The state government took an important decision on the pending applications under the Layout Regularization Scheme (LRS)-2020. Hon’ble Chief Minister Sri A. Revanth Reddy instructed the officials to speed up the LRS process to benefit lakhs of lower and middle class families in the state. The previous government received the LRS applications for two months from August 31 to October 31, 2020. Around 25.44 lakh applications have been submitted in the Gram Panchayats, Municipalities and Municipal Corporations. 4.13 lakh applications were received from Corporations, 10.54 lakh from Municipalities and 10.76 lakh received from the Panchayats. Each applicant paid a Rs 1000 fee and submitted a copy of their document to regularize their small open plots in the non layout area. Rs 10,000 has been paid as an application fee for big layout areas. After that, the last government stalled the regularization process. All the applicants have been waiting for the last four years for the government’s decision. The Officials of state Stamps and Registration department brought the issue of the pending LRS scheme to the notice of the Chief Minister in the review held at the Secretariat on Monday. The officials informed the CM that the process has been delayed due to various court cases.
The CM issued orders to speed up the LRS process which will benefit lakhs of families. CM Sri Revanth Reddy suggested to the officials the layout should be regularized only as per the then existing rules. The applicants are given the opportunity to pay the full fee amount to regularize the layouts by March 31. Orders have been issued to regularize only the layouts which are not pending in the courts. Layouts in Endowment, Waqf and government lands were also not permitted for regularization. The CM and officials discussed the government’s decision to regularize the layouts which will benefit lakhs of lower and middle class families. The applicants will get ownership rights on the lands through the registrations. The LRS scheme will also remove all hurdles to get permission for construction, seek bank loans and buy and sell the lands.
2020 ఎల్ఆర్ఎస్ ప్రక్రియ వేగవంతం మున్సిపల్, రిజిస్ట్రేషన్ల శాఖలకు ముఖ్యమంత్రి శ్రీ రేవంత్ రెడ్డి ఆదేశాలు 2020 భూముల క్రమబద్దీకరణ (లే అవుట్ రెగ్యులరైజేషన్ స్కీమ్) దరఖాస్తులపై రాష్ట్ర ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. లక్షలాది మంది దిగువ, మధ్య తరగతి కుటుంబాలకు మేలు చేసే ఎల్ఆర్ఎస్ ప్రక్రియను వేగవంతం చేయాలని ముఖ్యమంత్రి శ్రీ ఏ. రేవంత్ రెడ్డి అధికారులకు ఆదేశాలు జారీ చేశారు. 2020లో ఆగస్టు 31 నుంచి అక్టోబర్ 31 వరకు రెండు నెలల పాటు గత ప్రభుత్వం ఎల్ఆర్ఎస్ దరఖాస్తులను స్వీకరించింది. రాష్ట్రంలో అన్ని పంచాయతీలు, మున్సిపాలిటీలు, కార్పొరేషన్ల నుంచి దాదాపు 25.44 లక్షల మంది అప్లికేషన్లు సమర్పించారు. కార్పొరేషన్లలో 4.13 లక్షలు, మున్సిపాలిటీల్లో 10.54 లక్షలు, పంచాయతీల్లో 10.76 లక్షల దరఖాస్తులు వచ్చాయి.
ఓపెన్ ప్లాట్లు, నాన్ లే అవుట్ కు సంబంధించిన వాటికి దరఖాస్తుదారులు వెయ్యి రూపాయల ఫీజు చెల్లించి, తమ డాక్యుమెంట్ కాపీని సమర్పించారు. పెద్ద లే అవుట్ స్థలాలకు సంబంధించి రూ.10 వేలు దరఖాస్తు ఫీజుగా చెల్లించారు. అంతటితోనే ఈ ప్రక్రియ నిలిచిపోయింది. అప్పుడు దరఖాస్తు చేసుకున్న కుటుంబాలన్నీ ప్రభుత్వ నిర్ణయం కోసం నాలుగేండ్లుగా నిరీక్షిస్తున్నాయి. వివిధ కోర్టు కేసులతో ఈ ప్ర్రక్రియ ఆలస్యమైందని రిజిస్ట్రేషన్ శాఖ అధికారులు ఈరోజు సచివాలయంలో జరిగిన సమీక్ష సమావేశంలో ముఖ్యమంత్రి దృష్టికి తీసుకెళ్లారు. లక్షలాది కుటుంబాలకు మేలు చేసే ఎల్ఆర్ఎస్ ప్ర్రక్రియను వేగవంతం చేయాలని సీఎం ఆదేశాలు జారీ చేశారు. అప్పటి నిబంధనల ప్రకారమే లే అవుట్ క్రమబద్ధీకరణ చేపట్టాలని సూచించారు. దరఖాస్తుదారులు పూర్తి రుసుము చెల్లించి మార్చి 31లోగా లే-అవుట్ ల క్రమబద్ధీకరణ చేసుకునేందుకు అవకాశం ఇవ్వాలని నిర్ణయం తీసుకున్నారు. దేవాదాయ, వక్ఫ్, ప్రభుత్వ భూములు, కోర్టు ఆదేశాలు ఉన్న భూములను తప్ప ఇతర లే-అవుట్ లను క్రమబద్ధీకరించాలని ఆదేశాలు జారీ చేశారు. ఈ నిర్ణయంతో దిగువ, మధ్యతరగతికి చెందిన దరఖాస్తుదారులకు మేలు జరుగుతుందని సమావేశంలో ప్రధానంగా చర్చ జరిగింది. తమ స్థలాలను రిజిస్ట్రేషన్ చేయించుకోవటం ద్వారా ఆయా స్థలాలపై అధికారిక హక్కులన్నీ వారి సొంతమవుతాయి. దీంతో నిర్మాణాలకు అనుమతులు లభించటంతో పాటు, బ్యాంకు రుణాలు పొందేందుకు, స్థలాల క్రయ విక్రయాలకు ఉన్న అడ్డంకులన్నీ తొలిగిపోతాయి.
