Under the leadership of Chief Minister Sri Revanth Reddy held a meeting with District Collectors, CPs and SPs at Dr. B. R. Ambedkar Telangana State Secretariat. Deputy Chief Minister Sri Mallu Bhatti Vikramarka, Ministers, CS Smt. Santhi Kumari, DGP Sri Ravi Gupta, Special Chief Secretaries of various departments, Chief Secretaries and other high officials attended this meeting.

Welcome to all on behalf of the state government. Government officials and public representatives should work like servants to implement the promises and decisions taken by the State Government.
District Collectors and SPs and Police commissioners are in direct contact with the people. Our government undertaken this programme with the idea to identify the real beneficiaries and provide help to the helpless by organizing Gram Sabhas. The moral development of the citizens is the real development of the country.. Real development is when there is comprehensive development of the citizens. The objective of Congress in the state or the country is developed only when the poor people who are in the last row get the welfare scheme.
Our government placed full responsibility on you. The six guarantees should be implemented in true spirit. All should remember the services of SR Shankar.
He used to walk to the Secretariat at 9.30 am for a lifetime and till night scrutinize every file that came to him and make policy decisions. He stood as an exemplary officer for All India Services Officers. The central government recognized his services and awarded the Padma Bhushan, but politely refused. SR Sankaran has gone down in history as a great exemplary officer.
My suggestion to all senior officers, district collectors, SPs and additional collectors “This government is a friendly government. Friendly government means this government will be friendly with you as long as the officials feel good. The government will review all of the decisions. The civil servants came from different states as part of the All-India Service. As a part of the citizens of this state, you have also taken a responsibility and you should play a vital role in the construction of this state. There is no need to think that ours is a different state. We don’t see anyone controlling you in that way.
“We should move forward with a positive attitude on how to solve the problems of those who come to us. Have a positive approach. If we move forward with the idea of rejecting any paper that comes to us with a negative approach, the development and welfare of this government will not move in the right direction.
You have been associated with the people here for the past 20 years. The rest of the states in the country formed for various reasons and with unique political needs. But the state of Telangana did not become a separate state suddenly. Millions of people wanted it. This state was formed with the sacrifices of hundreds.Telangana people tolerates anything.
To solve the problems of this people, “Praja Palana- Grama Sabhas should be taken in 8 working days from 28th of this month to 6th January 2024.
I would like to remind all of them that Telangana is a state with a background of movement. In the past, there were various ideologies for civil rights, public associations, caste associations, various associations, governments. Banned organizations have also fought on behalf of the people in Telangana state.. The government may have taken some tough decisions while implementing the laws.. The police officers may have acted tough while implementing the decisions taken by the government. From time to time, I see on TV and in papers. Friendly policing means not to be friendly with those who use ganja, heroin, cocaine. If people who have committed crimes and murders come to the police station..they should not be treated as friends. Friendly policing means…. If a common citizen comes to the police station to complain, sit with them and ask them politely.
All the police officers should understand clearly, Land grabbers, criminals, drug mafia. Today in Telangana state which has a background of movement, you can find it everywhere even in small towns.. drugs are available in junior colleges and schools today.. This is a very dangerous situation. This government will not condone such things under any circumstances. In the past, you have taken strict steps to root out terrorists and eliminate them.. You have set up systems.. today you should work hard to eradicate this drug epidemic as well. We appointed additional officers.. We will also appoint officers who will strengthen the lower level systems. Greyhounds, ACB, cybercrime etc. started for a purpose. Anti Narcotic Bureau is the most important role to be played. A collapsed state of Punjab is seen before our eyes. Telangana is fast moving. It is the responsibility of our police officers to ban and eradicate this. The word Ganja should not be heard in this state. Ganja and drugs extremely dangerous. Tickets are being sold digitally in connection with the Sun Burn Party. Even though I myself observed some like Book My Show.. they did not get government permission.. without getting permission they are selling tickets for Sun Burn Party on 31st night. Under 18s are not allowed.. Under 18s are not allowed to buy alcohol. Today even school children are getting it. Partying is not allowed without permission. Tickets cannot be sold without the permission of the police. How are they selling? Now cyber crime is the biggest task. The nature of crime has changed.
