసరించాల్సిన విధి విధానాలపై చర్చించారు.
ప్రజా పాలన దరఖాస్తుదారుల్లో అర్హులందరికీ రూ.500కు గ్యాస్ సిలిండర్ అందించాలని సీఎం అధికారులకు సూచించారు. ప్రభుత్వం ఇచ్చే సబ్సిడీని నేరుగా లబ్ధిదారుల ఖాతాకు బదిలీ చేయాలా.. ఏజెన్సీలకు చెల్లించాలా..? అందుకు ఉన్న అడ్డంకులు, ఇబ్బందులు, సాధ్యాసాధ్యాలపై సివిల్ సప్లయిస్, ఆర్థిక శాఖ అధికారులను అడిగి తెలుసుకున్నారు. ఎలాగైనా సరే లబ్ధిదారుడు రూ.500 చెల్లిస్తే సిలిండర్ ఇచ్చేటట్లు చూడాలని, ప్రజలకు అనువైన విధానాన్నిఅనుసరించాలని ముఖ్యమంత్రి రేవంత్ రెడ్డి చెప్పారు. అవసరమైతే గ్యాస్ సిలిండర్ పంపిణీ చేసే ఏజెన్సీలతో చర్చలు జరపాలని సూచించారు. ప్రభుత్వం తరఫున చెల్లించాల్సిన సబ్సిడీ నిధులను వెంట వెంటనే వారికి చెల్లించేందుకు ఏర్పాట్లు చేయాలని చెప్పారు.
అనుమానాలు అపోహాలకు తావు లేకుండా గృహ జ్యోతి పథకాన్ని పారదర్శకంగా అమలు చేయాలని సీఎం విద్యుత్తు శాఖ అధికారులను ఆదేశించారు. తెల్ల రేషన్ కార్డు ఉండి, 200 యూనిట్ల లోపు గృహ విద్యుత్తు వినియోగించే వారందరికీ ఈ పథకం వర్తింపజేయాలని అధికారులకు స్పష్టమైన ఆదేశాలు జారీ చేశారు. మార్చి మొదటి వారం నుంచి విద్యుత్తు బిల్లు జారీ చేసేటప్పుడు అర్హులైన వారందరికీ గృహజ్యోతి పథకం కింద జీరో బిల్లులు జారీ చేయాలని సూచించారు.
ప్రజా పాలనలో ఇచ్చిన దరఖాస్తుల్లో కార్డు నెంబర్లు, కనెక్షన్ నెంబర్ల తప్పుల కారణంగా జీరో బిల్లుకు అర్హత కోల్పోయిన వారెవరైనా ఉంటే.. సవరించుకునే అవకాశమివ్వాలని సీఎం సూచించారు. విద్యుత్తు బిల్లు కలెక్షన్ సెంటర్లు, సర్వీస్ సెంటర్లన్నింటా ఈ సవరణ ప్రక్రియను చేపట్టాలని చెప్పారు. ప్రతి గ్రామంలోనూ ప్రజలందరికీ తెలిసేలా విద్యుత్తు శాఖ తగినంత ప్రచారం కూడా చేపట్టాలన్నారు. తప్పులను సవరించుకున్న అర్హులందరికీ తదుపరి నెల నుంచి ఈ పథకం వర్తింపజేయాలని చెప్పారు.
అర్హులందరికీ ఈ పథకంలో లబ్ధి జరిగేలా చూడాల్సిన బాధ్యత అధికారులదేనని సీఎం స్పష్టం చేశారు. ప్రజా పాలనలో దరఖాస్తు చేసుకోని వారుంటే ఎంపీడీవో, తహసీల్దార్ ఆఫీసుల్లో దరఖాస్తు చేసుకునే అవకాశం నిరంతర ప్రక్రియగా కొనసాగించాలని సీఎం అధికారులను ఆదేశించారు.
