Hon’ble Chief Minister Sri A. Revanth Reddy ordered for a comprehensive probe into the irregularities in the Outer Ring Road (ORR) toll tenders. The Chief Minister expressed anger over the finalization of the tenders at a low price which resulted in a huge revenue loss to the state government. The CM questioned the HMDA officials for calling the tenders without fixing the minimum rate. The Chief Minister ordered a thorough investigation into the whole episode including the involvement of people and the organizations responsible in the tender process. HMDA Joint Commissioner Amrapali has been asked to submit complete details about the irregularities in the tenders, the procedures followed and the movement of the files during the tendering process. The officials are also instructed to register cases against the officials and employees concerned if any files related to ORR tenders are found to be missing. After receiving a full report from HMDA, the government will discuss it in the Cabinet and hand over the issue for a probe to the CBI or the equivalent probing agency.
Chief Minister Sri Revanth Reddy held a review meeting with HMDA officials at the Secretariat on Wednesday. Officials explained to the CM that the total revenue generated from the ORR was Rs. 600 crore per year before calling the toll tenders. The CM inquired why the tender was finalised at a meager Rs. 7,800 crore to the IRB company as against the estimation of Rs. 18,000 crore revenue generation in 30 years period. It is primarily estimated the government incurred a loss of Rs. 15,000 crore due to the tender process adopted by the HMDA. The meeting also discussed how the HMDA prepared the DPR (Detailed Project Report) with two companies and finalized the one which caused huge revenue loss to the government. The Chief Minister is of the strong opinion that the truth will prevail only if a thorough probe is ordered into this matter. The CM also ordered the officials to investigate the transactions of the company, which won the tender, by showing the contract agreement made with the government and handing over 49 percent of its shares to the foreign companies.
Development of ORR and RRR zones, Protection of HMDA Lands:
CM Sri Revanth Reddy directed the officials to consider the area inside the outer ring road (ORR) as a unit and prepare plans for the development of Hyderabad. The CM suggested that the HMDA limits should be extended up to the Regional Ring Road (RRR). Radial roads should be constructed to connect the ORR to the RRR. The CM emphasized top priority should be given to the creation of necessary infrastructure in the newly expanding surrounding municipalities in Hyderabad along with the development of the city. The officials have been asked to prepare a vision document for the development of the city by hiring a special consultancy in tune with the Master Plan-2050.
CM Sri Revanth Reddy asked the officials to pay special focus on the preservation of the Ponds and water bodies in the HMDA limits and also speed up land pooling. The officials are suggested to take the help of District Collectors in land pooling and development of the places and work in tandem with all authorities. About 8374 acres of land parcels have been identified in the HMDA. Out of these, 2031 parcels are in court cases at various levels. The CM suggested that the HMDA lands should be protected from alienation and that mapping of the land should be done by using digital and GPS methods. Measures should be taken to increase the income of HMDA by using its lands under their jurisdiction. Focus should also be laid on the generation of income through advertisements. The appointment of Special officers for land pooling and protecting the land parcels, ponds and water bodies is also discussed in the meeting. The CM suggested that one IPS officer at the DIG level and two SP rank officers should be appointed and give responsibility to them to protect HMDA lands.
The Chief Minister also ordered the officials to conduct a survey whether the places given for community needs in the layouts of Hyderabad, Warangal, Karimnagar and other towns are under their control or have been encroached upon. It is decided to set up Telangana Model schools in these places. The CM also suggested that Model schools should be handed over to the corporate companies who come forward and noted schools. The CM is of the opinion that at least 25 percent quota of students from poor and middle class families in the area should be ensured for free admission so that the Model schools will be opened in all areas.
Like Dubai, Hussain Sagar a World Class Tourist Centre:
The CM floated the idea of making the surrounding areas near the famous Hussain Sagar a pleasant and beautiful tourist zone. The CM suggested that the entire area from Ambedkar statue, NTR Park, Telangana Amarula Jyoti, Necklace Road to Indira Park and Sanjeevayya Park should be made into a world-class tourist attraction centre. The CM asked the officials to remove the encroachments around Hussain Sagar to promote the entire area as a tourist place and city people to enjoy their leisure time here. On the lines of Dubai, the development of sky walk way, food stalls, children’s amusement zone, greenery landscape etc will also be developed. If necessary, vehicular traffic on the entire stretch will be diverted and promote the entire zone as a world class tourist place. The CM instructed the officials to prepare models for a big tourism project in Hyderabad in consultation with international agencies.