Cybercrime perpetrators have increased. Police should increase their strength.. Police officials should pay special attention. The states of Goa, Karnataka and Maharashtra have banned such activities in hookah centers, pubs and sun burn parties. Controlling law and order is not the only thing you do. You should know the supply of ganja in each district , towns and mandals.. Appoint special officers for this. Collect information.
Spurious seeds menace is also a big menace. Adulterated seeds are the reason for farmer Suicides. Corporate companies are behind the fake seed supply. Agent are selling the seeds. Instead of filing a case against the company, the authorities changed the name of the seed company the next day after filing a case against the company.
• There is a need to crack down on spurious seeds like rowdy-sheeters by police.
• Adultered seeds can only be controlled when company owners are held accountable
• Assets of fake seed companies should be confiscated under the Revenue Recovery Act to compensate farmers
• The police are confiscating the assets of those connected with the drug mafia. ED is confiscating the properties of those who have cases. Why are the properties of companies selling fake seeds not being seized? They don’t care about accountability. You should keep all these in mind. Decisions you have to make as officers in administration.
• Some are circulating on social media to increase discord between religions and castes. The concerned authorities should be vigilant. It is necessary to collect the information of those who do this and bring them to law. How to control them should be thought.
• Revenue Department conducts Gram Sabhas. The police department should streamline these two sabhas should be held in two villages every day. If there are two teams in the mandal, MROs will take responsibility for one team and MPDO will take responsibility for the other team.
• A Special Officer will be deputed to the Legislative Assembly Constituency for Public Governance.
• 119 special officers will be appointed for 119 legislative constituencies. They come and sit in the constituency.
• Each officer should visit two villages. One village from 8 AM to 12 AM and another village from 2 AM to 6 AM.
• The Special Officer should coordinate locally with the Police Department. First go to the villages and conduct the meeting with the plan. Special priority should be given to women. Set up separate counters for women and take applications.
• Streamline others as well and give priority to first come first served. The Chief Secretary to the Government will tell you everything. The opening remarks will be read out by the officials.
• What is the purpose and goal of government? We will send a note on how we are going to implement these. Before starting the gram sabha, the program should be taken up after reading the message of the government. Officers should be held accountable after undertaking the programme.
• There is a possibility for illiterate people to come to gram sabhas. Educated persons like Anganwadi, Asha workers should assist in filling the applications of illiterate persons with details.
• There is a situation of confusion if applications are submitted in gram sabhas. Applications should be made available to the public in advance with village secretaries and other systems. Applications are filled and brought to the meetings. If you go and submit applications in the village councils, there will be confusion and police interference.
• That is why the applications should be sent to the villages before meeting and made available to the Gram Panchayats through the Village Secretary. People should be informed.
• If there are martyrs and activists, FIRs and details of cases related to them should be brought. Hence the confusion can be reduced by providing applications in advance.
• Collect all the information from December 28 to January 6, 2024, digitize it and send it to the government.
• You should deliver the six guarantees enshrined in the Abhayashastm to the people. The government is putting heavy responsibilities on you. We will give approval only to the policy document from the from the Secretariat. Implementation is your responsibility.
• If the officials feel any difficulty in the process of implementation, inform the Chief Secretary or the DGP. If it is difficult to work in this system, the government has no objection to transfer from there. The orders of the government must be carried out responsibly.
• As Collectors and SPs, we will transfer them from there to another place. There is no objection to transfer them to an area where they are not ready to work for 18 hours.
• It is your lifetime achievement as Collectors and SPs. There is an opportunity to connect directly to people and understand people’s aspirations. Consider such an opportunity in your lifetime achievement. You don’t get such an experience.
• Even if you get promoted in the next level, you will be limited to monitor the officers only, but you will not get a chance to go to the field level and get experience, to see Telangana culture and traditions closely. Let’s review the gram sabhas and the system every four months to ensure that it is used and works well.
• You are well educated and come with passion. The government is very open minded. Government will take it if you give suggestions to make it better for the people as compared to what we thought. We don’t have any dialects.
• We can only document the policy. We will only send your idea to you for conversion and implementation under the policy.
• Government will take your suggestions with an open mind. Accountability and responsibility are very important. Integrity and honesty of officials is a big measurement. Once again, I would like to wish you all a Merry Christmas. As I said at the beginning, we should move in a coordinated manner with the new government in the new year with new hopes and ideas to give people confidence. We, as public representatives, and you, as officers who take government schemes forward, will move ahead in coordination.