అవుటర్ రింగ్ రోడ్డు టోల్ టెండర్లలో జరిగిన అవకతవకలపై సమగ్ర విచారణ చేపట్టాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి ఆదేశాలు జారీ చేశారు. ప్రభుత్వానికి రావాల్సిన భారీ ఆదాయానికి గండి పడేలా తక్కువ రేటుకు టెండర్లు కట్టబెట్టిన తీరుపై ముఖ్యమంత్రి ఆగ్రహం వ్యక్తం చేశారు. కనీస రేట్ నిర్ణయించకుండా టెండర్లు ఎలా పిలిచారని హెచ్ఎండీఏ అధికారులను ప్రశ్నించారు. అందులో ఎవరెవరి ప్రమేయముంది.. ఏయే సంస్థలున్నాయి.. ఎవరెవరు బాధ్యులెవరో అన్ని కోణాల్లో దర్యాప్తు జరపాలని ముఖ్యమంత్రి ఆదేశించారు. ఈ టెండర్లలో జరిగిన అవకతవకలు, అనుసరించిన విధానాలు, ఫైళ్లు కదిలిన తీరుపై పూర్తి వివరాలను సమర్పించాలని హెచ్ఎండీఏ జాయింట్ కమిషనర్ అమ్రా పాలీ కి బాధ్యతలు అప్పగించారు. ఈ వ్యవహారానికి సంబంధించిన ఫైళ్లు ఏవైనా మిస్సయినట్లు గుర్తిస్తే.. వెంటనే సంబంధిత అధికారులు, బాధ్యులైన ఉద్యోగులపై వ్యక్తిగతంగా కేసులు నమోదు చేయాలని ఆదేశించారు. హెచ్ఎండీఏ నుంచి పూర్తి నివేదిక అందిన తర్వాత కేబినేట్లో చర్చించి ఈ టెండర్ల వ్యవహారాన్ని సీబీఐ లేదా అదే స్థాయి మరో దర్యాప్తు సంస్థకు అప్పగిస్తామని సీఎం చెప్పారు. ఈరోజు సచివాలయంలో హెచ్ఎండీఏ అధికారులతో ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి సమీక్ష సమావేశం నిర్వహించారు.
టెండర్లకు ముందు ఔటర్ రింగ్ రోడ్డుపై ప్రతి నెలా గరిష్ఠంగా టోల్ వసూళ్లతో ఏడాదికి రూ.600 కోట్ల ఆదాయం వచ్చేదని అధికారులు సీఎం వివరించారు. అలాంటప్పుడు 30 ఏండ్లకు రూ.18 వేల కోట్ల వరకు ప్రభుత్వానికి ఆదాయం వచ్చేదని కేవలం రూ.7,380 కోట్లకు ఐఆర్ బీ కంపెనీకి ఎలా అప్పగించారని ముఖ్యమంత్రి ఆరా తీశారు. హెచ్ఎండీఏ అనుసరించిన టెండర్ విధానంతోనే ప్రభుత్వం రూ.15 వేల కోట్లకుపైగా నష్టపోయిందని సమావేశంలో ప్రాథమికంగా అంచనాకు వచ్చారు. హెచ్ఎండీఏ రెండు కంపెనీలతో డీపీఆర్ తయారు చేయించటం, ప్రభుత్వ ఆదాయానికి నష్టం తెచ్చే డీపీఆర్ ను ఎంచుకుందని చర్చకు వచ్చింది. అందుకే ఈ వ్యవహారంపై సమగ్రంగా విచారణ చేయిస్తేనే, నిజాలు బయటకు వస్తాయని సీఎం అభిప్రాయపడ్డారు. టెండర్ దక్కించుకున్న కంపెనీ ప్రభుత్వంతో చేసుకున్న కాంట్రాక్టు అగ్రిమెంట్ ను చూపించి 49 శాతం వాటాను విదేశీ కంపెనీలకు అప్పగించిందని, విదేశీ కంపెనీతో ఆ సంస్థ చేసుకున్న లావాదేవీలపై కూడా దర్యాప్తు చేయాలని సీఎం అధికారులను ఆదేశించారు.
అవుటర్ రింగ్ రోడ్డు లోపల వైపు ఉన్న ప్రాంతాన్ని ఒక యూనిట్ గా తీసుకుని హైదరాబాద్ అభివృద్ధికి ప్రణాళికలు తయారు చేయాలని ముఖ్యమంత్రి అధికారులను ఆదేశించారు. క్రమంగా రీజనల్ రింగ్ రోడ్డు వరకు హెచ్ఎండీఏ పరిధిని విస్తరించాలని సూచించారు. అవుటర్ రింగ్ రోడ్డు నుంచి రీజనల్ రింగ్ రోడ్డుకు అనుసంధానం ఉండేలా రేడియల్ రోడ్లు నిర్మించాలని చెప్పారు. ఇప్పటికే అభివృద్ధి చెందిన సిటీతో పాటు కొత్తగా విస్తరిస్తున్న చుట్టుపక్కల మున్సిపాలిటీల్లో అవసరమైన మౌలిక వసతుల కల్పనకు అత్యధిక ప్రాధాన్యమివ్వాలని చెప్పారు. మాస్టర్ ప్లాన్-2050కి అనుగుణంగా ప్రత్యేక కన్సల్టెన్సీతో సిటీ అభివృద్ధికి విజన్ డాక్యుమెంట్ ను రూపొందించాలని సీఎం సూచించారు.
హెచ్ఎండీఏ పరిధిలో ఉన్న చెర్వులు, కుంటలను పరిరక్షించాలని, మరోవైపు ల్యాండ్ ఫూలింగ్ను వేగవంతం చేయాలని సీఎం చెప్పారు. అవసరమైతే ల్యాండ్ ఫూలింగ్, అక్కడి స్థలాల అభివృద్ధి విషయంలో జిల్లా కలెక్టర్ల సహకారం తీసుకోవాలని, సమన్వయంతో పని చేయాలని సూచించారు. హెచ్ఎండీఏ పరిధిలో దాదాపు 8,374 ఎకరాల ల్యాండ్ పార్శిళ్లు ఉన్నాయి. వీటిలో 2031 పార్శిళ్లు వివిధ స్థాయిల్లో కోర్టు కేసుల్లో ఉన్నాయి. హెచ్ఎండీఏ భూములు అన్యాక్రాంతం కాకుండా కాపాడాలని, డిజిటల్, జీపీఎస్ విధానాలతో ఎక్కడ ఎంత స్థలముందో మ్యాపింగ్ చేయాలని సీఎం సూచించారు. తమ పరిధిలో ఉన్న స్థలాలతో హెచ్ఎండీఏ ఆదాయం పెంచుకునే చర్యలు చేపట్టాలని చెప్పారు. అడ్వర్టయిజ్మెంట్ల ద్వారా వచ్చే ప్రకటనల ఆదాయంపై కూడా దృష్టి పెట్టాలన్నారు. ల్యాండ్ ఫూలింగ్, ల్యాండ్ పార్శిల్స్, చెర్వులు, కుంటలు ఆక్రమణకు గురవకుండా చూసేందుకు ప్రత్యేకంగా అధికారులను నియమించాలని సమావేశంలో చర్చ జరిగింది. డీఐజీ స్థాయిలో ఒక ఐపీఎస్ అధికారిని నియమించాలని, ఇద్దరు ఎస్పీ ర్యాంకు అధికారులకు బాధ్యతలు అప్పగించాలని సీఎం సూచించారు.
హైదరాబాద్ తో పాటు వరంగల్, కరీంనగర్ తదితర పట్టణాలన్నింటా లే అవుట్లలో కమ్యూనిటీ అవసరాలకు ఇచ్చిన స్థలాలు తమ అధీనంలో ఉన్నాయా.. లేదా ఆక్రమణకు గురయ్యాయా.. వెంటనే సర్వే చేయాలని అధికారులను ముఖ్యమంత్రి ఆదేశించారు. ఈ స్థలాల్లో ఆదర్శ పాఠశాలలను ఏర్పాటు చేయాలని నిర్ణయం తీసుకున్నారు. పాఠశాలల ఏర్పాటుకు ముందుకొచ్చే కార్పేరేట్ కంపెనీలు, పేరొందిన పాఠశాలల యాజమాన్యాలకు వీటిని అప్పగించాలని సూచించారు. ఆ ప్రాంతంలోని పేద, మధ్య తరగతి కుటుంబాల విద్యార్థులకు కనీసం 25 శాతం కోటాగా ఉచితంగా అడ్మిషన్లు ఉండేలా చూడాలని, దీంతో అన్ని ప్రాంతాల్లో ఆదర్శ పాఠశాలలు అందుబాటులోకి వస్తాయని సీఎం అభిప్రాయపడ్డారు.
హైదరాబాద్ హుస్సేన్ సాగర్ సమీపంలోని పరిసర ప్రాంతాలను ఆహ్లాదకరంగా ఉండే అందమైన జోన్గా తీర్చిదిద్దాలని సీఎం అధికారులకు సూచించారు. ఇటు అంబేద్కర్ విగ్రహం, ఎన్టీఆర్ పార్కు, తెలంగాణ అమరుల జ్యోతి, అటు నెక్లెస్ రోడ్డు నుంచి ఇందిరా పార్కు, సంజీవయ్య పార్కు వరకు మొత్తాన్ని ప్రపంచ స్థాయి సందర్శనీయ ప్రాంగణంగా తయారు చేయాలని సీఎం సూచించారు. హుస్సేన్ సాగర్ చుట్టూ నిబంధనలకు విరుద్ధంగా ఆక్రమణలను తొలిగించి, పర్యాటకులు, సిటీ ప్రజలు తీరికవేళలో ఆనందంగా గడిపేలా ఈ ప్రాంతం ఉండాలని సీఎం అధికారులకు వివరించారు. దుబాయ్ తరహాలో స్కై వాక్ వే, ఫుడ్ స్టాళ్లు, చిల్డ్రన్ అమ్యూజ్మెంట్ జోన్, గ్రీనరీ ల్యాండ్ స్కేప్లను..అభివృద్ధి చేయాలని సూచించారు. అవసరమైతే ఈ ప్రాంతంలో వాహనాల రాకపోకలను మరో రూట్ మళ్లించి, దీన్ని పర్యాటక జోన్ గా మార్చాలని సూచించారు. వెంటనే అంతర్జాతీయ స్థాయి కన్సెల్టెన్సీలతో ఈ ప్రాజెక్టు నమూనాలు తయారు చేయాలని సీఎం సూచించారు.
